Delohery, Secretary to the Housing Authority Johnathan Di Bari, Dibbini & Assoc. Stephen V. Altieri, Housing Authority Consultant, via Zoom Michael Padernacht, Midas Management 7:00pm -The Housing Authority Work Session 1. Call to Order Moved by Board Member Deshpande, seconded by Board Member Mileto Chair Battalia called the Mamaroneck Housing Authority meeting to order at 7:03pm. Carried 2. Review of 2023 Housing Authority Budget Mr. Altieri and Mr. Padernacht discussed the proposed budget for 2023. Mr. Altieri shared the differences of the 2022 budget and the 2023 budget. He then discussed possible next steps of the budgeting process for the creation of a capital budget. Mr. Padernacht reviewed the different formulas used in calculating the line item amounts. He then reviewed rent amounts for each unit type. Mr. Pierson and Mr. Padernacht discussed Section 8 rent amounts in regards to rental income. Mr. Altieri then commented on the formula used to calculate the Section 8 rent amount. Mr. Altieri and Mr. Padernacht discussed the building permit fees line items and the possibility of having the building permit fee waived by the Town. Mr. Altieri and Mr. Padernacht continued their review of the proposed budget. Mr. Altieri and Mr. Padernacht discussed the worker's comp line item with the Housing Authority. The Housing Authority, Mr. Altieri, and Mr. Padernacht discussed worker's comp and renter's insurance. Mr. Pierson and Mr. Padernacht discussed the amenities for the Super and the expenses around them. Mr. Padernacht then continued with his review of the budget. Mr. Mileto and Mr. Padernacht discussed which program/software system Mr. Padernacht used to prepare the budget. Mr. Pierson and Mr. Padernacht reviewed the end date of the budget and the placement of different line items. Mr. Altieri commented that there are not many savings as costs are increasing. Councilwoman Nichinsky and Mr. Padernacht talked about the capital budget. The Housing Authority, Councilwoman Nichinsky, Mr. Altieri, and Mr. Padernacht talked about the reserve account of the Housing Authority and the Town's requirement for the reserve account. 3. Update on Floor Repairs Mr. Altieri reviewed the floor repairs project. He discussed a possible contractor who would go to the complex to repair the floor. Chair Battalia, Mr. Pierson, and Mr. Altieri discussed the exemptions to prevailing wage. Councilwoman Nichinsky and Mr. Padernacht discussed when prevailing wage is used. Call to order Moved by Board Member Battalia, seconded by Board Member Deshpande Chair Battalia called to order the Regular Meeting of the Mamaroneck Housing Authority at 7:57pm. Carried Approval of Minutes 1. Report of Minutes from the November 7, 2022 Housing Authority Meeting Moved by Board Member Deshpande, seconded by Board Member Mileto Resolved that the Mamaroneck Housing Authority approved the Mamaroneck Housing Authority Minutes from the November 7, 2022 meeting. Carried Business Agenda 1. Property Managers Report Mr. Padernacht reviewed the Property Managers Report for the month of November. He commented that the arrears from Section 8 have been cleared up and will be reflected in the January 2023 Property Managers Report. Mr. Padernacht said there is one tenant who has not paid their rent, and he has reviewed the security deposit account. Mr. Di Bari and Mr. Padernacht discussed a charge to a tenant's account for damaged property. Mr. Di Bari and Mr. Padernacht discussed the Tenant Meeting, which had to be cancelled due to construction work at the ice rink. Mr. Padernacht reviewed which documents were given to him by Mr. Nuno Pires with Mr. Di Bari. 2. Election of Officers to Fill Unexpired Terms - Vice Chair, Treasurer Chair Battalia announced that Mr. Pierson is leaving the Housing Authority at the end of the year, due to other commitments and so an election of officers is required. Mr. Pierson resigned his officership as Vice Chair and Mr. Mileto resigned his position as Treasurer. A vote for the Housing Authority's vacant board positions was called for. Moved by Board Member Deshpande, seconded by Board Member Pierson Resolved that the Mamaroneck Housing Authority appoints Joseph Mileto as the Vice Chair of the Mamaroneck Housing Authority, Be it Further, Resolved that the Mamaroneck Housing Authority appoints Christie Philbrick- Wheaton as the Treasurer of the Mamaroneck Housing Authority. 3. Adoption of 2023 Budget Moved by Board Member Mileto, seconded by Board Member Pierson Resolved that the Mamaroneck Housing Authority does hereby adopt the 2023 Mamaroneck Housing Authority Budget. Authorization and Acceptance of Bids - Window/Deck Project Ms. Deshpande and Mr. Altieri discussed the bid specs in regards to landscaping around the complex and the water filtration system. They then discussed the materials that will be used in the proposed water filtration system. The Housing Authority suggested approving the bid contingent on clarification of materials used for water filtration and landscaping as an alternate. Moved by Board Member Pierson, seconded by Board Member Mileto Resolved that the Mamaroneck Housing Authority does hereby award the Window/Deck project and landscaping alternative to Calgi Construction, contingent on clarification of materials used for water filtration and landscaping as an alternate. Carried 5. Request for Executive Session Moved by Board Member Pierson, seconded by Board Member Mileto The Mamaroneck Housing Authority agreed to enter into Executive Session to discuss potential litigation. Carried Moved by Board Member Mileto, seconded by Board Member Pierson The Mamaroneck Housing Authority agreed to resume the regular meeting. Carried Moved by Board Member Mileto, seconded by Board Member Pierson Resolved that the Mamaroneck Housing Authority does hereby authorize counsel to proceed with what they deem necessary. 6.
