OF THE TOWN OF MAMARONECK HELD IN THE SENIOR CENTER
July 13, 3022

Town Consulting Engineer, Elizabeth Aitchison, Town Environmental Planner, Francine M. Brill Secretary

CALL TO ORDER
The meeting was a called to order at 7:32P.M.
MINUTES
The minutes of May 11, 2022 were discussed.
Motion: To approve the draft minutes of May 11, 2022
Moved by John Cuddy seconded by Ralph Engel
Action: Approved
Vote: Ralph Engel, John Cuddy, Ira Block
1. 7 Madison Avenue Company Chop House Site Plan
No one appeared on behalf of the applicant to address the Board
2. 767 Forest Avenue Davis and Nazanin Munroe Residential Site Plan Consideration
Greg Lewis, the applicant's architect, Steve Saputo, the applicant's engineer, Andrew Spatz, the
applicant's attorney and Nazanin Munroe the were present and addressed the Board.
Mr. Lewis stated this is an old house and the owners would like to build a new house on the site. He
showed neighboring properties, elevations and floor plans. He stated that the main portion of the new
house will be moved back from the street, so as to be conforming, and that a variance was granted for
the garage, which will be located in the front yard setback.
The air conditioning condensers and generator was discussed and Mr. Lewis stated that the proposed AC
condensers Have a low Dba level, that the generator is one designed to be relatively quiet, and that all
units will be well screened by new bushes.
The Board discussed construction deliveries and rock removal.
Ms. Aitchison requested that the landscaping and construction plans be corrected to show tree
protection, infiltrators and construction access.
Mr. Mandel asked why t certain trees are proposed to be removed, and the owner responded that the
cluster of Maple trees are leaning over both the neighbor's house and proposed house and that the
Black Cherry is not healthy.
Mr. Engel stated one tree seems to be on both properties, and Mr. Saputo responded that the survey
indicates it is entirely on the applicant's property. Mr. Saputo added that he will reach out to the
neighbor.
Motion: to set a public hearing for August 3, 2022
Moved by Ron Mandel, seconded by Ira Block
Action: Unanimously approved
3. 767 Forest Avenue Davis and Nazanin Munroe Wetlands and Watercourses
Consideration
Greg Lewis, the applicant's architect, Steve Saputo, the applicant's engineer, Andrew Spatz, the
applicant's attorney and Nazanin Munroe the were present and addressed the Board.
Mr. Saputo explained that the work to be done in the wetlands buffer area has to be done there
because it would not be possible to proceed with the plan and totally avoid the wetland buffer, due to
the existing, narrow, nonconforming, small lot, because more than half the property is in the buffer.
Mr. Saputo further stated that he did the calculations for the 25-year storm, and that the project is even
designed to capture a majority of the water from a 100 year -storm. He explained that any overflow will
flow toward the existing waterway.
Motion: to set a public hearing for August 3, 2022
Moved by Ron Mandel, seconded by Ira Block
Action: Unanimously approved
Both applications were referred to the Coastal Zone Management Commission.
Ms. Hochman was asked to prepare drafts resolutions for both applications.
