Housing Authority Meeting

7:00pm -The Housing Authority Work Session
1. Call to Order
Vice Chair Pierson called the Housing Authority meeting to order at 7:00pm.
2. Presentation of Status of Window/Deck Project by Calgi Construction and Mike
Smith - Architects
Michael Smith showed and reviewed the materials that will be used for the projects.
He pointed out that the material for the deck is non-slip. Mr. Smith then reviewed the
types of window materials and the cost savings that are contributed to each material.
Ms. Deshpande and Mr. Smith discussed which manufacturers will be used for the
window project. Mr. Pierson and Mr. Smith spoke about the cost difference in the
types of lumber used for the decking project. Ms. Deshpande and Mr. Smith
discussed the stains that would be used on the wood. Mr. Pierson and Mr. Smith
discussed the durability of the different materials. They then discussed the process of
bidding, including the specifications of building materials, how the bid will be noticed,
and the list of bidders. The Housing Authority, Dominic Calgi, and Mr. Smith
discussed how to select a winning bid and possible reasons why to reject a bid. Mr.
Calgi and Mr. Smith said they would walk the complex with the bidders to show them
the work site. Mr. Smith then described the process and timeline around the
installation of the windows. Ms. Deshpande, Ms. Philbrick-Wheaton, and Mr. Smith
discussed down payments. Mr. Smith said the Housing Authority would not have to
give a down payment, but should have the money ready.
Ms. Philbrick-Wheaton and Mr. Smith talked about the amount of space that will be
used to store the windows until they are installed. The Housing Authority discussed
when the windows will be delivered and the possibility of obstructing traffic. Mr. Smith
said he and Mr. Calgi will have certain stipulations around the project's working hours.
Ms. Deshpande and Mr. Smith spoke about where the work will take place. Mr. Smith
said the contractors will have to work on the inside of the resident's units. Mr. Smith
and Mr. Pierson talked about where they are in the process. Mr. Smith said he had to
get the building permit signed. He and Mr. Altieri discussed the Town's process with
receiving a building permit. Mr. Altieri and Mr. Mileto spoke about the bid opening
process.

Report
Mr. Shrenik Ajmera reviewed the data around energy saving measures. He then
discussed the different types of measurements for the Housing Authority. Mr. Ajmera
said something as small as changing the fridge lighting could result in savings. He
said that changing bulbs to LEDs would result in savings. Mr. Ajmera said insulation
helps to keep costs down, especially when wrapped around pipes. He then reviewed
heat pumps, smart power strips, and water efficient water heads.
Mr. Ajmera discussed the financials around the savings of implementing the energy
saving measures. He then said that the next step would be for the Housing Authority
to choose which measure to implement. Chair Battalia, Ms. Philbrick-Wheaton, and
Mr. Ajmera discussed how the Housing Authority would get the rebate. Ms.
Deshpande and Mr. Ajmera discussed getting rebates for smaller project. Mr. Altieri
and Mr. Ajmera discussed the rebate for the windows again. Mr. Ajmera said a next
step is for the Housing Authority to choose a project and pick a Con Ed contractor to
work with for its implementation.
4. Update on Financing/Grants for Window/Deck Project
Mr. Altieri discussed the interest rate and grants for projects. He discussed his
conversation with a County employee about a grant where the State would go into the
complex and complete the project. Mr. Altieri also researched Home Program grants,
which operate at the 80% median of county average income. Mr. Pierson and Mr.
Altieri discussed bond limits and the history of the Housing Authority and Town's
relationship around bonding.

Chair Battalia called to order the Regular Meeting of the Housing Authority at 8:16pm.

1. Report of Minutes from the October 3, 2022 Housing Authority Meeting
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Mileto
Resolved that the Housing Authority approved the Housing Authority Minutes from the
October 3, 2022 meeting, as amended.

Financial - Mr. Padernacht reviewed the financial position of the Housing Authority.
He said that Midas is now receiving Section 8 documents back. Councilwoman
Nichinsky, Mr. Pierson, Mr. Altieri, and Mr. Padernacht discussed the minimum
income to qualify for housing and the tax returns Midas had received. Chair Battalia
said that the Housing Authority must enforce the policy around mandated forms for
lease renewals. Chair Battalia and Mr. Padernacht spoke about security deposits.

Chair Battalia raised issues of serious concern regarding Gramatan Management's
failure to perform.
Chair Battalia and Mr. Padernacht spoke about a waiting list. He said that many
candidates have reached out for two bed rooms, but there are only one bed room
available. Mr. Padernacht and Mr. Altieri discussed how much updates would cost
and which updates are required for different units. The Housing Authority,
Councilwoman Nichinsky, Mr. Di Bari, and Mr. Padernacht discussed different flooring
materials to use within a unit during turn over updates, if flooring has to be replaced.
Mr. Pierson and Mr. Padernacht discussed the Section 8 tenants. Chair Battalia Mr.
Altieri, and Mr. Di Bari discussed an issue with a tenant regarding renovations to their
unit.
2. Approval - Snow Removal Contract for Hommocks Park
Mr. Padernacht described the past relationship between Midas Property Management
and Errico Landscaping. Ms. Deshpande, Mr. Di Bari, and Mr. Padernacht discussed
the past landscaping contract and the proposed contract.
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Mileto
Resolved, that the Mamaroneck Housing Authority accepts the agreement with Errico
Landscaping, as amended.

3. Update - Repairs to Housing Unit Flooring
The Housing Authority agreed that they had discussed this item enough in a previous
item.
4. Other Business
Smoking Area - Chair Battalia and Mr. Altieri spoke about the smoking area.
2023 Budget - Mr. Altieri said the Housing Authority will have to accept the proposed
budget at the next meeting. Mr. Padernacht suggested using a vacancy allowance in
the budget. Ms. Deshpande and Mr. Padernacht discussed including the green
energy projects in the budget.
5. Adournment
Moved by Board Member Philbrick-Wheaton, seconded by Board Member Mileto
The Housing Authority unanimously agreed to close the meeting at 9:02pm.
