Delohery, Secretary to Town Administrator Mr. Stephen V. Altieri, Housing Authority Consultant, via Zoom Mr. Johnathan Di Bari, Dibinni & Associates Mr. Michael Padernacht, Midas Management MEDIA PRESENT: 7:00pm -The Housing Authority Work Session 1. Call to Order Moved by Board Member Pierson, seconded by Board Member Philbrick-Wheaton Chair Battalia called the Housing Authority Work Session to order at 7:06pm. Carried 2. Review of Draft Energy Report Ms. Deshpande said that the Energy Auditor could not attend the meeting as planned and reviewed the report herself. She noted that if the audit is done through Midas, the Housing Authority would not get the rebate, but it would be done faster. Mr. Pierson and Mr. Padernacht discussed specialty projects and their costs. Mr. Padernacht talked about wrapping of the pipes as one project for the contractor and said he did not suggest using the proposed. Mr. Padernacht and Mr. Pierson discussed who would be receiving most of the energy savings. Ms. Deshpande said that the audit report suggested turning the water temperature down by a small increment to save money. 3. Discussion of Window/Deck Project - Next Steps for Design/Bid Specifications Ms. Deshpande and Mr. Altieri discussed the water testing on windows. Mr. Altieri said the next step is the finishing of the design, presentation to the Housing Authority, and the publishing of the bid specs. He then discussed the bid alternatives and specs for contractors. The Housing Authority noted that they are all comfortable with ordering all of the windows for the project at the same time. Mr. Altieri discussed the phasing of the projects. Mr. Pierson and Mr. Padernacht discussed the different life spans of windows. Mr. Altieri, Mr. Pierson, and Mr. Padernacht spoke about the bid process around the pricing of the windows. Ms. Deshpande said that she and Mr. Altieri spoke about the expenses of the project. Chair Battalia, Ms. Deshpande, and Mr. Altieri talked about the water damage to the windows. Mr. Altieri said he would ensure that Calgi would bring physical renderings to the next Housing Authority meeting. 4. Update on Financing/Grants for Window/Deck Project Chair Battalia and Ms. Philbrick-Wheaton spoke about the reserve and bond financing for the project. Mr. Altieri warned that local government cannot borrow more than they Page 1 of 4 Housing Authority October 3, 2022 need for a project and invest the access for gain. Mr. Pierson and Mr. Altieri talked about the bonds and when the bonds can become callable. 5. Discussion on Grants opportunity for grants and that the County is trying to contact the State about funding the project. Mr. Altieri suggested the Dormitory Fund for financing as well. Ms. Philbrick-Wheaton suggested using the CBDG application to pay for the Heat Pump Project. 7:30 PM The Housing Authority Regular Meeting 1. Call to order Moved by Board Member Philbrick-Wheaton, seconded by Board Member Pierson Chair Battalia called to order the Regular Meeting of the Housing Authority at 8:15pm. Carried 2. Approval of Minutes Chair Battalia and Mr. Pierson made two changes to the draft minutes for the September 12th Housing Authority Meeting Minutes. Moved by Board Member Pierson, seconded by Board Member Deshpande Mr. Pierson moved to approve the amended draft minutes. Carried 3. Monthly Report of Midas Property Management Financing - Mr. Padernacht reviewed what Midas accomplished in August regarding the financials. He noted he is in contact with the bank about clarification on certain items. Chair Battalia and Mr. Padernacht talked about bank fees, moving accounts, and cash flow. Mr. Padernacht discussed which tenants have paid and what they have paid. Mr. Pierson and Mr. Padernacht discussed the arears and what they include. They then discussed the pro-rated and the actual balance. Mr. Padernacht and Chair Battalia talked about completing the budget; Mr. Padernacht said he will send out a proposed budget. Mr. Pierson and Mr. Padernacht discussed different projects and how to note them budget wise. Mr. Mileto commented that the Housing Authority did not have a normal operating fiscal year because of different expenditures. Chair Battalia, Mr. Pierson, Mr. Altieri, and Mr. Padernacht talked about prevailing wage for contractors. Mr. Altieri commented that he would ensure if the Housing Authority had to go through certain steps for approving the budget. The Housing Authority, Mr. Padernacht, and Mr. Altieri talked about where to transfer money to and the buying of bonds. Chair Battalia and Mr. Padernacht discussed the different accounts the Housing Authority have set up. Mr. Altieri said he would speak to Mr. Padernacht about the different accounts. Mr. Pierson spoke about the possible budget schedule with Mr. Padernacht and Ms. Philbrick-Wheaton. Rental Increases Mr. Padernacht said he is working on organizing the security account. Mr. Pierson, Mr. Di Bari, and Mr. Padernacht spoke about the rules and issues about the security amounts for tenants. Mr. Padernacht expressed that the security amount report he gave to the Housing Authority is being updated. Mr. Pierson commented that fees that are not collected would have to be reported to New York State. Mr. Pierson suggested writing a letter to Gramatan to recoup documents. Lease Renewals Mr. Padernacht reviewed which tenants renewed their lease, when their lease is expected to expire, and the rent increases. Page 2 of 4 Housing Authority October 3, 2022 Chair Battalia, Mr. Altieri, and Mr. Padernacht discussed vacant units. Mr. Pierson, Mr. Altieri, and Mr. Padernacht talked about which units are ready to be rented out again, and which units are under the scope of the Updates Project. Chair Battalia and Mr. Padernacht discussed when the units would be ready to rent. Chair Battalia asked if the Housing Authority will having their borrowing amount effected by this year's lose of rent, Mr. Altieri said he does not believe so. Mr. Padernacht discussed the waiting list he has of tenants who would like to switch apartments and how the Housing Authority could balance out those units and Section 8 units. Ms. Deshpande and Mr. Padernacht discussed the regulated updates to apartments and annually inspecting the units. Mr. Pierson, Mr. Mileto, and Mr. Padernacht talked about the security and legality of inspecting the units. Mr. Mileto and Mr. Padernacht talked about a move in/ move out inspection for units. 4. Approval - Rent Adjustment Recommendations - New Tenants Mr. Padernacht discussed the recommended Fair Market Value of Rent. He said that he researched the HUD rate for the recommended rates. Chair Battalia said they should adopt the new rate for the new tenant since their base rate should be increased. Mr. Pierson commented the rent rate should be below the Fair Market Value. Ms. Deshpande and Ms. Philbrick-Wheaton discussed the average of the Fair Market Value and how it is different throughout the County. Mr. Pierson commented that there is an income scale in which tenants must fall. Chair Battalia discussed the tenants who want to move within the complex. Ms. Deshpande and Mr. Padernacht discussed the affordable housing categorization. Mr. Pierson said the Housing Authority should use the Fair Market Value as a standard. The Housing Authority and Mr. Padernacht discussed the average square footage of the units and the different amenities that the tenants have. Moved by Board Member Pierson, seconded by Board Member Deshpande Resolved, The Mamaroneck Housing Authority hereby approves the rent adjustment recommendation for new tenants. Carried 5. Lease Renewals Mr. Di Bari said that the tenants in certain units should receive a notice about an increase. The Housing Authority, Mr. Di Bari, and Mr. Padernacht spoke about the Fair Market Value of different types of units. Mr. Di Bari said he would research the Section 8 units increase rate. Mr. Di Bari, Mr. Altieri, and Mr. Padernacht talked about the market rate rents and Section 8 rates. Moved by Board Member Pierson, seconded by Board Member Philbrick-Wheaton Resolved, that the Mamaroneck Housing Authority hereby sets the lease renewal amount at the fair market value amount. Carried 6. Rent Increases Mr. Pierson suggested using a fixed dollar amount for the rent increases. The Housing Authority discussed the long-time tenants and what they pay versus new tenants. The Housing Authority discussed inflation and rent amounts. Mr. Altieri commented that many tenants are making over $60k a year and would be able to pay the increase. He commented that Mr. Padernacht will complete an income verification in the Spring of 2023 to ensure that tenants fall within the salary range. Mr. Padernacht said as of now, the Housing Authority is unclear as to the salary of tenants. Moved by Board Member Pierson, seconded by Board Member Philbrick-Wheaton Page 3 of 4 Housing Authority October 3, 2022 Resolved, that the Mamaroneck Housing Authority hereby approves a rent increase of 4.75%. Carried 7. Approval - Administrative Services Agreement - Town of Mamaroneck Chair Battalia discussed the services agreement between the Town and the Housing documents. Mr. Pierson and Mr. Altieri discussed what documents would be housed at Town Center. Moved by Board Member Philbrick-Wheaton, seconded by Board Member Deshpande Resolved, that the Mamaroneck Housing Authority hereby approves the Administrative Services Agreement between the Town of Mamaroneck and the Mamaroneck Housing Authority. Carried 8. Approval of Revised Housing Application Mr. Pierson commented that on the 2nd page of revised housing application and suggested it require the tax returns and anything that is not included in the tax returns. Chair Battalia commented that real property should be required to be reported. Mr. Pierson and Mr. Altieri discussed why certain language was underlined. Moved by Board Member Mileto, seconded by Board Member Deshpande Resolved, the that Mamaroneck Housing Authority hereby approves the revised Housing Application as amended. Carried 9. Update - Repairs to Housing Unit Flooring Mr. Altieri said there was no need for an update 10. Other Business Chair Battalia recapped what the next meeting will focus on, and where and when it will be. She said that having a full time Super has greatly improved the mood on the complex. Mr. Padernacht updated the Housing Authority on what the current Super was accomplished around the complex so far. 11.
