Attached please find a memo from Robert Wasp regarding Bid TA-22-07A —
Resurfacing of Various Roads. We are respectfully requesting the following action
by the Board:
Resolved that the Town Board hereby approves the agreement with Laura Li
Industries for resurfacing of various roads and hereby authorizes the Town
Administrator to execute the agreement and any related documents necessary
to carry out its implementation.

SUBJECT: Updated Recommendation of Contract Authorization
TA-22-07A — Resurfacing of Various Roads
GENERAL:
The Engineering Department has completed supplemental review of the bid proposal and qualifications
submitted by apparent low bidder "Laura Li Industries" against requirements of the published bid
documents. Specifically, the question of whether the Town's specifications require that the bidder has
successfully completed a "municipal -wide" paving contract was also investigated.
Items No. 3 and 12 of the Town's "Application for Prequalification" (qualifications forms) request that
the bidder identify their firm's experience with categorized work classes; and to provide a list of three or
more recently completed projects involving similar scope of work. Qualifications forms provided by
Laura Li Industries list their recently completed paving projects on Willett Avenue, Port Chester and
Theodore Fremd Avenue, Rye for Westchester County. A third project reference is listed for site work
and asphalt paving work at the City of New Rochelle Leaf Facility. All contacted municipal owners
provided positive feedback on completed work by Laura Li Industries.
The Town's qualifications forms do not require a "municipal -wide" paving contract as part of the
bidder's necessary experience. Such language is absent from the bid documents in their entirety.
Experience consisting of full width (curb to curb) pavement resurfacing for substantial length of public
roadway is considered appropriate and is sufficiently demonstrated by the qualifications submitted by
Laura Li Industries.
Based upon the above, the Engineering Department maintains its recommendation for authorization of
contract award with Alternate #1 elected to Laura Li Industries in the amount of $904,696.00; as stated
in our July 18th memorandum.

SUBJECT: Recommendation of Contract Authorization
TA-22-07A — Resurfacing of Various Roads
GENERAL:
Bid procurement was recently completed for the Town's 2022 road resurfacing contract. The project
scope consists of pavement resurfacing and related work on various streets throughout the Town,
including New Harmon Drive, Revere Road, Fifth Avenue, Madison Avenue, New Jefferson Street,
Lafayette Road, Huguenot Drive, Mountain Avenue, N. Chatsworth Ave, Washington Square, E. Valley
Stream Road, and Ferndale Place. Roads included in this year's project are consistent with the
recommended list published in the Town's 2021 Three Year Paving Plan document.
On July 14th, 2022, four (4) bid proposals were received as summarized on the attached bid tabulation
table. The apparent low bidder is "Laura Li Industries" at the submitted base bid price of $955,296.00
for the full project scope. Considering the known escalation of asphalt prices based upon fuel costs,
Deduct Alternate No. 1 was included on the bid form for the removal of work along Ferndale Place and
Mountain Avenue. Alternative pavement specification for enhanced mix design containing Polymer
Fibers was requested under Alternate #2.
Positive feedback on completed paving work by Laura Li Industries was received from references
contacted by the Engineering Department. Further evaluation of work quality was assessed through site
visits to Theodore Fremd Avenue in Rye and King Street in Port Chester. No errors or omissions that
could potentially impact the viability of their bid price have been identified at this time. The Engineering
Department recommends authorization of contract award to Laura Li Industries in the contract amount
of $904,696.00.
Budget for pavement resurfacing was planned as part of capital project CP-2020-04 for $856,554.00.
Additional funding is available in the sidewalk and curbing contract for CP-2020-73 for bid items #6
through #9 in the amount of $27,830.00. The remaining balance will be funded through additional state
funding or savings on prior capital projects.
