Boston Post Road, Mamaroneck, New York 10543 PRESENT: Dolores A. Battalia, Chair Frank Pierson, Vice Chair Joe Mileto, Treasurer Meg Deshpande, Secretary Christie Philbrick-Wheaton, Member ALSO PRESENT: Stephen V. Altieri — Housing Authority Consultant via zoom Margaret C. Delohery, Secretary to the Housing Authority Nuno Pires, Gramatan Management CALL TO ORDER Chair Battalia called the Housing Authority meeting to order at 7:00pm. 1. Request for Executive Session — On motion by Mr. Mileto, seconded by Mr. Pierson, the Housing Authority unanimously agreed to enter Executive Session to discuss the Consideration of Employment of a Particular Individual. EXECUTIVE SESSION Consideration of Employment of a Particular Individual. On motion by Mr. Mileto, seconded by Ms. Deshpande, the Housing Authority unanimously agreed to exit Executive Session. The Housing Authority discussed the June 2022 Tenant meeting. Chair Battalia asked for a motion to engage the Midas Property Management Corp. for management services. Ms. Deshpande motion to engage the Midas Property Management Corp., seconded by Mr. Pierson. Chair Battalia assigned members of the Housing Authority items to address at the meeting. The Housing Authority discussed when the new management company will hold their own tenant meeting. Mr. Mileto, Mr. Pierson, and Chair Battalia discussed how to have the new management company introduce themselves to the tenants. Ms. Philbrick-Wheaton spoke about the company distributing a management-tenant package. Chair Battalia opened the regular meeting 7:36pm. Approval of Minutes - Chair Battalia requested a motion to approve the April 4, 2022 minutes. Ms. Philbrick-Wheaton motioned to accept the minutes, seconded by Ms. Deshpande. Financial Report - Mr. Pires reviewed the Financial Report. Chair Battalia and Mr. Pires discussed the current arrears. Chair Battalia instructed Mr. Pires to contact the Housing Authority's landlord/tenant attorneys regarding all tenants arrears to have them send out notices. b. Building Conditions— Mr. Pires discussed appliance replacement, the remaining gas line replacement, the Fill-in Superintendent of the complex; Mr. Altieri and Mr. Pires discussed engineering firms. Mr. Pires reviewed the monthly repair report with the Housing Authority. Mr. Pierson and Mr. Pires discussed when the complex should bring in an electrician to do electrical repairs versus when a Super could handle repairs. c. Energy Audit— Mr. Pires gave an update on the Energy Audit. 2. Status of Smoking Area — Mr. Pires updated the Housing Authority on the status of the smoking area. He said he was in contact with Rich Polcari, Town Building Inspector about any needed permits. Mr. Altieri said he also spoke with Mr. Polcari about the fence around the smoking area in the Hommocks Complex. a. Resident Shuan Hughes and Mr. Pires discussed the placement of the smoking area. Mr. Hughes asked about the enforcement of rules and regulations at the complex and detailed instances when rules and regulation were ignored. Chair Battalia explained the parameters in which the Housing Authority can enforce rules. She said tenants are not coming forward with information regarding issues. Mr. Hughes said that he does understand why the Housing Authority can not issue fines for ignoring rules, but tenants are growing upset. He then commented that there could be fire damage to the complex if smoking regulations are not enforced. Chair Battalia responded that the Housing Authority would act to the fullest extent they could. b. Mr. Altieri and Mr. Hughes discussed having a "Pre-Plan" exercise at the complex to deter smoking inside units. c. Mr. Hughes commented that many of the residents have a lack of trust when coming forth about issues and providing information because of a history of non -confidentiality. Mr. Pierson proposed a system in which notices are sent out to tenants who are ignoring the rules. He also asked Mr. Hughes about how tenants would feel about the installation of cameras at the complex. Mr. Hughes said that tenants would be upset because many are concerned about being watched. d. Ms. Deshpande asked Mr. Hughes if residents would use the smoking area. Mr. Hughes responded that all smoker but one would not use the area. Chair Battalia explained that the complex is "No-smoking" inside and out, but that the installation of the smoking area is required. Mr. Mileto and Mr. Pires discussed a walk through of units. 3. Continuation of Discussion with Mr. Hughes— a. Mr. Hughes and Mr. Pires discussed keys for units for fire calls. b. Mr. Hughes and Mr. Pires discussed potential structural issues. 4. Tier System — a. Chair Battalia discussed updating the tier system and review of tenant information. On motion by Mr. Mileto, seconded by Mr. Pierson, the Housing Authority unanimously agreed to enter Executive Session to discuss litigation. EXECUTIVE SESSION Discussion about litigation. On motion by Mr. Pearson, seconded by Mr. Mileto, the Housing Authority unanimously agreed to exit Executive Session. 5. Insurance Policies— a. The Housing Authority discussed their current insurance policies and shopping out the carrier. Mr. Pires proposed meeting with the insurance broker. Mr. Pierson stated he would like to see a full portfolio of which policies they have. 6. Continuation of Smoking Issue— a. The Housing Authority discussed sending out notices to those accused of smoking and which fencing to use to designate the smoking area. Councilwoman Nichinsky and Mr. Pierson discussed how to inform smokers of the smoking area. b. Ms. Deshpande and Ms. Philbrick-Wheaton discussed fencing and bench options. c. The Housing Authority and Mr. Pires discussed setting up cameras at the complex Chair Battalia asked for a motion to increase the spending limit on the smoking area to $3,000.00. Ms. Deshpande motioned to increase the spending limit on the smoking area, seconded by Mr. Mileto.
