BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilwoman Phyllis Wittner Councilman Ernest C.Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney ALSO PRESENT: Christina Battalia,Town Clerk Stephen V.Altieri,Town Administrator William Maker,Jr.,Town Attorney CALL TO ORDER-WORK SESSION On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,the Work Session was unanimously opened at S:OOPM. Assessment Administration Additionally Present: Susan M.Thomas,Town Assessor The Town Board again reviewed and discussed the proposal prepared by GAR Associates to assist the Town in maintaining full value assessments. Ms.Thomas began by stating that a yearly reassessment is probably too much,especially financially and would suggest a more reasonable three thirds plan.With this approach a third of the Town would be adjusted each year by neighborhood.This plan would utilize permits issued, trending and sales.On the fourth year a complete reassessment would be done for each property.The Town Board reviewed the 'tasks'that would be completed on the non-full assessment years.The Town Board would like a conversation with GAR Associates to better understand the details of the proposal. On motion of Supervisor Seligson,seconded by Councilwoman Katz,the Board unanimously agreed to enter into an Executive Session to discuss Collective Bargaining with the CSEA and the employment history of a particular person. EXECUTIVE SESSION Collective Bargaining-CSEA Employment History of a Particular Person On motion of Councilwoman Katz,seconded by Councilwoman Wittner the Board unanimously agreed to resume the Regular Meeting. Public Housing Administrative Plan Additionally Present:Anna Danoy, Director of Community Services and Housing Ms. Danoy discussed with the Board the key points of the Section 8 Administrative Plan which will be the topic of this evening's Public Hearing. 2 October 7, 2013 CALL TO ORDER The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 8:00 PM, she then pointed out the location of the exits. SUPERVISOR'S SUMMARY REPORT Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o'clock this evening,adding this is an open meeting that all residents'are welcomed to attend. Supervisor Seligson stated that the Town staff is working hard diligently on their 2014 Budgets.Supervisor Seligson stated that October is a busy month for the Town,and then highlighted some of the many events: the Town of Mamaroneck and Village of Mamaroneck Fire Departments each held their annual Inspection Dinners,Westchester Women's Agenda presented County Legislator Judy Myers with an award,a fundraiser for the preservation of the Delancey House was held as well as the League of Woman Voters Breakfast.Of note at the League Breakfast was a presentation by our Town Administrator,Steve Altieri, who was joined by the Village of Mamaroneck Manager, Rich Slingerland and Village of Larchmont Mayor Anne McAndrews. Last Sunday the Paine to Pain half Marathon was held.This is a nationally recognized half marathon held on our renowned Greenway.Over 600 participants took part in this event. CITIZEN'S COMMENTS Mitch Green of the Howell Park Association addressed the Board. He thanked the Town for meeting with the Howell Park residents regarding their concerns,adding the residents felt very positive about the response they received from the Town. Mr.Green stated that of immediate concern is the sewer issue and hopes that resolution will come from the good discussion that took place. Marty Shapiro of Howell Park also addressed the Board. Mr.Shapiro stated that the Association has a petition signed by residents who feel they are impacted by the flooding, but are not in the area immediately near the drainage system being discussed. Mr.Shapiro distributed copies of the petition. PUBLIC HEARING—1. Public Housing Administrative Plan The following Notice of Public Hearing is entered into the record as follows: PUBLIC HEARING PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the Town of Mamaroneck on Monday, October 7, 2013 at 8:00 PM or as soon thereafter as is possible in Conference Room C Room of the Town Center, 740 W. Boston Post Road, Mamaroneck, New York to approve the Section 8 Housing Administrative Plan. Purpose: The Town under the regulations governing the Section 8 Housing Voucher Program is required to hold a public hearing each year on the Section 8 Housing Administrative Plan. The Section 8 Housing Administrative Plan may be examined and copies obtained at the Town Clerk's Office during regular office hours, Monday—Friday,8:30 AM to 4:30 PM and during the months of June, July and August Monday — Friday, 8:30 AM to 4:00 PM. The Town Clerk's Office is located at 740 W. Boston Post Road, Mamaroneck, New York. PLEASE TAKE FURTHER NOTICE that at the Public Hearing all persons interested will be given an opportunity to be heard and that all persons are invited to submit all written comments at or prior thereto. Supervisor Seligson asked if anyone wished to comment on the proposed Local Law. Anna Danoy, Director of Community Services and Housing presented the Section 8 Administrative Plan. Ms. Danoy noted that this year the PHA Administrative Plan has been adapted from the Model Administrative Plan ©2012 Nan McKay and Associates to help the Town reach its goals and objectives. Ms. Danoy noted that there is an Executive Summary included in the Plan,of which she then highlighted from. The Town Board thanked Ms. Danoy for all her hard work,adding what an excellent job she does. On motion of Councilwoman Elkind Eney,seconded by Councilwoman Wittner,the Public Hearing was unanimously closed. On motion of Councilwoman Wittner,seconded by Councilwoman Elkind Eney,it was RESOLVED,that the Mamaroneck Town Board does hereby approve the Public Housing Agency (PHA)Administrative Plan. Other Fire Department Business The Commission again noted the Inspection Dinner and thanked the Department for the fine job they do protecting our community There being no further business to come before the Commission,on motion of Commissioner Katz, seconded by Commissioner Councilwoman Elkind Eney,the Commission unanimously adjourned and the Town Board reconvened. AFFAIRS OF THE TOWN 4. Request for Removal of Town Street Tree-274 Rockingstone Avenue Mr.Altieri explained that the Town has received an application from the resident at 274 Rockingstone to remove two trees in the Town's right-of-way.Chapter 207-10 of the Town Code outlines the procedure for handling such a request. Should the Town wish to consider this application then neighbors within a 250 foot radius will need to be notified as well as the publishing of a notice in the official Town newspaper. 5 October 7, 2013 On motion of Councilwoman Elkind Eney,seconded by Councilwoman Wittner,it was unanimously RESOLVED,that the Mamaroneck Town Board does hereby set the date for a Public Hearing on the application for tree removal for November 06,2013 at 8:OOPM in the Court Room of the Town Center,and BE IT FURTHER, RESOLVED,that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper,and that said notice, be posted. 5. Transfer of Funds-Highway Department On motion of Councilwoman Wittner,seconded by Councilwoman Elkind Eney,it was RESOLVED,that the Mamaroneck Town Board does hereby approve the transfer of funds in the amount of$10,000 for the repair of the Fenimore Road Bridge as outlined by the Town Comptroller as follows: FY 2013 BUDGET TRANSFER-HIGHWAY FUND(GENERAL REPAIRS) 10/7/2013 TOWN BOARD MEETING HIGHWAY FUND(FUND DB): BUDGET TRANSFER: FROM D13.5110.4229 DRAINAGE REPAIRS $ (10,000.00) TO D13.5110.4240 ROAD WALL REPAIRS $ 10,000.00 * REPRESENTS FUNDS TO BE REALLOCATED FOR CONSTRUCTION OF NEW ROAD WALL STONE FACADE FOR THE RECENTLY CONSTRUCTED FENIMORE ROAD BRIDGE AS REQUESTED BY THE SUPT. Salary Authorization Town Clerk's Office On motion of Councilwoman Wittner,seconded by Councilwoman Katz,it was 6 October 7, 2013 RESOLVED,that the Mamaroneck Town Board does hereby appoint Jeffrey Marmol to the part-time position of Intermediate Clerk in the Town Clerk's Department at an hourly rate of $18.00,to fulfill the duties of the Deputy Town Clerk who is currently on disability leave. WRITTEN COMMUNICATIONS None 7 October 7, 2013 REPORT OF COUNCIL Councilman Odierna stated that in addition to his attendance at the all the previously noted community events he attended the Rye YMCA's Healthier Soundshore Coalition,as it is now called.They are working closely with another Rye program that Councilman Odierna is involved with,the Healthier Kids Program. Councilman Odierna just returned from a trip to Cooperstown New York,stating rather tongue in cheek that he didn't realize that there were other teams and fans that were not Yankees. Councilwoman Wittner reported on the passing of Bob Shoenberg the first Chairperson for the Coastal Zone Management Commission.She also noted the passing of Joan Faulkner a very active member of our community who served as Chair of the Library Board for many years. Councilwoman Katz noted she attended the events mentioned by Supervisor Seligson as well as the Arts Festival in Larchmont,adding what beautiful weather they had. Her family is glad that the Ice Rink is open for the season.The Boards she is liaison to have not met since she last reported. Councilwoman Elkind Eney noted that she and Supervisor Seligson also attended Truck Day at the Library as well as the Arts Festival. She attended the Chamber of Commerce Dinner Meeting,an evening meeting that was a bit more special.Councilwoman Elkind Eney and Councilwoman Katz had the pleasure of listening to Supervisor Seligson speak at the Eleanor Roosevelt Legacy Luncheon. Supervisor Seligson was among other notables,Gabriel Gifford as well as the attorney who argued before the Supreme Court to overturn the Defense of marriage Act. Finally,Councilwoman Elkind Eney wanted to commend the Recreation Department for the wonderful program they held last weekend called Try Hockey Day. The program brought the Rangers to Town with all the necessary equipment for participants to try hockey—a great event. Supervisor Seligson added that the Ice Rink was just featured in the new Television series remake of Iron Sides,adding that the Ice Rink got rave revues. Councilman Odierna noted that Town Administrator Steve Altieri did a great job addressing attendees at the League of Woman Voters Breakfast. Supervisor Seligson noted that she was recently in Washington DC with her colleagues from the Long Island Sound Advisory Committee.They were in Washington advocating for more funding for Long Island Sound. Although they were there during the government shutdown, legislators and their staff were working and it was actually quite a productive time to be in Washington. This Wednesday in the Town Center Courtroom a workshop is being held on seaweed bio extraction.This is a program to remove nitrogen from the water by means of growing seaweed that will accumulate nitrogen that will then be removed by means of removing the seaweed. Councilwoman Katz announced that State Assemblyman Steve Otis will be holding a Small Business Economic Development Forum at the Town Center on October 16`"from 9:30—11:30 am. Supervisor Seligson announced that this coming Wednesday the League of Woman Voters will hold a Candidates' Debate in the Courtroom at 7:30 pm. ADJOURNMENT Supervisor Seligson closed the Meeting in memory and honor of Jean Abraham Pi a former Town of Mamaroneck Firefighter and current Firefighter in the Village Larchmont. He was also active in the Volunteer Ambulance Corp. Mr. Pi died tragically last week and our sympathy goes out to his family and colleagues.
