HomeMy WebLinkAbout2013_07_02 Town Board Minutes July 2,2013 MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON JULY 2,2013, BEGINNING AT 4:30PM IN CONFERENCE ROOM A OF THE TOWN CENTER,740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilwoman Phyllis Wittner Councilman Ernest C.Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney ALSO PRESENT: Christina Battalia,Town Clerk Stephen V.Altieri,Town Administrator ADDITIONALLY PRESENT: Police Chief Richard Rivera Exec. Lt Robert Koziak CALL TO ORDER On motion of Councilwoman Elkind Eney,seconded by Councilwoman Katz,the Meeting was unanimously opened at 4:30PM. Salary Authorizations for Probationary Police Officers ADDITIONALLY PRESENT: Police Chief Richard Rivera and Exec. Lt Robert Koziak Chief Rivera explained that the Police Department has been running short staffed since the first of the year and has been actively looking for candidates. Exec Lt Koziak added that a new group of candidates, not from the State list have been identified and could begin duty in March 2014. Chief Rivera stated that these candidates have been interviewed and the Department finds them to be excellent candidates. On motion of Councilwoman Katz,seconded by Councilwoman Elkind Eney,the following was approved, WHEREAS,three vacancies now exist within the Police Department with the retirements' in 2012 of Lieutenant J. Michael Cindrich, Police Officer Jason Lassiter,and Police Officer Alfred Vize. NOW THEREFORE, BE IT RESOLVED,that the Mamaroneck Town Board does hereby appoint Mill Lau, Matthew Stapleton and Amy LaRosa,the following three Probationary Police Officers,each at an annual salary of $40,000,and will begin their Police Academy Training on August 5,2013. The above resolution was put to a roll call vote: Elkind Eney Aye Katz Aye Odierna Aye Wittner Aye Seligson Aye 1 July 2,2013 Approval to loin Southern Westchester Energy Action Consortium(SWEAC) As previously discussed and presented to the Town Board the Consortium is helping Municipalities accelerate their progress on sustainability. In order to join the Consortium the Town Board will be sending a letter of approval to become a Member. Update—Stone Arches at the entrance to the Larchmont Gardens' As discussed a local resident, Dr. Korn has agreed to donate the funds to repair these arches. Mr.Altieri will be making arrangements with Dr. Korn and David Goessl,the Town Engineer. Howell Park Neighborhood Association Councilman Odierna reported that he attended the meeting of the Association and has brought back five "wants"of the Association.The Board discussed that an initial response should go out to the Association notifying them that the Town received their list.The Town will address the items requiring funding during Budget discussions, but that these issues may not be addressed until 2014. Westchester Joint Water Works Supervisor Seligson reported that Westchester County is discussing the use of water from Shaft 22 for Water District#1 as it pertains to the mandate for UV treatment. This is of concern to Westchester Joint Water Works and is being discussed among that Board. August Town Board Meeting Date On motion of Councilman Odierna,seconded by Councilwoman Elkind Eney,it was unanimously RESOLVED,that the Mamaroneck Town Board does hereby set the August Town Board Meeting for August 14,2013 beginning at 5:00 PM with a Work Session in Conference Room A and continuing at 8:00 PM in the Town Center Court Room. Energy Service Contract Mr.Altieri stated that the RFP for the Energy Performance Contracts is going out on Monday.Supervisor Seligson stated that there are not a lot of contracts out right now and therefore,this should generate a lot of attention. Mr.Altieri did note that a bill is pending in Congress to eliminate the tax exemption for municipal bonds,adding this is bad news for municipalities as we would then have to compete with corporate bonds. Update—LMC-TV Councilman Odierna reported that at the last Board of Control Meeting they approved a feasibility study with respect to the purchase of a building on Mamaroneck Ave,the old Fire House,as a new home for LMC-TV. Update—Weaver Street Bridge Mr.Altieri reported that the Weaver Street DOT project is a disaster. Mr.Altieri has written to Senator Latimer notifying him that since the Bridge closed on June 3rd no work has begun.
