HomeMy WebLinkAbout1972_10_18 Town Board Minutes MINUTES OF A REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK, HELD OCTOBER 18th, 1972, IN THE COUNCIL ROOM OF THE WEAVER STREET FIREHOUSE, WEAVER STREET, TOWN OF MAMARONECK. CALL TO ORDER The Supervisor called the meeting to order at 8:15 p.m. ROLL CALL Present: Supervisor Helwig Councilman Faiola Councilman Vandernoot Councilman Bloom Councilman White Absent: None Also Present: Mr. Gronberg - Town Clerk Mr. Johnston - Town Attorney Mr. Altieri - Comptroller Mr. Elfreich - Town Engineer APPROVAL OF MINUTES The minutes of the regular meetings of September 6th and October 4th, 1972 were presented and on motion duly made and seconded, approved as corrected. OPENING OF BIDS - Blossom Terrace The Clerk presented the Affidavit of Publication of the Notice for Bids for the record, and opened and read aloud the follow- ing bids reporting receipt of the correct certified bid check and the non-collusive statement signed in each case: Bidder Bid Bilotta Construction Corp. $10,875. Felix Contracting Corp. 9,995. Area Paving Corp. 14,950. Joseph Mazzella Excavating Corp. 10,100. Whereupon on recommendation of Councilman Vandernoot that the usual course be followed and on his motion, seconded by Coun- cilman Faiola, it was unanimously RESOLVED, that the bids be referred to the Attorney, the Engineer, the Comptroller and the Highway Superintendent for examination and report at the next meeting of the Board. NEW BUSINESS 1. Salary Authorizations a) Recreation Pursuant to memoranda of the Superintendent of Recreation under dates of October 10th and 13th, 1972 herewith presented and - 1 - ordered received and filed, on motion by Councilman Bloom, seconded by Councilman White, it was unanimously RESOLVED, that as recommended by the Recreation Commission, this Board hereby authorizes that the following personnel be engaged and compensated as set forth below: Effective Name Title Date Salary William Reilly Sr. Rec. Authorization to Install Flashing Lights (Central School) Pursuant to memorandum addressed to the Board by the Engineer under date of October 18th, 1972 herewith presented and ordered received and filed for the record, on motion by Councilman Bloom, seconded by Councilman Vandernoot, it was unanimously RESOLVED, that this Board hereby accepts the Proposal submitted by Byron Electric Company, Inc. of White Plains, New York, and authorizes it to install two School Flashing Signs on Palmer Avenue as per Westchester County plan and specification as reviewed with Mr. Charles Elfreich, Town Engineer, for the sum of $2,184. Mrs. Donald Geary of the Central School P.T.A. , upon recognition, expressed her thanks to the Supervisor and members of the Board for their long and repeated efforts in obtaining the County specifications for this installation. 3. Report by Engineer - Bid Opening Police Headquarters Alterations A report addressed to the Board by the Town Engineer on October 18th, 1972 reporting on the bids received for alterations to Police Headquarters was read into the record as follows: "The following bids for alterations to Police Headquarters were received and opened at a regular meeting of the Board of Police Commis- sioners at 8:00 P.M.D.S.T. on October 17, 1972: A. Schramm $14,656.00 Diamond DO-All 15,600.00 Poccia Construction Corp. 23,900.00 Billotta & Papa 28,600.00 The Board of Police Commissioners recommended approval of the bid to the low bidder, A. Schramm, subject to confirmation by the Comptroller, Attorney and Engineer following their examination of all the bids." C OMMUN ICAT I ONS 1. P.S.C. Notice - Con Ed Hearings, Notices of Hearings and Proceedings on measures relating to Con Edison's proposed rate increases had been referred to the Town Attorney who requested further time to study these reports in view of their length and submit report thereon at a later date. Also, a Notice of Hearing before the Public Service Commission on Con Edison Case 26292 to be held on December 11th, 1972 at 10:30 a.m. in the World Trade Center, New York City was noted for the record. - 6 - 11S 2. Affidavit of Publication List of Polling Places The Clerk presented the Affidavit of Publication of the 1972 list of Town of Mamaroneck polling places which was herewith ordered received and filed for the record. 3. Snow and Ice Removal The Supervisor called to the Board's attention a couuuunica- tion addressed to all Town and Village Highway Superinten- dents by Robert A. Dennison, Westchester County Commissioner of Public Works under date of October 16th, 1972 regarding snow and ice control on State Highways, enclosing a copy of the proposed Agreement between the County of Westchester and the New York State Department of Transportation and a copy of a proposed Agreement between the County of Westchester and the Town of Mamaroneck for review and study. It also announced that a Conference would be held at 10:00 a.m. on Friday, October 27th, 1972 in Room B-1 in the District Health and Welfare Building, 85 Court Street, White Plains, New York, which coimuunication was referred to the attention of the High- way Superintendent, the Attorney and the Comptroller for their review and consideration. 4. State Division of Housing - Adjournment of 10/31/72 Conference to 11/21/72 A Notice of Conference (adjourned from 10/31/72 at 11:00 a.m.) addressed to the Town by Robert E. Herman, Assistant Commis- sioner, State of New York, Division of Housing and Community Renewal, Office of Rent Administration, 393 Seventh Avenue, New York City re Larchmont Acres discontinuance of bus service was read into the record as follows: "PLEASE TAKE NOTICE that a conference in the above matter will be held at White Plains Local Rent Office, 99 Church Street, White Plains, New York on Tuesday, November 21, 1972 at 10:00 A.M. Both landlord and tenant may be represented by counsel and should bring with them witnesses and written evidence in support of their conten- tions. Failure to appear at the time stated may be con- sidered a default and may result in a determina- tion based upon evidence in the record. Requests for adjournment of this conference can seldom be granted because of our heavy conference schedule. However, in the event that it is impos- sible for you to appear upon the date set herein, please advise this office promptly of this fact, together with the reasons for requesting an adjourn- ment. Adjournment requests made shortly before the date of the conference will not be granted save upon affidavit which sets forth some sudden emergency justifying the late application. Please bring this notice with you when you call." - 7 - 4 t; REPORTS The Town Clerk -- The Clerk presented the following report which was ordered received and filed. Report of the Town Clerk for the month of September 1972. The Supervisor -- 1. Date for Presentation of Preliminary Budget The Supervisor recommended to the Board that the date for presenting the Preliminary Budget for 1973 be fixed for the second regular meeting in November, whereupon on motion by Councilman Faiola, seconded by Councilman Vandernoot, it was unanimously RESOLVED, that the date for presentation of the 1973 Preliminary Budget be and it hereby ig fixed for the second regular meeting in November on Wednesday evening, November 15th, 1972. 2. Designation of American Field Service Week October 29th, 1972 The Supervisor presented a letter from the Larchmont-Mamaro- neck Chapter of the American Field Service requesting that the week of October 29th be proclaimed American Field Service Week for 1972 and reciting that events were being planned during that week at the High School and in the community to introduce Frank Martin our exchange student for this year, which was thereupon unanimously so ordered. The Councilmen -- Mr. Faiola -- 1. Volunteer Ambulance Week October 22nd thru October 28th, 1972 Councilman Faiola presented for the Board's information a Proclamation issued by Governor Nelson A. Rockefeller proclaim- ing the week of October 22nd thru 28th, 1972 as Voluntary Ambulance Week in New York State which read as follows: "Volunteer ambulance organizations in New York State, in providing emergency medical care, maintain an important link between persons living in outlying areas and the emergency facilities of metropolitan and regional hospitals. The volunteers give of their time and skills, assum- ing presponsibility for emergency care of their fellow citizens. Their emergency therapy, at the scene and enroute, saves many lives each year. - 8 - 119 New York State sponsors training courses to provide ambulance volunteers with emergency treatment skills. More than 8,000 have completed this training and have been certified as Medical Emergency Technicians by the State Health Department. Another 2,300 are currently enrolled in these training courses." (Not on Agenda) Mr. Faiola noted the cooperation shown by Con Edison in its removal of the old poles throughput the Town. He also spoke of the loon leaf and grass cuttings being put into the street, requesting that all such material be bagged as it got into the storm drains and also provided a hazardous and unattractive play area for children. The Supervisor added that the annual leaf collection was due to start on October 24th. Mr. Faiola further requested that residents make all possible effort to avoid placing yard rubbish at the curb before the evening before or early morning of pick-up so as to keep the appearance of the Town as attractive as possible. Mr. Vandernoot -- 1. Appointment to Narcotics Guidance Council Alan R. Scott, 8 Boulder Road Mr. Vandernoot presented a brief resume of the background and experience particularly qualifying Alan R. Scott to serve on the Narcotics Guidance Council and with great pleasure moved his appointment. The motion was seconded by Councilman Faiola and the following resolution thereupon adopted by unani- mous vote of the Board: RESOLVED, that the appointment of Alan R. Scott of 8 Boulder Road as a member of the Narcotics Guidance Council be and it hereby is approved. Mr. Bloom -- 1. Proclamation - U. N. Week, October 24th, 1972 In accordance with a request from Mrs. Jacobson of the local United Nations Association, Councilman Bloom read the United Nations Day, 1972 Proclamation issued by the President of the United States of America. Mr. Bloom called to the Board's attention that this Proclamation differed from previous U.N. Proclamations in that President Nixon had added two special new paragraphs entirely devoted to noting the constructive activities of the U.N. during 1972. Mr. White -- 1. Larchmont Library Story Session (Not on Agenda) Councilman White reported that the Larchmont Library Story - 9 - 11 Session had been a great success with some 35 children attend- ing and expressed his thanks to the Fire Council, the Fire Chief, the Supervisor and the Library. ADJOURNMENT There being no further business to come before the meeting, on motion duly made and seconded, it was declared adjourned at 8:55 p.m. , to reconvene on November 1st, 1972. BOARD OF FIRE COMMISSIONERS The meeting of the Board of Fire Commissioners was convened immediately upon the adjournment of the Town Board meeting. 1. Announcements a) A Fire Inspection will be held on Thursday evening, October 19th, 1972. b) The new fire truck is being painted by American LaFrance. 2.
