BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O’Keeffe Councilwoman Phyllis Wittner Councilman Ernest C. Odierna Councilwoman Nancy Seligson Councilman Paul A. Winick ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney Christina Battalia, Deputy Town Clerk WORK SESSION Street Numbering – Dillon Road Supervisor O’Keeffe said that all the Board members had visited the neighborhood in discussion and based on documents located in the Building Department the original addresses were 21 and 23 River Road. Councilwoman Wittner said the entire street, Dillon Road, was originally called Premium River Road. The Supervisor said the entire matter is very confusing, what is the hill called, Hanson Hill? Yes, replied Councilwoman Wittner, because Hanson originally owned that property. Mrs. Gilliams said they were concerned with the street name because even if you call the police they have no idea where she is located. Mrs. DiBicardi said that no one can find her house, the previous owner took a Post Office Box because of lost mail problems. The oil burner went down at 11:00 PM one night and she had to meet the repairman outside up the street because he could not find the house. A credit card was stolen when it was delivered to the wrong address. The Supervisor asked if they thought it would help if the house numbers where changed to 55 and 57 Dillon Road which continues the numbering more logically. One of the residents answered, for that to work the road would have to look like the same road. Councilwoman Wittner responded that right now there is a sign at what would be the entrance to 21 & 23 Dillon Road if the hill had not been chained closed, indicating with an arrow to continue down Dillon to the right of way for access to 21 & 23. Councilwoman Wittner said the existing street sign indicating Dillon Road & Pryer Manor Road is in the wrong place and needs to be put in its correct location so it is clear where one street ends and the other begins. A long discussion was held and it was decided to change the location of the sign identifying the street, putting it where the map says it should be and maybe to have it lit. Supervisor O’Keeffe said we want to help and do what can be done, which is to change numbers, put up arrow signs and a light, and ask that you both put up bigger, visible number signs on your houses. 1 November 1, 2006 th 100 Anniversary Fire Department Matt Pelosi, Frank Cioffi and Sean McCarthy all appeared to outline the plans for the celebration. Mr. Cioffi said they had started the planning of this five years ago. There will be a dinner-dance at the Larchmont Yacht Club on June 9 for members and invited guests. They received good prices, it will be black tie, they will have a band with a maximum of 200 invited guests. The money has been set aside already and they hope to raise additional th money through a journal program. The second event will be held on September 15 from th 11:00 AM to 4:00 PM, with a rain date of September 16. It will be a carnival type event at the fire house. The Fire Dept. would like to close the street, and arrange for parking at Sts John & Paul Church. They have also talked about using lot 1 too and to have a shuttle bus. There will be a display of antique fire trucks, and interactive activities for the kids. He said they were requesting $20,000 for this event. Councilman Odierna said for $20,000 you have to give them something. Advertising, signs food, carnival rentals, tents, and personnel all were discussed. There was further discussion. Premium Point Mr. Altieri explained the Premium Point Homeowners Association had requested a new numbering system working with New Rochelle and have contacted us about the houses on the Town side currently numbered 1 through 9, which would conflict with the new numbering. They have requested therefore that the street be renamed Point Road. He recommended the change and said it will enhance the dispatching for emergencies. The Town Clerk said this could cause a monumental headache as there already was a Point Road in the Larchmont Postal area – how would you distinguish between the two. Mr. Altieri said they could stay in the New Rochelle postal area. After discussion it was decided to hold off on this matter. Community Counseling Center Supervisor O’Keeffe said she had received an email from Mayor Trifiletti which said the Village of Mamaroneck Board had approved a $14,000 expenditure to repair the roof at the Community Counseling Center. He said his Board would like our Board to consider sharing in the costs of repair since our community uses their facilities and services. There was a discussion on how we share our building with the Mamaroneck Village’s Senior Center including Rye Neck residents and LMC/TV, both using space rent free. It was decided to contact the Mamaroneck Village because we cannot spend money to fix another municipality’s building. Public Displays Supervisor O’Keeffe suggested that the Town adopt a policy on displays or signs on public property. CALL TO ORDER The regular meeting of the Town Board was called to order by Supervisor O’Keeffe at 8:45 PM. She then pointed out the location of exits. ADJOURNED PUBLIC HEARING Water District Improvements – Rye Lake Filtration Plant On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, the public hearing was unanimously closed. PUBLIC HEARING Appearance Ticket for Violation of Quality of Life Law - (Constable Law) 2 November 1, 2006 The following notice was entered into the record: PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the Town of Mamaroneck on Wednesday, November 1, 2006 at 8:15 PM in Conference Room A, of the Town Center, 740 W. Boston Post Road, Mamaroneck, New York to consider the adoption of a local law entitled “Appearance Ticket for Violation of a Quality of Life Law” Law. Section 1 — Purpose: Chapter 34 of the Code of the Town of Mamaroneck identifies the Town’s “Quality of Life” laws and empowers certain Town employees to initiate legal proceedings to enforce such laws. Under the Criminal Procedure Law of the State of New York, prosecution for the violation of a “Quality of Life” law starts with the filing of an accusatory instrument in the Town Justice Court. The Court then issues a summons directed to the perpetrator. The summons then is served upon the accused. The summons requires the accused to appear in court for arraignment upon the charge alleged in the accusatory instrument. The Town Board finds that the multiple steps between the observation of a violation and a perpetrator’s receipt of the summons haling him, her or it into court is cumbersome and at times makes enforcement difficult or even impossible. For example, an authorized Town employee may observe a gardener using a leaf blower at a time when it is unlawful to do so. By the time, the employee files an accusatory instrument with the Town Justice Court and the Court issues a summons, the gardener may have finished his/her work and left the area. The summons is not served and the violation goes unpunished. The Criminal Procedure Law and the Municipal Home Rule Law provide for a procedure that reverses the order of events. That procedure allows a peace officer to issue an appearance ticket for a violation of a statute without that person first having to file an accusatory instrument with the court. It is after the appearance ticket is served that the peace officer who issued it files an accusatory instrument with the Court. The purpose of this law is to utilize the authority given to the Town Board by the Criminal Procedure Law and the Municipal Home Rule Law to bestow upon the Town’s constables the power to issue an appearance ticket if a constable has reasonable cause to believe that the person to whom the appearance ticket is issued has violated one of the Town’s “Quality of Life” laws. Mr. Maker explained that this law would create a Constable or Peace Officer, with the authority to issue “on-the-spot” summons’, making quality of life laws easier to enforce. On motion of Councilman Winick, seconded by Councilwoman Wittner, the public hearing was unanimously opened. Supervisor O’Keeffe asked if anyone had any comments. The Board unanimously agreed that this was a positive step. On motion of Councilman Winick, seconded by Councilwoman Seligson, the public hearing was unanimously closed. On motion of Councilwoman Seligson, seconded by councilman Odierna, it was RESOLVED, that the Town Board finds that the adoption of the proposed local law regarding Appearance Ticket for Violation of a Quality of Life law is hereby declared to be a Type II action requiring no further action under the New York State Environmental Quality Review Act (SEQRA) On motion of Councilman Winick, seconded by Councilwoman Seligson, the following Local law was adopted: 3 November 1, 2006 Local Law No. 15 - 2006 This local law shall be known as the “Appearance Ticket for Violation of a Quality of Life Law” Law BE IT ENACTED by the Town Board of the Town of Mamaroneck Section 1 – Purpose: Chapter 34 of the Code of the Town of Mamaroneck identifies the Town’s “Quality of Life” laws and empowers certain Town employees to initiate legal proceedings to enforce such laws. These laws protect the public health, safety and welfare of the Town and its residents. To maintain such standards requires vigilance and vigorous enforcement of these laws. The purpose of this chapter is to grant the Town’s constables the authority to issue appearance tickets for violations of the quality of life laws of the Town of Mamaroneck.” Section 3 – Amendment of a section of the Mamaroneck Code: Section 34-2 of the Code of the Town of Mamaroneck hereby is repealed and the following substituted in its place: “As used in this chapter, the following terms have the meanings indicated: QUALITY OF LIFE LAWS — the following chapters and sections of the Code constitute the quality of life laws: A. Chapters. (1) Chapter 58, Animals. (2) Chapter 77, Conservation Areas. (3) Chapter 95, Erosion and Sediment Control. (4) Chapter 117, Garage Sales. (5) Chapter 141, Noise. 4 November 1, 2006 (6) Chapter 148, Parks and Fields. (7) Chapter 161, Property Maintenance. (8) Chapter 173, Sewers. (9) Chapter 175, Signs. (10) Chapter 183, Solid Waste. (11) Chapter 207, Trees. (12) Chapter 231, Water. (13) Chapter 233, Waterfowl. B. Sections. (1) Section 106-49, Discharge compliance certificate required. (2) Section 106-58.1, Duration and hours for mechanical rock removal. (3) Section 187-13, Prompt removal of snow and ice. (4) Section 219-1, Idling of motor vehicles.” Section 3 – Amendment of a section of the Mamaroneck Code: Section 34-3 of the Code of the Town of Mamaroneck hereby is repealed and the following substituted in its place: “The Town Board finds that the “Quality of Life” laws specifically protect the public health, safety and welfare of the Town and its residents. Invoking the power given to it by paragraph 4. (a) of section 10 of the Municipal Home Rule Law, the Town Board hereby authorizes the constables of the Town to issue appearance tickets to anyone who, a constable has reasonable cause to believe, has violated one or more of the “Quality of Life” laws. That appearance ticket shall direct the person upon whom it is served to appear in the Justice Court of the Town of Mamaroneck on the date and at the time of day designated in the appearance ticket in connection with that person’s alleged commission of a violation of the “Quality of Life” law or laws identified in the appearance ticket.” Section 4 – Repeal of a section of the Mamaroneck Code: Section 34-4 of the Code of the Town of Mamaroneck hereby is repealed and nothing is substituted in its place. Section 5 – Severability: Should any provision of this Local Law be declared invalid or unconstitutional by any court of competent jurisdiction, such declaration of unconstitutionality or invalidity shall not affect any other provisions of this Local Law, which may be implemented without the invalid or unconstitutional provisions. Section 6 – Effective Date: This Local Law shall become effective upon filing with the Secretary of State. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye TAKEN OUT OF ORDER Mr. Jerry Zeidner, 1 Ridgeway Road, addressed the board regarding the flooding taking place at Sether Woods . There are 52 homes in the area being affected by flooding. Last winter the flooding was an abomination. Mr. Zeidner than paraphrased from the following letters: 5 November 1, 2006 Dear Jerry, Thank you for your letter detailing the series of conversations you have had with Stephen Altieri and Valerie Moore O’Keeffe. And thank you for your efforts. I am surprised to hear nothing has been done to remediate the situation, as we too had many conversations with Valerie and she said she was on the case and dedicated to solving the problem. She had even offered to allow us to tap into the new drainage system during its construction if that were feasible. We agree the problem needs to be dealt with quickly, or we face another winter of icy roads and another summer of mosquito infestation. Frankly the issue is not only one of ambience and the annoyance of dirty cars. For those of us most affected, the issue is also of health and safety. Cars skid — one hit our fence last winter. Visitors cannot negotiate their way from their cars to our front path. Walking the dog on that ice rink is virtually impossible due to the ice, and painful to animals given the amount of salt the town dumps in its inept attempt to deal with the problem. The makeshift solution we had last year, of salt and sand dumps followed by bulldozers, is costly, wasteful, unhygienic and unacceptable. The Town needs to get to grips with the root cause, not the symptoms. Please do feel free to use this letter in your discussions with the Town. Yours sincerely, Fred Arnold Mr. Ron Carpaneto Director, Building Department Town of Mamaroneck 740 West Boston Post Road Mamaroneck, NY 10543 Dear Ron: Since the construction of a new home, 3 Durham Road, my neighbors and I have noticed the deterioration of Sether Woods located at the corner of Durham and York Road adjacent to the property. The runoff from the large new home is drowning Sether Woods. I have lived in this neighborhood all my life and have seen a recent dramatic change in the amount and length of time Sether Woods has standing water. This past winter the highway department had to pump the woods out because the water caused serious icing conditions from the top of York Road all the way down to the stream at York and Ridgeway. I spoke recently to a senior member of the Town’s highway department who has worked the area for 35 years and he has noticed a major change as well. Sether Woods is a little gem and worth protecting. The large trees and under story bushes will not tolerate the standing water for much longer before they start coming down. Please be so kind as to review the matter. Mr. Altieri elaborated explaining that the Board has given tentative approval of a solution, adding that a bond proposal which would fund this drainage issue as well as Orchard Road, will be put forth for a motion at the next board meeting. Mr. Zeidner then addressed the Board regarding the rumble strips on Durham Road and Fenimore Road. The purpose of these are not apparent, further questioning the purpose of having the sign right next to the strips. He emphasized how noisy they are. 6 November 1, 2006 Mr. Zeidner said there had been much discussion among the neighbors one specifically who was considering a law suit. Councilman Odierna stated this should have been addressed by the Town Board, not just the Traffic Committee. Councilman Winick suggested the Board contact Lt. Cindrich to address this and determine if these strips are effecting anything. Councilwoman Wittner suggested this matter be readdressed to the Traffic Committee. She also suggested the Neighbor who is most effected contact the Board in writing. BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner O’Keeffe and on motion of Commissioner Odierna, seconded by Commissioner Wittner, the Board of Fire Commissioners was unanimously declared open. Other Fire Department Business Commissioner O’Keeffe, announced that the Fire Department would be celebrating their th 100 Anniversary with a Department dinner on June 9, 2007 and a resident celebration on September 15, 2007 from 11:00AM-4:00PM. There being no further business to come before the Commission, on motion of Commissioner Odierna, seconded by Commissioner Winick, the Commission unanimously adjourned. AFFAIRS OF THE TOWN 1. NYS Court Systems – Credit Cards Mr. Altieri stated that the Mamaroneck Town Court would like to participate in a Credit Card Program through the NYS Unified Court System and Key Bank of New York. By participating in this program the Court would benefit by increasing revenue, having to have less cash on hand as well as efficiency and convenience to card holders. Councilwoman Seligson asked why the Town needed to plug into the State system and couldn’t have done it on their own earlier. Mr. Altieri said it was mandated by New York State if credit cards are to be used. On motion of Councilwoman Seligson, seconded by councilman Odierna, it was RESOLVED, that the Mamaroneck Town Board does hereby approve the Town of Mamaroneck to participate in the agreement between NYS Unified Court System and Key Bank of NY for the purpose of processing the payment of vehicles & traffic fines, bail and pre-arraignment bail, criminal fines, mandatory surcharges, criminal victim assistance fees and violation fines for local town ordinances via credit card device; and BE IT FURTHER RESOLVED, that the Town Administrator is hereby authorized to sign said Agreement on behalf of the Town of Mamaroneck. NYS Department of Health - Training Recertification On motion of Councilman Winick, seconded by Councilwoman Wittner, the following was approved; WHEREAS, the Town of Mamaroneck Ambulance District currently participates in the Continuing Medical Education (CME) Recertification Program coordinated by the New York State Department of Health (NYS-DOH); and WHEREAS, the Ambulance District was formed to provide cooperative and uniform administrative oversight of the EMS and the two independent Ambulances within the Town, Larchmont VAC and Mamaroneck EMS; and WHEREAS, the Ambulance District includes the CME Program, as approved by the NYS-DOH; and WHEREAS, the Town of Mamaroneck Fire Department/District would like to arrange a similar collaboration for administration of the CME Program; and WHEREAS, the Town of Mamaroneck Board sits as the governing authority (Board of Fire Commissioners) for the Town of Mamaroneck Fire District . The Town Board also sits as the governing authority of the Ambulance District, NOW THEREFORE, BE IT RESOLVED, that the governing body being the same for all parties, this agreement will formalize the administration of the Fire Department’s CME Recertification Program by the Ambulance District; and BE IT FURTHER, RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town Supervisor to sign said agreement. Authorization – Easement Agreement – 40 East Brookside Drive Mr. Maker explained that the Superintendent of Highways requested the preparation of an easement agreement that would relocate the easement area for the sewer lines that pass under 40 E. Brookside Drive. Councilwoman Seligson asked if the homeowner paid for the cost of moving the pipe. Mr. Maker responded yes. On motion of Councilman Odierna, seconded by Councilman Winick, it was RESOLVED, that the Town Board finds that the easement agreement between Kenneth Scott Auker and Cynthia De Felice Auker, residing at 40 East Brookside Drive, Larchmont, NY 10538 and the Town of Mamaroneck is hereby declared to be a Type II action requiring no further action under the New York State Environmental Quality Review Act (SEQRA) 9 November 1, 2006 The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye On motion of Councilwoman Wittner, seconded by Councilman Odierna, it was RESOLVED, that the Mamaroneck Town Board does hereby approve the Easement Agreement between Kenneth Scott Auker and Cynthia De Felice Auker, residing at 40 East Brookside Drive, Larchmont, NY 10538 and the Town of Mamaroneck, and BE IT FURTHER RESOLVED, that the Mamaroneck Town Board does hereby Authorize the Town Administrator to execute said agreement and arrange to have it recorded in the office of the Westchester County Clerk. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye 4. Authorization – Construction Management – Highway Department Roof Mr. Altieri explained that he is recommending that Phase B of the Construction Administration Contract be paid to Calgi Construction. Phase B includes review of contractor’s schedules, bi-weekly job meetings, review of applications for payment and physical inspections of the construction work. Councilman Odierna asked why the management fee did not go down based on a lower construction cost. Mr. Altieri answered that the management services performed would not change based on construction cost. Their fee is not based on a percentage of construction cost. On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, the following was approved; WHEREAS, the 2006 capital improvement plan includes the replacement of the roof on the old portion of the Highway Garage at Maxwell Avenue, and WHEREAS, in August of 2006 the Town Board approved the construction administrative services contract with Calgi Construction Corporation and the payment of the Investigative and Pre-Construction Services (Phase A) in the amount of $20,000.00, and WHEREAS, the construction bids have been received and a contract awarded NOW THEREFORE, BE IT RESOLVED, that the Mamaroneck Town Board does hereby approve the payment to Calgi Construction Corporation for the Construction Administrative Services (Phase B) in the amount of $35,000.00, and BE IT FURTHER 10 November 1, 2006 RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town Administrator to sign Phase II of the administrative contract with Calgi Construction. Report of Bids – TA-06-08 – Hydraulic Snow Plow Attachments On motion of Councilman Odierna, seconded by Councilman Winick, it was RESOLVED, that the Mamaroneck Town Board does hereby award the contract for Capital project TA-06-08 for (2) new snow plow attachments to H.O. Penn Machinery, in the amount of $23,788.00 ($11,894.00 each). The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye 6. Set Public Hearing – Extension of Illuminated Sign Moratorium On motion of Councilman Odierna, seconded by Councilman Winick, it was RESOLVED, that the Town Board does hereby set the date for public hearing on Extension of Illuminated Sign Moratorium for November 15, 2006, and BE IT FURTHER, RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper, and that said notice be posted. Supervisor O'Keeffe responded saying we are not involved in anything regarding this to speak about at this time. Ms. Spiridon reported that the cost to repair the entrance pillars to Larchmont Gardens area would be between $1,300.00 and 1,400.00. Supervisor O'Keeffe asked that a representative from Larchmont Garden’s Civic Association meet with the Town Administrator to review cost and time frame for repairs. She added that this could be done similarly to the Rouken Glen pillars in which the residents supplied the material and the Town supplied the labor. Ms. Spridon asked for a report on the blasting on Eton Road, adding the truck has been there for months. The Board said they would follow up on this. Bob Meglio, representing Field s for Kids, addressed the board reading from the following written statement: Dear Town of Mamaroneck Officials, We are thrilled that you and the other municipalities are working together to solve our mutual field shortage and we understand that these things take time. However, we have been waiting 6 years, and the problem is more than a school district problem; it concerns all of the youth sports programs as well, which makes it bigger than what one new field will solve. So with that said, we would like to remind all that we see this issue as being one that will need constant attention by all of the municipalities until multiple solutions are found requiring a multi year phased approach. We will be sharing this outlook with the other municipalities as well. We recognize that there has been great cooperation between the three municipalities so far and that you, the Town of Mamaroneck has supported the Village of Larchmont to “go first” in applying for Legacy Grant funds for a NEW field at Flint Park. We will follow up with the Village of Larchmont to inquire about exactly what milestones are needed to be met in order for a successful implementation of the “Flint Plan” and make sure that whatever help is needed from us or the community is addressed. We also acknowledge that this plan calls for using a small amount of land that belongs to the Town and that you are complying with that request. For that and for the facilitating of this endeavor we thank you. But we also need to express that we hope and expect that your efforts will not end here. There are numerous other aspects for this “project” that we would like to call to your attention that we hope you will work on. We expect to be present at future Board meetings for as long as it will take to continue this dialog in an attempt to help work towards mutually beneficial solutions. A few of the thoughts we have that need attention are: (these can be addressed now or at a later meeting) 1.Can the ToM begin to “get in line” for the next Legacy grant for this area? The next, most logical plan would be to turf Hommocks. Has this been considered, and what are your thoughts about it? 2. In addition to the Flint new field plan, VoL is talking about breaking ground in Spring 2007 for their other big field/park renovation. This will take fields, currently used by both school and youth sports, out of commission for 12-18 14 November 1, 2006 months. During that time, VoL will need to rely on other locations to accommodate the various programs. Have you begun to consider how ToM might help? 3. The school athletic season started Aug 28; Hommocks opened for use on Sept. 18. The first High School home games were scheduled for Sept.12 at Hommocks. 7 games had to be moved to other fields because Hommocks was unavailable. In addition to those 7 games an additional 7 games scheduled for Wednesdays had to be moved. The preseason training is essential for our athletes to remain competitive and for safety purposes as well. They need to be in shape and ready to compete to prevent injury. Between the maintenance and weather, we seem to always have a problem at the start of our seasons. Perhaps the private soccer program that uses the fields at Hommocks late summer needs to find a new location. How can you restructure what is needed at the Hommocks in late ?.... August and early September to fix this problemespecially in light of the Flint fields being closed next August as mentioned. 4. Why is Memorial Park no longer available for the littlest kids to play kickball? That season runs from mid April for 9 weeks. We understand that you don’t want adults or teens ripping up that small park, but these smaller children should be able to play there. 5. Can you tell us what the outcome of your investigation of Saxon Woods was? Could that ever be a possibility? Finally, as you know, there is a joint meeting of all the municipalities, school boards and youth sports entities being planned. It will be important to establish both short and long term goals at this meeting. We hope and expect that you will participate and continue to show the cooperative spirit you have thus far brought to this community wide issue. Thank you for your past, present and future commitment to the residents of this community. We look forward to working with you and to see the results of all of our efforts in the near future. Sincerely, Larchmont - Mamaroneck Fields for Kids Supervisor O'Keeffe stated that regarding Saxon Woods, the County Parks Dept. said it was impossible to build fields. Supervisor O'Keeffe stated that, yes Hommocks could be turfed , adding private money could be used for lighting. Councilwoman Seligson wanted to emphasize to the residents that diligent work was done to investigate Saxon Woods and it was just not possible. Councilman Odierna stated that a full soccer field was 100 yards by 60 yards asking if a scaled down field could be used. Mr. Meglio stated that the Town Center field would be ideal for a practice field. It was noted that the Town could not attend the November 15 joint meeting and that it was being rescheduled. REPORT OF COUNCIL Councilman Winick stated that much budget work had taken place over the last few weeks with more over the next 6 weeks, adding that the calendar of meetings was on the web-site. Councilwoman Seligson congratulated the Sheldrake Environmental Center on receiving an honor from the Westchester County League of Conservation Voters. Councilwoman Wittner attended the Council of Governments meeting as well as the Coastal Zone and budget meetings. Councilman Odierna attended the Kayak Club. Their organization of 100 people are th looking to store kayaks in the Village of Mamaroneck. On November 24 he attended the th Recreation meeting. He attended the 230 Anniversary of the Battle of Heathcoat Hill, as well as the Ragamuffin parades of the Village of Larchmont and the Larchmont Garden’s Assoc. th The Town Clerk reminded everyone to cast their vote on November 7. 15 November 1, 2006 The Supervisor announced the next Town Board meeting would be held on November15, 2006.
