MINUTES OF THE REGULAR MEETING OF THE TOWN BOARD OF
THE TOWN OF MAMARONECK HELD ON AUGUST 9, 2006 AT 8:15

Work Session
Boards & Committees
There was a general discussion on openings and people who may be willing to volunteer on
Human Rights. They also discussed the process and procedures some of the boards should
follow.
Washington Square Parking Study
Councilwoman Wittner said she did not think a new parking study was necessary, its too
expensive and the configurations have not changed since 2000 when we last did one.
Supervisor O’Keeffe said we need to look what the changes will do to the area including finding
out what we need to do to demap New Jefferson Street.
The Board discussed this in depth.
Request for change of address – 21 & 23 Dillon Road
Councilwoman Wittner explained this location was a steep hill which used to be known as
Hanson Hill for the former property owner, which the residents have chained off. It has become
overgrown and unused. She does not see the need for the name to be changed. The original
name of Dillon Road was Premium River Road which was changed in 1931. The Town this year
put up a sign which points directly towards access to 21 and 23 Dillon Road, by proceeding
down Dillon Road. Another sign indicates entry to those properties via the right-of-way.
CALL TO ORDER
The regular meeting of the Town Board was called to order by Supervisor O’Keeffe at 8:35 PM.
She then pointed out the location of exits.
BOARD OF FIRE COMMISSIONERS
The meeting was called to order by Commissioner O’Keeffe and on motion of Commissioner
Winick, seconded by Commissioner Seligson, the Board of Fire Commissioners was
unanimously declared open.

AFFAIRS OF THE TOWN
1. Authorization – Design & Management Agreement - Highway Department Roof Project
On motion of Councilwoman Wittner, seconded by Councilman Winick, the following resolution
was adopted:
WHEREAS, a memo from the Highway Superintendent
regarding the cost to repair a partial portion of the Highway
Garage at Maxwell Avenue has a Summary of Probable Cost
as follows:
Construction/Roof Replacement Budget Range $145,000.00 to $ 167,000.00
Phase A) Pre-Construction & Investigative & $ 20,000.00
Construction Services
Phase B) construction Administrative Services $ 35,000.00
Total Summary of Probable Cost $200,000.00 to $ 222,000.00
NOW THEREFORE, BE IT
RESOLVED, that the Mamaroneck Town Board does hereby
approve the contract with Calgi Construction for the specified
amount of $20,000.00 for the Pre-Construction & Investigative
Services (Phase A) of the Construction Management Services
contract; and
BE IT FURTHER
Resolved, that the Mamaroneck Town Board does hereby
authorize the Town Administrator, Stephen V. Altieri, to
execute said contract with Calgi Construction for
Construction Management services with regards to the
Highway Garage at Maxwell Avenue roof replacement project.

year 2006.

The Increase and Improvement of the CALLING
Facilities of the Water District No. 1, in the PUBLIC
Town of Mamaroneck, Westchester County, HEARING
New York

WHEREAS, the Town Board of the Town of Mamaroneck, Westchester County, New York,
has caused to be prepared a map, plan and report, including an estimate of cost, pursuant to
Section 202-b of the Town Law, relating to the increase and improvement of the facilities of
the Water District No. 1, in the Town of Mamaroneck, Westchester County, New York,
being the Town's share of the cost of the construction of the Rye Lake Filter Plant (Project A-
1172A of the Westchester Joint Water Works), including original equipment, machinery,
apparatus, appurtenances and incidental improvements and expenses in connection therewith,
at a maximum estimated cost of $11,700,000; and
WHEREAS, all conditions precedent to the financing of the capital project hereinafter
described, including compliance with the provisions of the State Environmental Quality
Review Act ("SEQRA"), have been performed, it having been determined that this capital
project is a Type II Action as to which the SEQRA materials are available in the Office of the
Town Clerk where they may be inspected during normal business hours; and
WHEREAS, it is now desired to call a public hearing on the question of the increase and
improvement of the facilities of said Water District, in the matter described above, and to
hear all persons interested in the subject thereof, concerning the same, in accordance with the
provisions of Section 202-b of the Town Law; NOW THEREFORE, IT IS HEREBY
ORDERED, by the Town Board of the Town of Mamaroneck, Westchester County,
New York, as follows:
Section 1. A public hearing will be held at the Town Hall, in Mamaroneck , New York, in
said Town, on September 6, 2006, at 8:15 o'clock P.M., Prevailing Time, on the question of
the increase and improvement of the facilities of the Water District No. 1, in the Town of
Mamaroneck, Westchester County, New York, in the manner described in the preambles
hereof, and to hear all persons interested in the subject thereof, concerning the same, and to
take such action thereon as is required or authorized by law.
Section 2. The Town Clerk is hereby authorized and directed to cause a copy of the Notice
of Public Hearing hereinafter provided to be published once in the Journal News, the official
newspaper, and also to cause a copy thereof to be posted on the sign board of the Town, such
publication and posting to be made not less than ten, nor more than twenty, days before the
date designated for the hearing.

date for public hearing on the Extension of Moratorium –
Illuminated Signs on September 06, 2006; and
BE IT FURTHER,
RESOLVED, that the Town Clerk is hereby authorized to
publish the notice of said hearing in a newspaper
appointed as an official newspaper, and that said notice
be posted.

BE IT FURTHER,
RESOLVED, that the Town Clerk is hereby authorized to

appointed as an official newspaper, and that said notice
be posted.

11. SALARY AUTHORIZATION:

appointment of Chelsea Gisando & Zachary Maller to the
Summer Conservation Corps. for the months of July and
August at an hourly rate of $8.50 effective August 1, 2006.

Office at hourly rate of $10.00 effective August 5, 2006.

On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, it was

appointment of Angela Carbajal as a full time temporary clerk
position for the Town Court at an hourly rate of $12.00
effective August 23, 2006 through November 22, 2006.

SCHOOL CROSSING GUARDS

increase the per diem rate paid to the Town’s school crossing
guards from $67.00 a day to $69.00 a day effective September
1, 2006.

12. Reappointment – Coastal Zone Management Commission
On motion of Councilwoman Wittner, seconded by Councilman Odierna, it was
RESOLVED, Elizabeth Cooney is re-appointed to the position of
member of the Coastal Zone Management Commission; and
BE IT FURTHER,
RESOLVED, that the foregoing appointment shall be effective
immediately upon the appointee taking and subscribing the oath
mandated by section 25 of the New York Town Law and shall
expire on August 31, 2009; and
BE IT FURTHER,
RESOLVED, Elizabeth Cooney is appointed to the position of
Chairperson to the Coastal Zone Management Commission; and
BE IT FURTHER,
RESOLVED, that the foregoing appointment shall be effective
immediately upon the appointee taking and subscribing the oath
mandated by section 25 of the New York Town Law and shall

APPROVAL OF MINUTES May 17, 2006 & June 7, 2006
On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, the
following minutes were unanimously approved:
RESOLVED, that the Town Board does hereby approve the
Board minutes from May 17, 2006 as amended.

SUPERVISOR REPORTS
The Supervisor commended a list of people who work in the Highway and Police Departments
for the great job they did during the rain storm that recently passed through our area. She
reported that earlier today the Town held a ceremony in honor of Lillian Robustelli, a former
Confidential Secretary to the Supervisor, who died 18 months ago. The Town installed a
bench in her honor. She thanked Councilwoman Wittner for picking the bench.
REPORTS OF THE COUNCIL
Councilman Odierna said he attended a recreation meeting where they heard the results of the
camps, which were terrific, the children had a good time. He said passes were sent out to pool
permit holders to compensate them for the closure.
Abby Katz said the Town should have put in a diaper changing station in the locker rooms, and
full length mirrors as well as hooks – the curtains on the stalls are missing.
Councilwoman Wittner said she attended Coastal Zone Management on July 25.
Councilman Winick said they had discussed the parking deck and he just wanted to emphasize
that this is not a solution for all their problems at 14 No. Chatsworth. He said Verizon offers
FIOS service and offers everything but cable service, he had met with them and was
encouraged by what they said. The costs should drop because of the competition. There are
dozens of technical issues.
Councilwoman Seligson attended Zoning, BAR and Planning Board meetings. She also met
with two women who are interested in creating bicycle paths in the Town, which she was going
to look into because it would help decrease traffic, speeding and pollution.
