BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilman Ernest C. Odierna Councilwoman Nancy Seligson Councilman Paul A. Winick ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney Cindy Atiencia, Deputy Town Clerk WORK SESSION Financial Report – first quarter There was a discussion on the report – someone noted that the Chief of Police should be commended for reducing overtime. Water Filtration Plant Mr. Altieri explained that by July 25 all the construction contracts will be awarded by Westchester Joint Water Works. We will need a resolution by the Town Board to move forward with the funding. The plant will cost 60 million, our share is about 11 million, Aquarian Water will pay 15% of the plant over 20 years. He suggested borrowing 3.6 million in September. He said it may be better to spread out the borrowing. Mr. Brucciani said you could put it on the tax bill which would make it deductible. They then discussed alternate ways of paying for the plant. Interview for Volunteer Position The Board interviewed a potential volunteer. Dumpsters on Burton Road The Board had pictures of the dumpster enclosure on Burton Road which showed overflowing black garbage bags, furniture, and was generally a mess. Mr. Altieri recommended that the enclosure be relocated, enlarged and be screened. Councilman Winick suggested that summonses be continuously issued. Mr. Altieri said they do try to deal with the rubbish. Councilman Winick said they have to police the area and clear it up quickly. CALL TO ORDER The regular meeting of the Town Board was called to order by Supervisor O’Keeffe at 8:30 PM. She then pointed out the location of exits. PUBLIC HEARINGSSpecial Permit Application Forest City Daly – DISMISSED BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner O’Keeffe and on motion of Commissioner Winick, seconded by Commissioner Seligson, the Board of Fire Commissioners was unanimously declared open. AFFAIRS OF THE TOWN 1. Referral to Planning Board – Amended Special Permit Application Forest City Daly On motion of Councilwoman Wittner, seconded by Councilman Winick, it was RESOLVED, that the Town Board does hereby refer the Special Permit Application for Forest City Daly to the Planning Board. 2 July 5, 2006 The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye 2. Authorization Appraisal Services On motion of Councilman Odierna, seconded by Councilwoman Seligson, it was RESOLVED, that the Mamaroneck Town Board does hereby authorize the engagement of Valuation Plus, Inc. as trial appraiser in connection with the Suburban Carting tax certiorari proceedings. BE IT FURTHER, RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town Administrator, Steve V. Altieri, to execute said contract on behalf of the Town Board. Resolution – Alexander Gizzo Litigation WHEREAS, on March 16, 2005, at an Executive Session, the Town Board unanimously (a) decided that the Town commence litigation in the name of the Town against Alexander Gizzo to recover certain monies paid by the Town to or on behalf of Mr. Gizzo and (b) directed the Attorney for the Town to do so; and WHEREAS, no record of the Town Board’s decision made at the Executive Session was recorded in the minutes of the Town Board’s March 16, 2005 meeting. NOW THEREFORE, BE IT RESOLVED, that the Town Board hereby ratifies, confirms and restates that on March 16, 2005, the Town Board unanimously (a) decided that the Town commence litigation in the name of the Town against Alexander Gizzo to recover certain monies paid by the Town to or on behalf of Mr. Gizzo and (b) directed the Attorney for the Town to do so; and BE IT FURTHER RESOLVED, that to the extent required by law, the Town Board hereby, of March 16, 2005, resolves nunc pro tunc as that the Town commence litigation in the name of the Town against Alexander Gizzo to recover certain monies paid by the Town to or on behalf of Mr. Gizzo and hereby directs the Attorney for the Town to do so. 3 July 5, 2006 On the motion of, Councilman Odierna, seconded by Councilwoman Wittner, The above resolution was put to a roll call vote: Winick Abstain Seligson Aye Odierna Aye Wittner Aye O’Keeffe Aye 4. Set Public Hearing – WJWW Water - Rye Filtration On motion of Councilwoman Seligson, seconded by Councilwoman Wittner, it was RESOLVED, that the Town Board does hereby set the date for public hearing for the Westchester Joint Water Work – Rye Filtration on for July 13, 2006; and BE IT FURTHER, RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper, and that said notice be posted. Change of Meeting Date – August 2006 On motion of Councilwoman Seligson, seconded by Councilwoman Wittner, it was RESOLVED, that the Town Board does hereby change the regular scheduled meeting from Wednesday, August 16, 2006 to Wednesday August 2, 2006 at 8:15 PM in the Town Court Room The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye 7 July 5, 2006 APPROVAL OF MINUTES April 19, 2006 & May 3, 2006 On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, the following were unanimously approved: RESOLVED, that the Town Board does hereby approve the Board minutes from April 19, 2006 as amended. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye REPORTS OF THE COUNCIL Councilman Odierna said that he went on a trip with his family to Bermuda, adding that he liked the traffic flow as well as their garbage pick ups. He said that once he returned from his trip he noticed the up keep of the Weaver Street and Palmer Avenue Park, it looks great. Supervisor O’Keefe said that the park was designed by the Women’s Garden Club and the Holly Tree was a gift. Councilman Winick said that he went to the Traffic Committee meeting, noting that the biggest request in the Town are for stop signs. He continued saying that the way the system works is a resident requests a stop sign from the Traffic Committee, it then comes to the Town Board to consider. We notify people of the proposed change by putting up a temporary sign. Councilman Odierna added that there was a temporary sign that was put up on Cooper Lane which worked out well. Supervisor O’Keeffe received a green and white notification in the mail from the Zoning Board notifying residents about work being done in her area, but it did not state What, Where, and How. The Notification only stated that if you want to view the plans you would have to go to the Town Building Department. It was poorly done, it should have had a better explanation. th Councilwoman Wittner said that she went to the 10 Anniversary of the Hommocks Park Apartments. They had a great cookout, pleased with the turnout despite the rain. Supervisor O’Keefe gave special thanks to Paul Winick who was Chairman of the Public Housing Authority before he became a Councilman. She also sent special thanks to Dolores Battalia, Caroline Silverstone Elaine Price, and remembered Lillian Robustelli for their roles in the development of the apartments. 8 July 5, 2006 Councilwoman Wittner continued by saying there are still tenants from the grand opening ten years ago. The tenants are so happy with the Hommocks Apartments. She reported that on the same day she attended the opening of the renovated Hommocks Pool as well as the cookout with the Larchmont Seniors at the Larchmont Village Center. The Coastal Zone Management meeting she attended reviewed a few interesting applications. Councilwoman Seligson said that she also attended all the events that all the other members had gone to. The Hommocks Park is a lovely neighborhood. She also went to the Zoning Board meeting where the main issue is air conditioners , both wall units or compressed air units. It’s important that residents follow the Zoning Laws before installing. SUPERVISOR REPORTS Supervisor O’Keefe received an invitation from the City of New Rochelle’s New Skate Park th located on 5 Avenue & Potter Street. She was excited to say that many of the users are Town residents. ADJOURNMENT Supervisor O’Keeffe said that the Town Board adjournment was in memory of Josh Silverstone who passed away a few days ago in his home in Omaha, Nebraska, He was the son of former Supervisor Caroline Silverstone and husband David.
