HomeMy WebLinkAbout2006_03_24 Town Board Minutes MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON MARCH 24, 2006 AT 10:35 AM IN CONFERENCE ROOM A OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilman Ernest C. Odierna ABSENT: Councilwoman Nancy Seligson Councilman Paul A. Winick ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator CALL TO ORDER The special meeting of the Town Board was called to order by Supervisor O’Keeffe at 10:35 AM. Councilwoman Wittner said that the purpose of the meeting was to go forward with the water quality grant at Sheldrake. It is possible to phase it in. The project budget is $250,000 - $125,000 from a State grant and $125,000 from the Town, 90% of which will be in labor costs. Councilwoman said a consultant helps (ed) with the numbers. Mr. Altieri said it was important to emphasize the environmental quality aspect first and beautification as a by product. After further discussion, on motion of Councilwoman Wittner, seconded by Councilman Odierna, the following resolution was adopted: RESOLUTION ENVIRONMENTAL PROTECTION FUND ARTICLE 17-14 ENVIRONMENTAL CONSERVATION LAW NONAGRICULTURAL NONPOINT SOURCE PROJECTS Resolution authorizing the items listed below pursuant to the Environmental Protection Fund (EPF) funding. WHEREAS, The Town of Mamaroneck, herein called the “Municipality,” after thorough consideration of the various aspects of the problem and study of available data, has hereby determined that certain work, as described in its application and attachments, herein called the “Project,” is desirable, is in the public interest, and is required in order to implement the Project; and WHEREAS, ECL Article 17-14 authorizes State assistance to municipalities by means of a contract and the Municipality deems it to be in the public interest and benefit under this law to enter into a contract therewith; NOW THEREFORE, BE IT RESOLVED, by the Town Board of the Town of Mamaroneck, that Stephen V. Altieri, Town Administrator, is the representative authorized to act on behalf of the Municipality’s governing body in all matters related to State assistance under ECL Article 17-14. The representative is also authorized to make application, execute the March 24, 2006 State Assistance Contract, submit Project documentation, and otherwise act for the Municipality’s governing body in all matters related to the Project and to State assistance; and BE IT FURTHER, RESOLVED, that the Municipality agrees that it will fund its portion of the cost of the Project and that funds will be available to initiate the Project’s field work within twelve (12) months of written approval of its application by the Department of Environmental Conservation; and BE IT FURTHER, RESOLVED, that one (1) certified copy of this Resolution be prepared and sent to the Albany office of the New York State Department of Environmental Conservation together with the Application for State Assistance Payments; and BE IT FURTHER, RESOLVED, that this Resolution takes effect immediately. The above resolution was put to a roll call vote: Winick - Absent Seligson - Absent Odierna - Aye Wittner - Aye O’Keeffe - Aye ADJOURNMENT There being no further business to come before the Town Board the meeting was adjourned at 10:50 AM.
