At 7:15 PM the Town Board will then convene into Executive Session to discuss Personnel & Certiorari. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O’Keeffe Councilwoman Phyllis Wittner Councilman Ernest C. Odierna Councilwoman Nancy Seligson Councilman Paul A. Winick ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney Christina Battalia WORK SESSION Jill Fisher, Superintendent of Recreation was here to discuss the Hommocks Pool. The Town Administrator said both he and Ms. Fisher had attended all the meetings held regarding the pool. The construction is behind schedule because the trench was deeper than expected. They have put on more crews and are projecting the pool to be completed by Memorial Day, with a projected opening of June 24, 2006. Ms. Fisher showed them a model of the lockers and explained they have a 15 year warranty, are all plastic except for the hinge and they are ordering 284 for the men’s locker room and 232 for the women’s. There then ensued a rather lengthy discussion on the size, shape, and color of the lockers. Mr. Altieri broke down the costs: $100,000 for the lockers, $62,000 for walls, and $43,000 for the floors. Paul Feiner Letter Re: Condo Assessments The Supervisor read the letter and the board after discussion decided to write back and tell him they disagree. On motion of Councilwoman Wittner, seconded by Councilman Winick, the Board unanimously adjourned and went into a Executive Session to discuss personnel. They reconvened ten minutes later. Discharge Compliance Law The board discussed when this would apply to sales vs. inheriting of property and decided to it should be implemented upon sale of property. Amendment to Zoning Code Mr. Maker explained there is section of the code which needs to be repealed, in order to do so a referral must be made to the Planning Board. Water Quality Improvement Grant Councilwoman Wittner explained this grant would use a different methodology to refurbish the brook through the use of plants, and we would hire a consultant to help. The shoulder was supposed to be a no mow zone. 2 February 15, 2006 Day Laborers Supervisor O’Keeffe said there was meeting held at the synagogue where they had a good discussion. They talked about sites and why they should not be on public property. There will be another meeting of the clergy at St Thomas’ on March 10. CALL TO ORDER The regular meeting of the Town Board was called to order by Supervisor O’Keeffe at 8:25 PM. She then pointed out the location of exits. PRESENTATION – Human Rights Commission – Held Over BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner O’Keeffe and on motion of Councilman Odierna, seconded by Councilwoman Wittner, the Board of Fire Commissioners was unanimously declared open. Referral to Town Planning Board -- Amendment to Zoning Code RESOLVED, that the Town Board does hereby set the date for public hearing to Refer to the Town Planning Board — Amendment to the Zoning Code on March 1, 2006 and BE IT FURTHER, RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper, and that said notice be posted. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye 2. Set Public Hearing - Amendment to Discharge Compliance Certificate Law On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, it was RESOLVED, that the Town Board does hereby set the date for public hearing on request for an Amendment to the Discharge Compliance Certificate Law for March 1, 2006; and BE IT FURTHER, RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper, and that said notice is posted. Authorization - Extension of License Agreement - Monroe School On motion of Councilman Odierna, seconded by Councilwoman Wittner, it was RESOLVED, that the Town Board does hereby approve the Extension of License Agreement for One year between the Town of Mamaroneck and Michael Orchanian and Karen Orchanian, allowing them to reside, for a fee, at 685 Weaver Street, in the Town of Mamaroneck, for a period ending May 31, 2007; and BE IT FURTHER, RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on behalf of the Town. Resolution - Selection of New Voting Machines by County Board of Legislators On motion of Councilman Winick, seconded by Councilwoman Wittner, the following was adopted: WHEREAS, the Westchester County Board of Legislators and Westchester Board of Elections will be responsible in Westchester County for deciding upon the new type of election machine to be used for elections in Westchester County; and WHEREAS, the decision has far reaching implications upon the taxpayers and voters of Westchester County in terms of financial impacts and impacts on the conduct of elections; NOW THEREFORE, BE IT, RESOLVED, that the Supervisor and members of the Town Board of the Town of Mamaroneck call upon the Westchester County Board of Legislators and the Westchester County Board of Elections to hold public hearings throughout the County to present information and receive comments regarding the selection of voting machines to be purchased to comply with the requirements of the Federal Handicapped Accessibility Voting Act The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye 5 February 15, 2006 5. Salary Authorization - Recreation RESOLVED, that as provided for in the 2006 Town Budget the Town Board does hereby authorize the payment of salary to the following: Jenny Cocker, Skating Instructor, Hommocks Park Ice Rink, $16/class, effective 12/12106. Patrick Romano, Substitute Supervisor, Men’s Basketball, $55/session, effective retroactive to 2/6/06. Heike Rauls, Substitute Instructor, Women’s Fitness, $35/session, effective retroactive to 2/1/06. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O’Keeffe - Aye PROCLAMATION - Birthday - Helen Herz PROCLAMATION HELEN HERZ WHEREAS: Helen Herz, was born in the Panama Canal Zone on February 14, 1906; and th WHEREAS: is celebrating her 100 birthday on Valentine’s Day, February 14, 2006; and WHEREAS: Helen moved from Brooklyn to our community over 20 years ago, worked at a bank, and became a resident of the suburbs; and WHEREAS: Helen has been an active member of the Larchmont Senior Center for 2 decades, and is an avid bridge player; and WHEREAS: Helen’s friends at the Town of Mamaroneck join with pleasure in th celebrating her 100 birthday and extending best wishes upon becoming a Centenarian. 7 February 15, 2006 NOW, THEREFORE, BE IT RESOL VED, that I, Valerie Moore O’Keeffe, Supervisor of the Town of Mamaroneck, and the Town Board members hereby extend to her best wishes for th a happy and healthy 100 birthday and congratulate her on becoming a th CENTENARIAN BY CELEBRATING HER 100 BIRTHDAY IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Town of Mamaroneck to be affixed this 10th day of February WRITTEN COMMUNICATIONS Supervisor O’Keeffe read a letter from Town resident Howard McMichael as follows: During early Sunday evenings’ snow removal on South Drive one of your finest really helped my neighbor and I as we struggled to clear our driveways. Normally snow plows just plow you back in as they pass leaving you with another hour of shoveling. He was careful to not fill us back in and even spent a minute or two saving us an hour or two of digging. The picture attached is of “One of your Good Guys’ that are truly appreciated. Please thank him. He should be town employee of the month. Howie McMichael, 14 South Drive. SUPERVISOR REPORT Supervisor O’Keeffe stated she met with Village of Larchmont Mayor Ken Bialo, as well as members of the clergy, regarding the issues surrounding the day labor site in the Village of Mamaroneck, adding the meeting was very productive. REPORTS OF THE COUNCIL Councilman Odierna said he went to the Westchester Officials meeting regarding emergency preparedness adding he has suggested integrating the schools to the issue. He is holding computer sessions at the Senior Center, next one being on February 24th at 1:00PM. Everyone is welcome and the topic is the internet. Two more are planned for March. At the Recreation meeting he attended there was discussion of the Hommocks pool status and the upcoming summer brochure. He also stated that the Recreation web- site was almost up and running. Councilwoman Wittner attended a meeting to discuss the Library budget, a Public Hearing for Forest City Residential Mamaroneck, as well as a meeting to discuss the day laborers. Councilwoman Seligson attended an FAA meeting at Murray Ave School in which 100-150 people were in attendance. The discussion was the redesign of airspace over New York, New Jersey and Pennsylvania: the goal being to reduce delays at LaGuardia. She questioned the findings and encouraged residents and elected officials to speak up and to look at this very closely. The period for public comment will be through June 6, 2006. Councilwoman Seligson attended a Greenway meeting adding that the brochure was coming along, as well as County funding. She attended the special hearing for Forest City Residential Mamaroneck adding the public hearing is still open and will be discussed again. Councilman Winick reported on the subject of the FAA proposals, the Quiet Skies Committee of WRAIN has proposed some small and technically feasible changes that could be made to the existing traffic pattern that could considerably reduce the traffic, 8 February 15, 2006 adding that the FAA’s proposals for reducing the spacing between planes has added safety risks. ADJOURNMENT The Supervisor announced the next Town Board meeting would be held on March 1, 2006.
