HomeMy WebLinkAbout2005_07_06 Town Board Minutes MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON JULY 6, 2005 AT 8:15 PM IN CONFERENCE ROOM A OF THE TOWN, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilman Ernest C. Odierna Councilwoman Nancy Seligson Councilman Paul A. Winick ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Town Attorney was at the meeting from approximately 7:00 to 8:00 PM. CALL TO ORDER The special meeting of the Town Board was called to order in Conference Room A. Supervisor O'Keeffe introduced Leonard Martin who suggested the Town prepare a law in regard to bird, pigeon and squirrel feeding. He said there is one person in his neighborhood on Richbell Road who comes daily with large bags of feed, which is causing a nuisance. The Board discussed whether they really should or if they had the authority to ban bird feeding. It was the consensus of the board that since this was happening on private property Mr. Leonard should address the problem to the co-op board. East Valley Stream Bridge The Supervisor explained there had been a complaint regarding the condition of this bridge from residents. After researching the matter there is no documentation that shows this bridge belongs to the Town. The residents have said it is our and everyone uses it for public purposes including garbage trucks and the like and therefore it should be repaired by the Town. Mr. Maker said he received letter from First American Title Insurance saying it belongs to the town because its been designated as a critical environmental area which is ridiculous and a faulty argument. Supervisor O'Keeffe one of the residents, Mr. Marsh said since the Town does use it why don't we pay for it together with the residents. We still have to find out what is wrong with the bridge, what it will cost to fix and whether the Town accepts ownership. Councilwoman Wittner said the Pryor Manor Bridge is used by the public but the Town doesn't pay for it. Mr. Aliteri said there is no other circumstance like this in the Town. Update — Gardens Lake Project Mr. Altieri said the County will be doing the restoration at Garden's Lake. They are proposing stream bank plantings, removal of material from Lake to improve the plantings and to take 3000 yards of materials to allow for the creation of benches or shelving. The planting will help to filter the water. We still have to figure out what to do with the remaining 8000 sq ft of dredging material. If the Board likes the plan a representative from the County will come to the July 13 meeting to do a presentation. Supervisor O'Keeffe said she would like to see a breakdown of costs. And it was decided that the Administrator should notify residents around the Lake about the project and it should also be put on the Web. Review Draft Agreement— Hommocks Pool Financing Mr. Altieri gave a breakdown of the costs and said the Town Bond Counsel had drafted a preliminary agreement. It was decided to put it on the agenda for July 13. Town Center Caretaker On motion of Councilman Winick, seconded by Councilman Odierna, it was RESOLVED, that the Town Board does hereby authorize the appointment of Kevin Balfe as a caretaker for the Town Center at an annual salary of$34,165 effective June 30, 2005. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O'Keeffe - Aye Temporary Crossing Guard — Monroe Camp On motion of Councilman Winick, seconded by Councilwoman Wittner, it was RESOLVED, that the Town Board does hereby authorize the appointment of James Cullen as a temporary crossing guard at Monroe Day Camp from July 5, to August 12, 2005 at the rate of$67 per day. The above resolution was put to a roll call vote: Winick - Aye Seligson - Aye Odierna - Aye Wittner - Aye O'Keeffe - Aye ADJOURNMENT On motion duly made and seconded the Board unanimously adjourned into an Executive Session.
