MINUTES OF THE REGULAR MEETING OF THE TOWN
BOARD OF THE TOWN OF MAMARONECK HELD ON JUNE
15, 2005 AT 8:15 PM IN THE COURT ROOM OF THE TOWN,
740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK

WORK SESSION
Cablevision
Mr. Altieri explained there is a disagreement between Cablevision and Verizon on
whether or not Verizon will be required to get a franchise agreement before they begin
construction on their infrastructure. The FCC said they may receive permission from
the Public Service Commision to go ahead but Cablevision thinks that puts them at a
disadvantage.
Councilman Winick said the Board of Control met and the attorney came up from
Washington who explained this is much more of a problem then we can imagine. If
Verizon does not get what they want it could be self defeating —they have a right to
string this stuff. There will be an informational meeting next Wednesday about the life
of LMC/TV, we may have to fund all or part of it.
Special Permit Procedure — Forest City Daly
The Administrator said he will have Ron Carpaneto look through the files to find
examples of special permit texts. Mr. Maker said first they will file for a special permit
and then it will get referred to the Planning Board.
Notification Law
There was a discussion on the wording in the law which says adjoining or adjacent
property rather than radius in the old law. CALL TO ORDER

The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at 8:25
PM. She then pointed out the location of exits.
PUBLIC HEARINGS — Proposed Stop Signs West Garden Road and Clover Road
The following notices of public hearing were entered into the record:
PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the
Town of Mamaroneck on June 15, 2005 at 8:15 PM or as soon thereafter as is
possible in the Court Room of the Town Center, 740 W. Boston Post Road,
Mamaroneck, New York to consider the adoption of a local law entitled "Stop Signs at

the point where Mardon Road terminates at West Garden Road" Law
Purpose
The purpose of this Local Law is to regulate traffic where Mardon Road Terminates
at Clover Road.
The full text of this Local law may be examined and copies obtained at the Town
Clerk's office during regular hours (Monday through Friday, 8:30 AM to 4:30 PM, or
until 4:00 PM during June, July and August) at740 W. Boston Post Road
Mamaroneck, New York
PLEASE TAKE FURTHER NOTICE that at the Public Hearing all persons interested
will be given an opportunity to be heard and that all persons are invited to submit
written comments at or prior thereto.
PUBLIC HEARING — Stop Signs West Garden and Mardon Road
PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the
Town of Mamaroneck on June 15, 2005 at 8:15 PM or as soon thereafter as is
possible in the Court Room of the Town Center, 740 W. Boston Post Road,
Mamaroneck, New York to consider the adoption of a local law entitled "Stop Signs
at the point where Mardon Road terminates at West Garden Road" Law
Purpose
The purpose of this Local Law is to regulate traffic where Mardon Road Terminates
at West Garden Road
Supervisor O'Keeffe said she is very familiar with the road where it intersects with Mardon,
you can't see and it's a problem.
Councilman Winick said he drives this road everyday and suggested before the Board
considers the stop sign he would like to see if the sight line with the hedges is being
enforced.
Councilman Odierna said trimming hedges won't do it and wanted to know how to
selectively enforce the law and if it will change the character of the block.
Councilwoman Wittner asked why the people who requested this law were not here and
thought it was a good idea to have the Building Inspector look at the corner and the
hedges.
Councilwoman Seligson said it was difficult to understand the rationale in using stop signs
to control speed.
Councilman Odierna suggested adjourning to the July 13 meeting and putting up a sign
notifying people of the date and time.
Then on motion of Councilman Winick, seconded by Councilwoman Wittner, these public
hearings were unanimously adjourned to the meeting of July 13, 2005.
PUBLIC HEARING — Stop signs Locust Ridge and Glen Eagles Road
The following notice of public hearing was entered into the record:
PLEASE TAKE NOTICE, that a Public Hearing will be held by the Town Board of the
Town of Mamaroneck on June 15, 2005 at 8:15 PM or as soon thereafter as is
possible in the Court Room of the Town Center, 740 W. Boston Post Road,
Mamaroneck, New York to consider the adoption of a local law entitled "Stop Signs
at the point where Locust Ridge Road terminates at Glen Eagles Drive" Law

Purpose
The purpose of this local law is to regulate traffic where Locust Ridge Road
terminates at Glen Eagles Drive.
The full text of this Local law may be examined and copies obtained at the Town
Clerk's office during regular hours (Monday through Friday, 8:30 AM to 4:30 PM, or
until 4:00 PM during June, July and August) at 740 W. Boston Post Road
Mamaroneck, New York.
On motion of Councilman Odierna, seconded by Councilman Winick, the hearing was
unanimously opened.
Councilman Winick said the concern was caused by people entering the street from
Locust and that speeding is the issue, but a stop sign won't work if people are
speeding on Glen Eagles.
Councilwoman Seligson said maybe the Town is evolving into a place where we
need this.
Councilman Winick said he had read the Traffic Committee minutes concerning
requests for stop signs and it seems to him that the Traffic Committee has to
generate more of a report regarding their rationale for these recommendations,
especially since this stop sign would not help slow down traffic on Glen Eagles.
Councilwoman Seligson agreed there needs to be a more thorough findings
statement from the Traffic Committee as the Board needs to know more to make
these decisions.
On motion of Councilman Winick, seconded by Councilwoman Wittner, the Board
unanimously adjourned this matter to the meeting of July 13, 2005.
ADJOURNED PUBLIC HEARING — Inclusion of the Coastal Zone Management
Commission within Chapter 5 of the Code of the Town of Mamaroneck.
This Public Hearing was tabled.

On motion of Councilman Odierna, seconded by Councilwoman Wittner, it was
RESOLVED, that the Town Board does authorize the
appointment of Edward Strippoli to the position of Summer
worker for the Highway Dept. at an hourly rate of$10.00 an hour
for the period of June 27, 2005 through August 19, 2005.

ORAL COMMUNICATIONS
George Roniger said the leaf blowers are still very active.
The Supervisor suggested he call the police and report them, the police have to see
them in use in order to issue a summons.
SUPERVISOR REPORTS
Supervisor O'Keeffe said she had just come from the ceremony at Hommocks lauding
Sherry King on her departure. Penny Auberg spoke as did Judy Myers. Mark Levy,
head of the Community Counseling Center had a really great tribute which was read.
REPORTS OF THE COUNCIL
Councilman Odierna attended the Recreation meeting last night and said next Saturday
the pool opens, the summer concerts begin Monday, July 122, and the outdoor movie,
Shark Tales is July 29. He showed a flyer describing the recreation equipment
available at Memorial Park and said the bathrooms are open as long as the attendant is
on duty.
Councilwoman Seligson said the Planning Board had met last week. Two weeks ago
Councilwoman Wittner was honored by the Audubon Society for her great
environmental work. Tomorrow night is volunteer recognition night which includes the
department heads.
Councilwoman Wittner said she went to Harbor Fest on Sunday which was very well
attended — it was a good event.
Councilman Winick also was at Harbor Fest— it draws many people from the Town and
outside too. He said Cable TV is currently renegotiating the franchise agreement and he
would be attending the Traffic Committee meeting on June 28.

On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, the Board
unanimously adjourned at 10:15 PM.
