HomeMy WebLinkAbout2005_03_11 Town Board Minutes MINUTES OF A SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON MARCH 11, 2005 AT 8:30 A M IN THE COURT ROOM OF THE TOWN, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilman Ernest C. Odierna Councilwoman Nancy Seligson Inflow and Infiltration Enforcement— Old White Plains Road Section The County completed a study of the Town's sewer system in the vicinity north east of Old White Plains Road and found an excessive flow of storm water into the pump station in Saxon Woods Park. The Highway Department is formulating a plan to address the system's defects. Where specific problems with leaky joints are found letters will be sent to residents and they will be given time to correct the problem. There will be some cost associated for sewer repair and updating. Town and County officials will meet at the end of March to review the remediation plan. The projected date for completing remediation is end of summer 2005. Waverly Avenue Bridge Repairs The Town will proceed this year with repairs to the Waverly Avenue Bridge. $55,000 is in the capital projects plan for this item based on an estimate obtained in 2002. The job will be put out for bid shortly and if the cost remains in the vicinity of$55,000 the recommendation would be to finance the project with surplus. Westchester County Sludge Line Project The Town has been notified that the sludge line pumping from the Mamaroneck water treatment plant to the New Rochelle facility needs rehabilitation. The problem is that the County will not begin the rehab of this line before 2006, after the Town's streetscape project on the Boston Post Road is complete. The projects cover some of the same territory on the Boston Post Road. The recommendation is to move ahead with the Town's streetscape project and request that the County provide funds to the Town to rehab the sidewalk sections disturbed by the sludge line project. Cabot Road Drainage Study Dolph Rothfeld has completed a design to alleviate flooding of four homes on Cabot Road and two on Laurel Avenue. The trench will be re-designed and a flume created to make water running from under the Thruway move more quickly through the system and out into East Creek. Dolph has been authorized to proceed with a final design plan which will then be discussed with the Village of Larchmont. Sheldrake River/Gardens Lake Improvement Project The dredging of Gardens Lake, bank stabilizing in Bonnie Briar, and restoration of Dickerman's and Carpenter Ponds are scheduled to begin in Fall 2005. Pryer Manor Marsh Project Bids will open March 23, 2005 for the final phase of the project which is the planting of the Marsh. Pryer Manor residents will be given an update on what plants are going to be planted and when. Notification Law Implementation A sample sign was presented to the Board. A page of instructions will be handed to applicants and they will be responsible for having signs made. Directions for updating will be included in these instructions. A new sample sign incorporating suggestions made by the Board, will be produced. March 11, 2005 Hommocks Conservation Area Project The requisite environmental review has been completed and the Town can now access the $67,000 I-JJJD grant to construct a catwalk, kiosk, and a five car parking lot. A fully itemized budget including costs for removal of invasive vines will be submitted and construction will begin in November 2005. Open Space Inventory! Conservation Area Encroachments A draft of a letter to residents who are encroaching upon the Town's dedicated conservation land was distributed. The Board recommended that the letter be customized to reflect the nature of each encroachment and asked that the Building Department determine if permits were issued for the structures that were built on the open space in the past. The letter will be re-drafted by environmental coordinator. Colonial Greenway Loop The County has completed a map of the loop. Two small areas remain which require permission from residents for easements across their property. The Town is obtaining sample designs of trail kiosks and trail blazes. Requests for Proposals will go out in two to three weeks. The Board requested a rendering of the whole pool complex. Employee/Volunteer Recognition Program The Board examined samples of recognition gifts for years of staff service and retirees and asked Steve and Mary to choose appropriate items and select a date for an employee recognition ceremony. Office Disaster Plan The Board was updated on a project to gather information to draft an office disaster plan based on a scenario of having to operate offsite for an initial two-week period. Myrtle Boulevard Kiosk— Bring back to subsequent work session Update Myrtle Boulevard Intersection Project Approved project will be sent out to bid in the late spring and construction will start in the summer of 2005. Local Signal Timing Study The purpose of the study is to improve air quality. County study will document timing at all traffic signals. Three intersections in the Town are involved. Lt. Creazzo will be the lead contact. Traffic count will begin in May, statistical work will be done in September and a final report will be released in March 2006. 2 March 11, 2005 Grant Application — Storm Drain Retrofit Sale of Surplus Land — Post Road The Town is willing to sell a strip off the Boston Post Road which has interested a resident. It can be put out for bids for sale. Long Island Sound Citizens Committee — FERC — Broadwater Gas Facility Councilwoman Seligson requested that the Town Board adopt the sample resolutio designating her as the municipal representative from the Town. Representative to Summit Task Force The Town will not be sending a representative. Vehicle Idling Law Will be reviewed at March 30, 2005 work session FAR Law— Town Board Discussion to Revise the Law Complaints have been received that the legislation is not strict enough. It will be taken up again at the March 30 work session. Tree Permit Law— Question of Makeup of Tree Commission The Town Board would prefer to keep residents on the Tree Commission. There is the question of whether there are qualified residents to serve on the commission, however. An alternative is to appeal to residents via television, website and newsletter to solicit members. Cove Program at Highway Garage No decision has yet been made. The Supervisor will call Judy Myers to discuss a response to Youth Council appeal. Patriot Act Councilman Odierna will go back to the Human Rights Commission and request the promised draft of a resolution re: the Patriot Act. Respectfully submitted, Patricia A.
