Altieri Town Attorney William Maker, Jr. Assistant to Town Administrator Mary Stanton ABSENT: Councilman Ernest Odierna CALL TO ORDER The special meeting of the Town Board was called to order by Supervisor O'Keeffe at 6:00 PM. The Town Supervisor stated that the purpose of the meeting was to review our land use procedures, particularly as they relate to the new design requirements legislation adopted about six months ago. Those attending the meeting discussed a variety of alternatives intended to streamline the land use approval process for both the applicant and the various boards and commissions. Another issue addressed by the attendees was the question of how best to avoid the Board's duplicating the review effort by addressing application features to be considered by the individual boards. The general feeling is that the Planning Board in both site plans and subdivision approvals should focus on the more mechanical features of an application including utilities, parking, traffic, and siting of the building. The Board of Architectural Review's focus is on the aesthetic component of the application including signage, fagade, landscaping and other architectural features. The review boards would also like to be more informed on staff review of applications. One idea is to prepare an initial report to the boards stating opinions of the various staff regarding an application. The approval process should coincide with the normal design development of an application. Therefore, it was suggested that an initial application to the Planning Board include all of the "mechanical features" but that the actual building submission be more conceptual indicating the dimensions and location. Upon submission completion of review on the mechanical features, the application would be referred to the BAR for architectural review. If a zoning variance is necessary, the Planning Board would refer the matter to the Zoning Board. Another concept discussed was having the Planning Board no longer hold a "consideration" meeting for an application. The alternative would be to have the Planning Board follow its public hearing notification procedure for the first meeting at which an application is considered. A public hearing would be opened at this first meeting and adjourned as many times as necessary to complete October 13, 2004 consideration of an application. Before this can be implemented, the Town Attorney and Planning Board counsel will review the applicable statutes. As a result of the discussions, the Town Administrator and Town Attorney will draft a proposed procedure for review by the various boards.
