HomeMy WebLinkAbout2004_07_07 Town Board Minutes MINUTES OF THE WORK SESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON JULY 7, 2004 AT 5:00 PM IN THE COURT ROOM OF THE TOWN, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilman Ernest C. Odierna Councilwoman Nancy Seligson ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER The Work Session was called to order at 5:00 p.m. by Supervisor O'Keeffe. 1. Section 8 Program Update Anna Danoy, Direction of the Section 8 Program, appeared before the Board to provide an update on proposed changes to the Federal Regulations to the Section 8 Housing Program. The discussion involved the impact of these changes upon the financing of the department and the Community Service activities that also occur in the Section 8 office. Further information will be prepared for review by the Town Board during preparation of the 2005 Town Budget. 2. Proposed Water Rate Increase The Town Board reviewed with the Town Administrator a proposal to increase the current water rates for residents of the unincorporated area of the Town. Water rates in the unincorporated Town have not increased since 1997. The Westchester Joint Water Works prepared information indicating that a 10% increase in water rates would increase revenue in the water district by approximately $115,000.00. The consensus of the Board was that a 10% increase would be appropriate. The Town Administrator was directed to provide, at the August 2nd Town Board Meeting, further information that would illustrate the impact on a typical resident's water bill if a 10% increase was enacted. 3. Police Kiosk The Town Board reviewed the proposal to reconstruct the Police Kiosk at the corner of Myrtle Boulevard and North Chatsworth Avenue. Members of the Board expressed some concern over the estimated cost of$39,000.00 needed to rebuild the kiosk. The Board also wanted some assurance that it was the intention of the Police Department to reactivate the Washington Square patrol detail. The Town Administrator had spoken with the Police Chief regarding this matter and it was the Chief's intention to reactivate the detail when vacancies in the department staff were filled. July 7, 2004 The Board also decided that utilization of the kiosk can be expanded. In addition to housing the police officer on patrol, the kiosk will be used for other Town services such as the sale of parking permits and distribution of information. 4. Code Enforcement Legislation The Town Board reviewed the proposed legislation to empower additional Town Officials to issue Notices of Violations and Summonses for quality of life codes such as the solid waste ordinance, noise ordinance, and sign ordinance. The Board thought the legislation was a good idea and will be placed on the August 2"d agenda to set a public hearing in September. 5. Traffic Murray Avenue School Councilwoman Myers reviewed with the Town Board the recommendations of the Police Department and the Traffic Committee in connection with traffic safety improvements at the Murray Avenue School. Some of the improvements such as the painting of a new crosswalk will be completed prior to the start of the school year in September. A recommendation to prohibit left hand turns from Bryson Street onto Murray Avenue will not be considered until September when all residents of Bryson Street will be notified of the recommendation. On motion by Councilwoman Wittner and seconded by Councilwoman Myers, the Town Board unanimously voted to go into Executive Session to discuss matters of personnel history. Submitted by: Patricia A.
