SUBJECT: Authorization to Appoint an Administrative Intern
Authorization is requested to appoint Emma Pennella as an Administrative Intern in the
Engineering Department at an annual salary of $59,075, effective no later than May 16,
2022.
The position is vacant due to a resignation this past fall and is reflected in the 2022
budget. If appointed, once she qualifies her title will be changed to Junior Civil
Engineer and she will be required to take a Civil Service exam, as explained in the
attached draft employment agreement.
After conducting an extensive search and interviewing several candidates, Ms. Pennella
was selected, based on her interest in the engineering field having recently graduated
from the University of New Hampshire, with a Bachelor of Science degree in
Environmental Engineering.
Ms. Pannella's studies focused on stormwater management, hydrology and sustainable
infrastructure. In addition, she expressed interest in gaining experience in water
quality and sanitary waste treatment, which according to Rob Wasp, Town Engineer, are
areas that are vital to the Town's ongoing infrastructure needs. Mr. Wasp also values
her technical background having used engineering software, such as AutoCAD and
ArcGIS, which the Town currently utilizes. Mr. Wasp is recommending that Ms. Pannella
be appointed and believes she will be an asset to the overall operations of the
Engineering Department.
ACTION REQUESTED: That the Town Board approve the appointment of Emma
Pennella as Administrative Intern at an annual salary of $59,075, effective no later than
May 16, 2022.

Health Insurafl�L_6_4 gram (NYSHIP), the first of the month following your hire
date. If you eled4he coverage, you will be required to contribute fifteen
percent (15%) of the premium.
> Health Insurance "Buy-out": If you decide not to elect the NYSHIP coverage,
you will be entitled to the "buy-out", provided you are not covered by the
NYSHIP for a period of twelve (12) consecutive months. The "buy-out" amount is
$4,000 if you would have elected individual coverage or $5,000 if you would
have elected family coverage. The payment, which is subject to applicable
taxes, is issued after the twelve (12) month period of non -participation. If you

initially elect the "buy-out" option you may change to the NYSHIP at any time,
however, there may be a waiting period of up to three (3) months.

required to participate in the retirement system and contribute a percentage of
your annual salary in accordance with the plan provisions.
A Dental Plan & Optical Plan: You will be eligible to participate in the MetLife

If you are necessarily absent from work because of a job-related injury as
defined by the law, you shall be granted leave with full pay for a period not to
exceed nine (9) months exclusive of accumulated sick leave and vacation leave.
➢ Personal Time: You will be entitled to personal leave, not to exceed 2%a days for
appointments and personal business that cannot be otherwise completed
outside the normal work hours. Requests for personal leave are subject to the
approval of the Town Engineer.

➢ Holiday, Pay: You will receive the paid holidays listed on the Town's 2022
Holiday Schedule, which includes a floating holiday.
The offer for you to serve as the Administrative Intern is made with the understanding that
there is no personal conflict of interest pertaining to you that will adversely affect your
ability to perform the duties of this position. You agree that you shall not conduct any
private work that would conflict with your duties in the Town of Mamaroneck.
