HomeMy WebLinkAbout2004_01_12 Town Board Minutes MINUTES OF THE SPECIAL MEETING BEING HELD JOINTLY WITH THE VILLAGE OF LARCHMONT AND THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON JANUARY 12, 2004 AT 7:00 PM IN THE SENIOR CENTER OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Nancy Seligson Councilman Ernest C. Odierna ALSO PRESENT: Mayor, Village of Larchmont Ken Bialo Trustee, Village of Larchmont Liz Feld Trustee, Village of Larchmont Anne McAndrews Trustee, Village of Larchmont Marlene Kolbert Town Administrator Stephen Altieri Town Attorney William Maker, Jr. Town Planning Consultant Frank Fish ABSENT: Councilwoman Judith A. Myers CALL TO ORDER The special meeting of the Town Board was called to order by Supervisor O'Keeffe at 7:00 PM. The Supervisor acknowledged the presence of the Larchmont Village Mayor Ken Bialo and members of the Board of Trustees at the meeting. The purpose of the meeting was to provide the Larchmont Village Board information regarding the proposed rental apartment development on Madison Avenue and review the Draft Environmental Impact Statement submitted by the developer. The Town Attorney provided a brief presentation on the nature of approvals sought by the developer, Forest City Daly. Reference was made to the zoning amendment special permit and site plan approval required for the project. The Town's consultant then provided a presentation on the details of the proposal. Upon completion of the presentation, the Village Board asked questions regarding parking, traffic control, apartment size, and other details of the project. In addition, there were questions raised in connection with the developer's projections for the number of school children that may be generated from the project. Finally, the Village Board requested information regarding the potential impact upon the Larchmont Village Water Tanks from blasting that might take place on the site. The Village Board was reminded that formal comments on the Draft Environmental Impact Statement should be submitted in writing to the Town or made orally at the public hearing scheduled to begin on January 20, 2004.
