OF THE TOWN OF MAMARONECK AND THE BOARD OF FIRE
COMMISSIONERS HELD ON DECEMBER 17, 2003 AT 8:15 PM
IN THE COURT ROOM OF THE TOWN, 740 W. BOSTON POST
ROAD, MAMARONECK, NEW YORK

CALL TO ORDER
The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at 8:30
PM. She then pointed out the location of exits.
On motion of Councilwoman Myers, seconded by Councilwoman Wittner, the hearing
was unanimously opened.
ADJOURNED PUBLIC HEARING -2004 Town Budget
On motion of Councilwoman Myers, seconded by Councilwoman Wittner, the
adjourned public hearing was opened.
Supervisor O'Keeffe spoke about the County budget and the discussion they have been
having because of their proposed large increase and its affect on the residents. This year
we are experiencing a 11% increase to our pension costs as well as to our health insurance.
Many of these increases are beyond our control. We have worked to trim overtime and are
not hiring new people as well as looking for ways to cut costs.
Councilwoman Wittner pointed out a resident tax bill composed of 23% Town taxes, 23%
County, 54% school taxes.
Councilwoman Myers said it was difficult but the board did decrease the original budget
from 9.3 percent down to 8.5 percent.
Councilwoman Seligson said the budget was a struggle; our obligations through the State
left us with no alternatives.
Councilman Odierna said the process is frustrating; there seems to be a duplication of
efforts and he keeps looking for ways to streamline and combine services with the villages
to cut costs.
Mr. Altieri said they do combine some services and discuss different ways of combining
services.
Supervisor O'Keeffe said they always are looking for ways to do joint services. She heard at
Supervisor's meetings that many of them talking about getting hit so hard by the increases
in the State pension costs and with insurance costs that they are not buying any equipment
and some are not collecting leaves and are generally not being able to provide the same
level of service.
Councilwoman Wittner noted the Town was unique in paying all costs for sidewalks.
Councilman Odierna added the Board had decided to put many projects on the back burner.
Some which they are doing are because of the low interest rates.

After further discussion, on motion on Councilwoman Wittner, seconded by Councilwoman
Seligson, the public hearing was unanimously closed.
RESOLVED, that the Town Board does hereby approve the
Town Budget as presented by the Budget Officer and as
amended for the year 2004.

The meeting was called to order by Commissioner O'Keeffe at 8:35 PM.

Commissioner Wittner presented fire claims for authorization of payment , thereafter on
Commissioner Wittner's motion, seconded by Commissioner Myers, it was

There being no further business to come before the Commission, on motion of
Commissioner Wittner, seconded by Commissioner Seligson, the Commission unanimously
adjourned at 9:05 PM.
AFFAIRS OF THE TOWN
1. Adoption -2004 Budget
This matter was voted on and approved earlier in the meeting
2. Approval of Certioraris
RESOLVED, that the Town Board hereby authorizes the
settlement of the following tax certiorari on the following
terms:

The Town will refund $3,000 and the School District will refund $89,000.

3. Authorization - Transfer of Funds
The Town Administrator explained the funds would be used for computers and for
defibrillators. The defibrillators cost $2,620 each. The request is for the purchase of five
units, which brings the total cost to $10,500. The second request is for the purchase of
computer equipment. The proposal is for the purchase of ten (10) computers at a cost of
$1,000 per computer and for a system printer at a cost of$6,000, which will serve in printing
the assessment roll, tax roll and various other jobs. The total request is for$25,000. He
recommended the transfers.
Councilman Odierna questioned whether there would be monitors replaced also, to which
the Administrator said no. There was further discussion.
On motion of Councilwoman Wittner, seconded by Councilwoman Myers, it was
RESOLVED, that the Town Board does hereby authorize the transfer
of funds as follows:
$10,500 from part town reserve fund to Account B3120.2107 for
purchase of equipment; and
$25,000 from the townwide reserve fund to the computer capital
project fund.

4. Salary Authorizations - Town Clerk's Office

On motion of Councilman Odierna, seconded by Councilwoman Seligson
RESOLVED, that the Town Board does hereby authorize the
payment of salary to Marc R. Samela at a rate of$12 per
hour effective December 18, 2003, for his services as a
temporary part time clerk.

On motion of Councilman Odierna, seconded by Councilwoman Wittner
RESOLVED, that the Town Board does hereby authorize the payment of
salary to the following:
Arthur Coleman, IV, Lifeguard, Hommocks Pool, $8.75/hour, effective retroactive to 12/1/03.
Anna Maria DaCosta, Lifeguard, Hommocks Pool, $7.25/hour, effective 12/12/03.
Amanda Paige Pasquale, Lifeguard, Hommocks Pool, $7.25/hour, effective 12/12/03.
Emily Steinnagel, Lifeguard, Early Morning Swim Program, $25/session, effective 12/15/03.

PROCLAMATION - Retirement of Grace Rozzi
PROCLAMATION
GRACE ROZZI
WHEREAS, The Town of Mamaroneck is grateful for GRACE ROZZI'S
devotion to duty and hard work; and
WHEREAS, GRACE was employed as a Town of Mamaroneck school-crossing guard at
Harmon and Weaver Street, Palmer and Richbell Road from March 1978 to
October 1987. She was then employed in the Court Clerk's Office as a part time
clerk from November 1987 to
December 2003; and
WHEREAS, GRACE has been a valued employee and has distinguished herself
by her dedication in a variety of ways, especially her concern for the
safety of our school children and her polite and professional
interaction with the public.
NOW THEREFORE, BE IT
RESOLVED, that I, Valerie Moore O'Keeffe, Supervisor of the Town of Mamaroneck,join with
the residents and members of the Town Board to recognize and thank GRACE for her service to
our Town government and we wish her many happy and healthy years in her retirement.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Town of
Mamaroneck to be affixed this 12'' day of December 2003.

SUPERVISOR REPORTS
Supervisor O'Keeffe wished Councilwoman Seligson a happy birthday, adding her best
wishes for a Merry Christmas and Happy Hanukah to everyone.
ORAL COMMUNICATIONS
George Roniger said the lighting ceremony was very well done and thanked Alan Casterella
for all his help.
The Supervisor said she received a call from someone who wanted to donate more lights.

Mr. Roniger said it would be fun to see model boat races and other activities like that at the
duck pond.
Councilman Odierna said he would like to see a foot bridge built around the back of the
pond.
Councilwoman Wittner said Larchmont looks to their citizens to help with projects such as at
Flint Park and suggested the Town do more of that.
Mr. Roniger said these things need to be considered during the year and not just at budget
time. Councilwoman Wittner and the Town Administrator both simultaneously answered that
they do.
Councilman Odierna said a citizen group should be appointed to look at how things are
done methodically and have suggestions for changes.
REPORTS OF THE COUNCIL
Councilman Odierna said Santa will be at the Hommocks Ice Rink for skating and breakfast
on December 21. Everyone is welcomed and you can skate all day for$12. He reminded
everyone about the Martin Luther King celebration at the Emelin Theater on January 15,
2003 at 7:30 PM.
Councilwoman Myers thanked the Town for sponsoring the Christmas Party for the staff at
the Bonnie Briar Country Club. It was great fun. She and the rest of the Town Board also
attended the Larchmont Seniors Luncheon at Chef Antonio's. The Cable TV Board of
Control had a meeting and she asked everyone to please send any comments they may have
regarding the franchise to www.cabletvcomments.org or to Lenny Verrastro, Village
Manager, 123 Mamaroneck Avenue. There also was a Traffic Committee meeting held last
night where they discussed a huge problem at Stop & Shop with people making illegal left
turns out of the parking lot at Weaver. She would be attending the Board of Architectural
Review meeting tomorrow night and they will be looking at the Forest City Daly proposal.
She said the Town Board would be meeting with Larchmont Village Board about the traffic
light at Myrtle Boulevard.
Councilwoman Wittner said the traffic light is a state of the art system. She also thanked the
Highway Dept. for the excellent work of snow removal.
Councilwoman Seligson attended the Planning Board meeting last week where they
discussed the Forest City Daly project. They requested a drawing of the proposal for Duane
Reade so they can look at the subdivision.
Councilwoman Wittner reminded everyone about the public hearing the Board is having on
the Forest City Daly proposal on January 20, 2004.
The Supervisor announced the next regularly scheduled meetings will be held on January 7,
and January 21, 2004.
