HomeMy WebLinkAbout2003_10_22 Town Board Minutes MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF HELD ON OCTOBER 22, 2003 AT 6:00 PM IN COURTROOM A OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK The meeting was called to order at 6:00 p.m. by Supervisor Valerie O'Keeffe PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilwoman Nancy Seligson ALSO PRESENT: Stephen V. Altieri, Town Administrator Assistant to Administrator Mary Stanton The Supervisor indicated that this meeting was being held to begin review of the 2004 tentative budget. 1. Community Counseling Center Jane Orans and Mark Levy of the Center appeared before the Town Board to discuss the budget and financial issues that now face the Center. They submitted a letter explaining the financial circumstances of the Center and the proposed budget for next year. As they explained, the Center now faces a serious deficit that is higher than in previous years. The current predicted deficit is $92,000. A discussion ensued regarding the program offerings of the Center and with minor exceptions there has not been an expansion of staffing or programming at the Center. The growth of the deficit is attributable to the loss of funding, most notably that of the United Way. The Center did indicate that they would need to pursue alternative fund raising methods to offset the loss of funding sources. However, the Center is asking that the Town raise its contribution level from $18,500 to $25,000 for 2004. The Town Board will review the Center's request as part of the budget review process. 2. 2004 Budget Overview The Town Administrator reviewed with the Town Board the highlights of the proposed 2004 budget. Specific changes in the proposed budget were explained to the Town Board. Members of the Board asked questions regarding a number of budget lines. There was a discussion regarding the policy for estimating revenues from year to year and how fee adjustments might impact those estimates. The Town Administrator will prepare additional information for the Board regarding available unreserved fund balances and the subsidies to individual recreation department programs.
