HomeMy WebLinkAbout2003_10_15 Town Board Minutes MINUTES OF THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK AND THE BOARD OF FIRE COMMISSIONERS HELD ON OCTOBER 15, 2003 AT 8:15 PM IN THE COURT ROOM OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilman Ernest C. Odierna Councilwoman Nancy Seligson ALSO PRESENT: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at 8:20 PM, who then pointed out the location of exits. PUBLIC HEARING - Days and Hours When Removal of Rock is Prohibited - To Be Adjourned The Town Board adjourned the Public Hearing on the Removal of Rock to the November 19, 2003 meeting. AFFAIRS OF THE TOWN 1. Submission of 2004 Tentative Budget The Administrator reported the tentative budget totaled $24.2 million, which is an increase of $1.6 million from 2003. The tax rate would increase to $205 if adopted as proposed, which is an increase of$5.50. The villages average tax bill would now be $305 per year. He said this budget was a summation of what was submitted by the department heads and over the next six weeks the Board members would be holding budget sessions to discuss and make revisions to the budget. Supervisor O'Keeffe said she had met with other Supervisors around the county who were looking at increases of over 12%, much of this is being caused by pension costs and health insurance increases. There is a big question as to what will happen with Westchester County taxes, especially since the sales tax increase is still up in the air at the moment. Councilman Odierna asked about the time schedule for the sanitation budget and what the percentage increase will be for that. Mr. Altieri said the average cost per household for sanitation is approximately $450 - $475, and he will let him know when the meeting will be held. The Board members then discussed maintaining services, recyclables, county taxes, sales taxes, and invited the public to attend the budget work sessions. October 15,2003 2. Set Public Hearing -Amend Zoning Ordinance -Alternate Members of Planning & Zoning Boards On motion of Councilwoman Myers, seconded by Councilwoman Seligson, it was RESOLVED, that the Town Board does hereby set the date for public hearing on the "Alternate Members to the Planning Board and to the Zoning Board" for November 5, 2003 at 8:15 PM; and BE IT FURTHER, RESOLVED, that the Town Board does hereby set the date for public hearing on the "Existing Violations Law" for November 5, 2003 at 8:15 PM; and BE IT FURTHER, RESOLVED, that the Town Clerk be authorized to publish the notice of said hearing in a newspaper appointed as an official source, and that notice be so posted. Salary Authorization - Recreation RECREATION On motion of Councilwoman Wittner, seconded by Councilwoman Myers, it was RESOLVED, that as provided for in the 2003 Town Budget the Town Board does hereby authorize the payment of salary to the following: Monique Dictus, Alternate Instructor, Women's Fitness, $40/session, effective 10/20/03. William Byron, Director, Open Gym Program, change in salary from $55/session to $60/session. John DeMatas, Supervisor, Open Gym Program, $40/session, effective 10/24/03. Christopher Byron, Supervisor, Open Gym Program, $40/session, effective 10/24/03. Stephanie Allen, Lifeguard, $11.25/hour, Swim Instructor, $20/hour, effective retroactive to 10/3/03. Melissa Weaver, Director, Bubble Babies, $17/session, effective retroactive to 10/3/03. Brian Nadolske, Alternate Skate Room Attendant, $7.50/hour, effective retroactive 10/3/03. Extension of Moratorium - Referral to Planning Board The Town Attorney explained in order to extend the moratorium on the Boston Post Road study, referral must be made to the Planning Board for their comment, and we must give them 45 days to reply, therefore, authorization is necessary to make the referral. On motion of Councilman Odierna, seconded by Councilwoman Wittner, the following resolution was unanimously adopted: RESOLVED, that the Town Board does hereby authorize the Town Attorney to refer the matter of extending the Moratorium on the Boston Post Road to the Planning Board. REPORTS OF THE COUNCIL: Councilwoman Wittner announced Westchester County was holding a Household Chemical Cleanup Day - Friday, October 31, 2003, 1-3 PM and Saturday, November 1, from 9:00 AM to 3:00 PM, bring items to Playland Park, Rye. She also noted the list of items eligible for disposal. Councilwoman Wittner said the Larchmont Senior Bazaar would be held at the Senior Center on Friday and Saturday, November 14 & 15, 2003; they are accepting resalable items now. She said the County's application to revise their 2000 clean water bond act grant was approved, which means that improvements at Gardens Lake will take place. The Emelin Film Circle is showing quality films and congratulations to Katie Dolan, former chair of the 4 October 15,2003 United Way on her new job as Executive Director of the Eastern New York Chapter of the Nature Conservancy. Councilwoman Myers said there was be a fundraiser for Hispanics held at the Beach Club, they served incredible Spanish food, and there was an excellent turnout. The Fire Inspection event was great. Councilwoman Seligson said she attended both the Planning Board and Zoning meetings where they discussed the Duane Reade and bank proposals on the former Cook's property. The Federated Conservationists honored three special woman, one of them is our own Phyllis Wittner. The Supervisor announced the next regularly scheduled meetings of the Town Board would be on November 5, 2003 and November 19, 2003 ADJOURNMENT On motion of Councilwoman Myers, seconded by Councilwoman Wittner, the meeting was adjourned at 9:45 PM .
