BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilman Ernest C. Odierna Councilwoman Nancy Seligson ALSO PRESENT: Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney Patricia A. Samela, Deputy Town Clerk CALL TO ORDER The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at 8:30 PM, who then pointed out the location of exits. BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner O'Keeffe at 8:35 PM. Present were the following members of the Commission: Commissioner: Valerie M. O'Keeffe Commissioner: Phyllis Wittner Commissioner: Judith A. Myers Commissioner: Ernest C. Odierna Commissioner: Nancy Seligson 1. Fire Claims - There were none 2. Authorization - Set up Capital Project#23-02 - Reconstruction of Fire House roof. Mr. Altieri explained. On motion of Commissioner Wittner, seconded by Commissioner Seligson, it was RESOLVED, the Town Board does hereby authorize Capital Project#23-02 for the reconstruction of the Fire House roof. The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O'Keeffe - Aye There being no further business to come before the Commission, on motion of Commissioner Wittner, seconded by Commissioner Seligson, the Commission unanimously adjourned at 8:45 PM. June 11, 2003 AFFAIRS OF THE TOWN 1. Authorization - Transfer Funds - Capital Projects Mr. Altieri explained authorization was needed to transfer funds and adjust various Capital Projects budgets. On motion of Councilman Odierna, seconded by Councilwoman Wittner, it was RESOLVED, the Town Board hereby authorizes the Comptroller to transfer the following: TRANSFER FROM TRANSFER TO CAPITAL FUND General Fund - Part Town $ 79,500 Project#22-03 - Purchase of Police Vehicles Highway Fund $150,000 Project#22-04 -Sidewalk & Curbs $85,000 Project#22-05 - Resurfacing of Roads $65,000 Water District Fund $ 25,000 Capital Project#94-01 - Purchase of Computers The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O'Keeffe - Aye 2. Authorization - Construction Management Services -Volunteer Ambulance Corporation Project Mr. Altieri explained the Town issued requests for proposal for construction management services for the reconstruction of the Volunteer Ambulance Corps Headquarters and the renovation to Police Headquarters. The requests for proposal were sent to the following five construction management firms. Shoor Palma Armonk, New York JMOA Construction Pleasantville, New York Calgi Construction New Rochelle, New York Greystone Construction Mgmt. Woodbury, New York Tryana Development White Plains, New York Calgi Construction and Tryana Development were the only firms to submit proposals. Either the other firms did not submit bids because of their current workload or in their estimation, the projects were too small. Included in the scope of work is the management of both pre- construction and construction phases of the projects. In order to price out the fees for the project there is an assumption the VAC project pre- construction services will take two to three months. Actual construction time is estimated to take one year and we have assumed the construction manager will be on site twenty hours per week during construction. In the case of the Police Department, the project is estimated to take four to six months and the construction manager will be on site for ten to twelve hours per week during construction. The proposals submitted for construction management services were as follows: Proposals VAC Project Calgi Construction Tryana Development Pre-Construction Phase $ 17,790.00 $ 33,600.00 Construction Phase $104,750.00 $ 86,400.00 Total Fee $122,540.00 $120,000.00 2 June 11, 2003 Councilman Odierna and Supervisor O'Keeffe felt the above proposals were very high and the rest of the Board agreed. After a lengthy discussion, the Board decided to defer this item until further information is obtained. 3. Salary Authorizations - Summer Conservation Corps - Police Department - Recreation SUMMER CONSERVATION CORPS Mr. Altieri explained authorization is requested to hire eight young men to work in the conservation areas for the summer. Six of the eight crew members are returning from last summer. As in the past, the crew will clean and woodchip the trails, repair and build catwalks, cut back brush and perform other maintenance tasks in the Town's conservation areas. On motion of Councilwoman Wittner, seconded by Councilwoman Seligson, it was RESOLVED, the Town Board does hereby authorize the payment of salary to the following hire eight young men to work in the conservation areas for the summer: Jacob Edelstein - Crew Leader $9.00 per hr. Scott Gagliardi $8.50 per hr. Michael Ladner $8.50 per hr. Nicholas Moore $8.50 per hr. Brian Padgett $8.50 per hr. Evan Palmer-Young $8.50 per hr. Andrew Sanders $8.50 per hr. James Conor Sullivan $8.50 per hr. The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O'Keeffe - Aye The Supervisor spoke about the Mamaroneck Environmental Resource Center on Weaver Street and the Larchmont Reservoir. She said people are letting their dogs run in this area unleashed. At times these dogs run in packs and could pose a danger to people, especially children. Also, the dog owners are not picking up after their animals. The Supervisor suggested tickets be issued and signs be posted stating dogs must be leashed at all times and owners must clean up after their pets. POLICE DEPARTMENT The Supervisor read the following memo, received from Chief Richard Rivera, into the record: Salary authorization is requested for the position of Police Sergeant at an annual rate of$81,225. The department wishes to promote Police Officer Thomas Houlihan to the position of Sergeant. Police Officer Houlihan's name appears on the current eligible list for the position of Police Sergeant. Officer Houlihan will be replacing Sergeant Frank Pennachio who retired June 1, 2003. On motion of Councilwoman Wittner, seconded by Councilwoman Myers, it was 3 June 11, 2003 RESOLVED, the Town Board does hereby authorize the payment of salary to Police Officer Thomas Houlihan, in the amount of$81,225, for his promotion to Sergeant effective June 12, 2003. The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O'Keeffe - Aye The Supervisor congratulated the Town Detective Bureau in the apprehension of a suspect arrested this week for making obscene telephone calls to children throughout Westchester County. Detectives McCarthy, Gisin and Infelice worked very closely with the District Attorney's office. RECREATION The Administrator explained this authorization was for summer help in the Recreation Department for camp counselors and various other positions to staff the summer camp program. On motion of Councilman Odierna, seconded by Councilwoman Myers, it was RESOLVED, as provided for in the 2003 Town Budget the Town Board does hereby authorize the payment of salary to the following: roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O'Keeffe - Aye Councilwoman Myers commended the Recreation Department for a job well done in organizing the summer camps. ADDED ITEM 6 June 11, 2003 4. Authorization - Grant Application - Implementation: Water Quality Improvement - Gardens Lake Councilwoman Wittner explained this grant would be used to implement water quality improvement at Gardens Lake. A sediment collecting basin would be put in near the bridge. The Lake would be dredged leaving the material on sight to create an aquatic bench around the perimeter to grow aquatic plants. The total of the grant is $790,000. The Town is requesting $400,000 in aid. The deadline for submitting the paperwork is June 20 . Mr. Altieri stated if the Town received the grant, the amount would not be enough to do the work required and the Town would have to borrow the balance of the funds. Councilman Odierna asked several questions regarding this issue. A discussion ensued. Mr. Altieri asked the Board if they would like to have preliminary feasibility studies done before a decision is made. The Board members agreed. On motion of Councilwoman Myers, seconded by Councilwoman Seligson, it was RESOLVED, the Supervisor and the Town Board of the Town of Mamaroneck hereby authorize the Town Administrator, Stephen V. Altieri, to act on behalf of the Town of Mamaroneck on all financial matters pertaining to the grant for the "Implementation: Water Quality Improvements - Gardens Lake". The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye Wittner - Aye O'Keeffe - Aye The Supervisor commended Councilwoman Wittner on doing a wonderful job in keeping the preservation of Gardens Lake alive. APPROVAL OF MINUTES -April 2, 2003 On motion of Councilwoman Myers, seconded by Councilwoman Wittner, it was unanimously RESOLVED, the Town Board does hereby approve the Board minutes from the meeting of April 2, 2003 as amended. The Supervisor asked if anyone from the audience wished to address the Board. Edie Reidy, 33 Weaver Street, spoke. Ms. Reidy has been a resident of Mamaroneck her entire life. Her home is across the street from the entrance/exit to the Stop and Shop parking lot. Recently, a car making an illegal left turn onto Weaver Street landed on her front lawn near her porch, nearly hitting her and her two daughters. Ms. Reidy then read the following letter into the record: Dear Ms. O'Keeffe: On Friday, June 6, 2003,just after the children from the Hommocks Middle School walked up Weaver Street, I hear two crashes. A car coming out of the Ferndale Shopping Center landed not more than ten feet from where 1 7 June 11, 2003 was sitting with my daughter. One of my daughters was just about to leave through the front door and would have been in the path of the car but only for a last bit of conversation as she left us. I would like to discuss the issue I brought to your attention less than a year ago when a car landed on my neighbor's lawn. Again, we were lucky the children from Hommocks had just traveled up the street. I would request the entrance and exit on Weaver Street be closed. Everyday numerous illegal left turns are made. There is no reason cars could not exit and enter onto the existing Boston Post Road cuts alleviating the danger to humans and property. The patrons of the shopping center try to beat the light on the Boston Post Road by either going straight across through Plymouth Road(not a through street) or making a left turn (illegal) ignoring both signs. Are you going to wait until there is a much higher cost, a non-replaceable life? The accident caused my family hardship as the car landed in a more than forty year old, six foot high hedge, destroying at least six feet and had an environmental impact by leaving the blood fuel of oil and anti-freeze of the car. Also, all the glass and metal parts of the car were left behind as the car was towed away. It appeared that after the impact of the crash with the car coming down Weaver Street the car coming out of the shopping center's lot air bags deployed and the driver was unable to see. The driver must have stepped on the gas instead of the brake and traveled between the corners light post and signs across my neighbors'lawn and landed very close (ten feet) from me and my children. I find this totally unacceptable. This time, I expect something to be done. A discussion followed. The Supervisor thanked Ms Reidy for bringing this matter to the Board's attention and the Board would look into this matter. REPORTS OF COUNCIL Councilman Odierna commended the Village of Mamaroneck for the street fair held on Sunday, June 8. A good time was had by all. There were a lot of activities and something for all ages. There will be a Girl Scout car wash on June 21 from 11:00 AM to 2:00 PM at Mamaroneck High School. Councilwoman Seligson said the Town had set up a table at the street fair. Recreation program information was made available to the public. Councilman Odierna reminded everyone of the summer concerts at Memorial Park being held on July 7, 14, 21 and 28 and also movie night on July 24. ADJOURNMENT The Supervisor said the next scheduled meetings would be June 25 and July 9, 2003.
