BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Councilwoman Judith A. Myers Councilman Ernest C. Acocella, Deputy Town Clerk CALL TO ORDER The regular meeting of the Town Board was called to order by Supervisor O'Keeffe at 8:30 PM, who then pointed out the location of exits. BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner O'Keeffe at 8:32 PM. Present were the following members of the Commission: Commissioner: Valerie M. Authorization - Grant Contract New York Jaws of Life The Town Administration stated that through the efforts of the Town's Fire Chief, Michael Liverzani, and the office of Assemblyman Ron Tocci, the Town Fire Department has been awarded a grant in the amount of$5,000. The grant is to be applied to the restoration and upgrading of the Town's jaws of life apparatus. The monies will be used to replace the various accessory pieces of equipment that go along with the jaws of life apparatus. In order to proceed with this grant proposal and receive the funds authorized by the State, the Town is required to execute a contract with the Department of State. Authorization is requested to execute this agreement on behalf of the Town of Mamaroneck subject to any comments by the Counsel to the Town. Commissioner Myers stated that Michael should be commended for his efforts. Commissioner O'Keeffe mentioned how important this piece of equipment was. She publicly thanked Assemblyman Tocci and Chief Liverzani. On motion of Commissioner Seligson, seconded by Commissioner Myers it was RESOLVED, that the Town Board does hereby approve the contract between the Town and the Department of State for a grant in the amount of$5,000 to be applied to the restoration and upgrading of the Town's jaws of life apparatus; and BE IT FURTHER, RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on behalf of the Town. Authorization - Training Agreement - Dragon Rescue Management Mr. Altieri explained the Town Fire Department is interested in pursuing a training program directly related to handling elevator and escalator emergencies. In the Town there are a number of elevators, especially in our multi-story residential buildings. Therefore, this training is very appropriate. 2 October 18, 2000 He went on to say that the Fire Department has been working with a firm known as Dragon Rescue Management who provides a variety of training programs to local Fire Departments. On motion of Councilwoman Myers, seconded by Councilwoman Seligson, it was RESOLVED, that the Town Board does hereby approve the agreement between the Town and Dragon Rescue Management, Inc. for a training program for the Town Fire Department directly related to handling elevator and escalator emergencies at a cost to the Town of$1,050 upon completion; and BE IT FURTHER, RESOLVED, that the Town Fire Chief is hereby authorized to execute said agreement on behalf of the Town. The above resolution was put to a roll call vote: Seligson - Aye Odierna - Aye Myers - Aye O'Keeffe - Aye Wittner - Absent Commissioner Seligson reminded everyone that the highest percentage of fires come from open flames. Commissioner O'Keeffe stated that there was another apartment fire at 2 Washington Square which was confined to one apartment and that our fireman did a very professional job. She also said that that we have great leadership and she is very proud of our fireman. 4. FIRE REPORT FOR THE MONTH OF SEPTEMBER 2000 Commissioner Odierna read the following report of calls made during the month of September 2000. It summarizes the nature and origin of calls, the number of personal responding and the total times spent at fire calls. ORDER OF AGENDA CHANGED 3 October 18, 2000 PROCLAMATION - United Nations Day A proclamation was given to Mary Lou Bloom and her son Doug in the absence of Lee Bloom on behalf of United Nations Day. Supervisor O'Keeffe stated how lucky the Town was to have Lee Bloom, as a past Town Board member and his involvement with UNICEF. UNITED NATIONS WEEK WHEREAS, the United Nations was founded in 1945, and the anniversary of its founding is observed each year on October 24; and WHEREAS, 2000 is designated as the International Year for the Culture of Peace by the United Nations General Assembly; and WHEREAS, the United States was one of the founding members of the United Nations, and continues to be a leader in supporting democratic values, including efforts toward the peaceful resolution of conflict; and WHEREAS, the citizens of the Town of Mamaroneck desire to show their support for the United Nations by participating in activities related to the observance of this anniversary. NOW THEREFORE, BE IT RESOLVED, that I, Valerie Moore O'Keeffe, Supervisor of the Town of Mamaroneck and the Town Board members hereby proclaim the week of October 22 through October 29, 2000 as UNITED NATIONS WEEK. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Town of Mamaroneck to be affixed this 18th day of October 2000. AFFAIRS OF THE TOWN 1. Submission of 2001 Tentative Town Budget Mr. Altieri explained as Budget Officer, he was submitting for the Town Board review and consideration, the Tentative Budget for the Town of Mamaroneck for the fiscal year commencing January 1, 2001. This year, in August, the staff begins the process of preparing the budget for the upcoming year. The tentative budget therefore represents the department's estimates of expenses for the coming year. Included are estimates for personnel, operating, and capital expenditures. Also we include revenue estimates, and proposed rates of taxation for the property tax levy. Over the next month public work sessions will be held to review individual department budgets. Members of the staff will also be available to answer questions regarding their operations in 2001. Please take the time to review the budget and do not hesitate to contact my office for any additional information that you may need. Also the Town Clerk's Office will have available supplemental pages of the budget. 2. Authorization Appraisal Services - Certiorari Did not receive paperwork for this item. 4. Authorization -Appointment - Highway Superintendent Mr. Altieri explained an appointment of a new Highway Superintendent was necessary to replace Shimon Gitlitz who resigned earlier this year. The recommendation is to appoint Mr. Marco Gennarelli to the position. Mr. Gennarelli has served as a Superintendent of Public Works for the Village of Hastings - on Hudson for the past nine years. Prior to that, Mr. Gennarelli served in the engineering division of the Westchester County Department of Environmental Facilities. Mr. Gennarelli's background is well suited for the position of Highway Superintendent in the Town of Mamaroneck. On motion of Councilman Odierna, seconded by Councilwoman Myers, it was RESOLVED, that the Town Board does hereby authorize the payment of salary to Marco Gennarelli at an annual salary of $80,000 for his services as Highway Superintendent, eff. Authorization Intermunicipal Agreement - County of Westchester Snow and Ice Control On motion of Councilman Odierna, seconded by Councilwoman Seligson, it was RESOLVED, that the Town Board does hereby authorize the agreement with the County of Westchester for the removal of snow and ice on County roads in the Town; and BE IT FURTHER RESOLVED, that the Town will be reimbursed $4,400 per year for the removal of snow and ice on Palmer Avenue and Murray Avenue; and BE IT FURTHER RESOLVED, that this agreement shall commence on October 1, 2000 and expire on September 30, 2005; and NOW THEREFORE, BE IT FURTHER RESOLVED, that the Town Board authorizes the Town Administrator to execute above-said agreement on behalf of the Town. Authorization - Removal of Street Trees - 992 Old White Plains Road Mr. Altieri explained that any tree on Town property slated for removal must be approved by the Tree Preservation Commission and four(4) trees lie within the Town's right-of-way, known as Old White Plains Road. On motion of Councilwoman Myers, seconded by Councilman Odierna, it was RESOLVED, that the Town Board of the Town of Mamaroneck does hereby approve the application made by Frank Nask to remove four(4) trees that are currently located at 992 Old White Plains Road. Authorization - Intermunicipal Agreement Village of Scarsdale The Town Attorney explained that she has reviewed with the Board a proposed revision to the existing agreement between the Town of Mamaroneck and Village of Scarsdale for the connection of homes in the Village of Scarsdale to Town of Mamaroneck sanitary sewers. Under the terms of the agreement, residents of the Village of Scarsdale that are connected to Town sewers will pay an amount equal to the sewer district tax rate for the year 2000 multiplied by the assessed valuation of the property. The prior agreement established a one time fixed fee for all sewer connections. The Supervisor thank Ms. Indelicato for working so well with the Village of Scarsdale Attorney. On motion of Councilman Odierna, seconded by Councilwoman Myers, it was RESOLVED, that the Town Board does hereby approve the Intermunicipal Agreement between the Town of Mamaroneck and the Village of Scarsdale for the connection of homes in the Village of Scarsdale to Town of Mamaroneck sanitary sewers; and BE IT FURTHER, RESOLVED, that the residents of the Village of Scarsdale connected to Town sewer will pay an amount equal to the sewer district tax rate for the year 2000 multiplied by the assessed valuation of the property; and BE IT FURTHER, RESOLVED, that the Town Administrator is hereby authorized to execute said agreement on behalf of the Town. The above resolution was put to a roll call vote: 8 October 18, 2000 Seligson - Aye Odierna - Aye Myers - Aye O'Keeffe - Aye Wittner - Absent PRESENTATION - George Latimer, Chairman County Board of Legislators He highlighted the following items: 1. County now beginning their budget process. Presented a copy to Town Clerk's Office. Announced dates and places of public hearings to be held by Legislature. 2. Spoke on the proposed IKEA project. He stated that the County does not have a direct approval process on this project. He said that New Rochelle had accepted the DEIS as submitted on October 17th . County now in position to hold hearings on IKEA. All public comments will be given to County Planning Department. Have not found any action of County Government which is necessary for this project to go through. He stated he opposed project, read the DEIS finding traffic study incredible. Further discussion followed on this subject. Supervisor O'Keeffe stated that her worst fears were realized after reading the DEIS. They admitted that the character of the Town of Mamaroneck would be changed. Supervisor stated that November 16th was set as the date of the public hearing on IKEA. 3. This item not directly related to Town Government, but falls into the Town. It appears that we will be successful in getting the State DEC to site the SSO at the place causing the least impact. SSO is the Sewer System Outflow pipe which flows into Larchmont Harbor. He went on to explain about the outflow pipes. This is part of the I & I project for which the County agreed to be responsible: 4. Having debate in six months on what County's policy should be on West Nile Virus. Whether we spray or not spray. Look at how communities feel. 5. WJWW has highlighted the issue of monitoring the water quality at Rye Lake and runoff from Westchester County Airport. Report done and some in the County Legislature critical of report pressed for additional monitoring activity. We are pushing for additional monitoring. Supervisor O'Keeffe discussed the complaint of residents from Avon Road about the big buses being used on that route. Thought we struck a deal with the help of George, Steve and Lillian. Small buses were to be used. Big buses now back. She asked the County Legislator to give her up date on this. He did not get call back from Commissioner Salle. Commitment was made to use mini buses. Councilman Odierna asked Mr. Latimer about the water filtration plant to be built. Mr. Altieri stated it is a WJWW issue and that the WJWW has taken a position that filtration plant is not necessary at this time. PROCLAMATIONS The following proclamations were read into the record: SCHOOL BOARD RECOGNITION WEEK WHEREAS, the members of New York's local school boards are invaluable resources as local decision-makers; and 9 October 18, 2000 WHEREAS, the men and women serving as members of school boards are dedicated to children, learning and community; they devote many hours of service to public education and continuously strive for improvement, quality and progress in education; and WHEREAS, during the week of October 23-27, 2000, it is fitting to support this annual celebration in recognition of the contributions of members of local school boards. NOW THEREFORE, BE IT RESOLVED, that I, Valerie Moore O'Keeffe, Supervisor of the Town of Mamaroneck and the Town Board members hereby proclaim the week of October 23 through October 27, 2000 to be SCHOOL BOARD RECOGNITION WEEK. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Town of Mamaroneck to be affixed this 18th day of October 2000. JAMES G. JOHNSON, JR. WHEREAS, we are gathered here today at the annual Fall Festival at the Larchmont Reservoir-James G. Johnson, Jr. Conservancy to celebrate Jimmy's 85th birthday; and WHEREAS, Jimmy Johnson is the man who led the community-wide movement in the early 1980's that "saved the Reservoir" from the threat of real estate development; and it was in recognition of his leadership that the Village of Larchmont, after dedicating the Reservoir property "in perpetuity" as open space, renamed the property in Jimmy's honor; and WHEREAS, his foresight and perseverance were essential to the preservation of this property which reflects its importance in flood control and preventing pollution from reaching Long Island Sound. NOW THEREFORE, BE IT RESOLVED, that I Valerie Moore O'Keeffe, Supervisor, and members of the Town Council of the Town of Mamaroneck hereby present this Proclamation to JAMES G. JOHNSON, JR. to honor and recognize him - outstanding mentor to the environmental community. We applaud both Jimmy and Mary Anne, and thank them both for their vision in preserving the natural setting and quiet beauty of the Reservoir property. Helene Schaefer truly exemplifies the qualities that the VNSW wish to promote, reinforce and recognize in our community. NORMA AND GEORGE HOMER WHEREAS, Norma and George Homer are being honored by the Visiting Nurse Services in Westchester; and WHEREAS, the Homers have been an outstanding couple for over fifty years; and WHEREAS, the Homers married after the war settling first in New Jersey; then in 1955 moved to the Town of Mamaroneck where they still live. They have three children and two grandchildren; and WHEREAS, the Homers believe strongly in improving and building up the community through citizen participation; and WHEREAS, they have given unstintingly of themselves for the benefit of our Town and County. For twenty-five years, Norma has been part of the Visiting Nurse Services In Westchester and through Norma, George has supported VNSW in many ways; and WHEREAS, the Homers are enthusiastic promoters of VNSW's expansion of services and programs. NOW THEREFORE, BE IT RESOLVED, that I, Valerie Moore O'Keeffe, Supervisor, and members of the Town Council of the Town of Mamaroneck hereby present this Proclamation to NORMA AND GEORGE HOMER to honor and recognize their extraordinary service to the community. ORAL COMMUNICATIONS Betty Miller, President, Larchmont Gardens Civic Association was delighted to hear about our progress and work on IKEA project. Understand Code Enforcement Officer at work would like to know if he has been active in the Gardens area. Mr. Altieri explained he worked three days and last week worked on Sunday. He gave out 25 notices of violation of garbage. She stated that Association has asked for permission to put up Holiday Lights around the Lake area and wondered what the status was. Further discussion followed on this subject. 11 October 18, 2000 Supervisor O'Keeffe feels it is not worth taking Government action which might have the result of one group against another. She said that this was not in the best interest of the Town. Councilman Odierna stated maybe we could have a winter festival. Serve hot chocolate, cookies. Councilwoman Myers said that would be a beautiful addition. Councilman Odierna stated that would bring much more beauty to the area. Councilwoman Seligson agrees with Supervisor. Symbols mean different things to different people. Councilman Odierna asked Mrs. Miller if she was having problems getting places for their meetings. Ned Ryan claims he has difficult access. Mrs. Miller stated it came up about the Weaver Street Firehouse, and she had a meeting with Supervisor O'Keeffe and Mr. Altieri to discuss the procedure. Certain procedures have been improved. Supervisor O'Keeffe asked, "have you been turned down?" Mrs. Miller replied no, but problems getting access because procedure is informal. WRITTEN COMMUNICATIONS - None SUPERVISOR REPORTS - None REPORTS OF COUNCIL Councilman Odierna reported on dinner at the Sarah Neuman Nursing Home on October 11th and the Recreation dedication of Memorial Park on Saturday. The Tennis Courts are scheduled for resurfacing next year. Sunday went to LIFE Center. Friends of Reservoir meeting is coming up next week and the LIFE Center and Friends are taking votes on combining their activities. Councilwoman Meyer stated that she attended the 50th Anniversary of the Junior League on the Sound on Saturday. ADJOURNMENT The Supervisor said that the next scheduled meetings would be November 1 and November 15, 2000 and that a Special Meeting was held this week to set date for a Public Hearing on November 1 to discuss Telecommunications. On motion of Councilwoman, seconded by Councilman the meeting was adjourned at 10:15 PM. On motion of Council Seligson , seconded by Council Odierna the meeting was adjourned at 10:15 PM and reconvened into a Work Session to discuss the Budget Review Schedule. Submitted by Carol A.
