HomeMy WebLinkAbout2000_09_13 Town Board Minutes MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON SEPTEMBER 13, 2000 AT 7:30 PM IN THE CONFERENCE ROOM A OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Valerie M. O'Keeffe Deputy Supervisor Paul Winnick Councilwoman Phyllis Wittner Councilwoman Judith A. Myers Councilman Ernest C. Odierna Councilwoman Nancy Seligson ALSO PRESENT: Stephen V. Altieri, Town Administrator CALL TO ORDER The special meeting of the Town Board was called to order by Supervisor O'Keeffe at 7:30 PM. AFFAIRS OF THE TOWN 1. Hommocks School/Weaver Street Traffic Study Susan Smychenko of Alan Davis Associates appeared with the Town Board to review the traffic study of the school and Weaver St. There was a general discussion about the report and members of the Town Board asked questions on the details presented. Specifically, there was a discussion regarding the impact of the proposed change in the exit and entrance driveway for the Blockbuster Video Store. The matter is before the Town Planning Board and Alan Davis Associates has submitted recommendations for the Planning Boards' consideration. After further discussion of the report, the consensus of the Town Board was to accept the recommendations of the report regarding improvements on Hommocks Rd. and Old Hommocks Road as detailed in the report. The Town Administrator was directed to prepare a budget estimate for the improvements. Also, the Town Administrator will speak with the school district regarding their participation in the improvements. With respect to Weaver Street traffic, Ms. Smychenko indicated that after a long period of unresponsiveness from the State Dept. of Transportation, a Mr. Dave Ellis did finally contact her about Weaver Street. The DOT confirmed that the traffic signals at Myrtle Boulevard, Harmon Drive, and Palmer Avenue could be synchronized. Also, the DOT indicated a willingness to install left turn lanes on Palmer Avenue and an advance left turn and lag turn movement at the Palmer Avenue and Weaver Street. The Board decided that a communication should be delivered to the State DOT to reiterate the commitments made to Ms. Smychenko. Also, the Town Board decided to place the report on the Town Board Agenda for public discussion at the first meeting in November. 2. Proposed Local Law -Animals The Town Board received a revised draft of a proposed local law to establish a prohibition from residents having certain types of animals including goats, sheep, and poultry. After discussion by the Town Board the following changes will be made to the law: September 13, 2000 1. Change the term poultry to fowl 2. Clarify if pigeons are considered fowl 3. Section 2 -Add the word "noise" to this section 4. Section 3b(i) Change 45 days to 90 days 3. Leaf Transportation The Town Administrator provided an update to the Town Board regarding negotiations to establish a leaf transportation contract with the County of Westchester. Also, a review of the latest bids received for leaf transportation. 4. Building Use Policies An update was provided to the Town Board on the revisions being made to the building use policies for Town Buildings 5. Stipulation of Settlement - Civil Service Employees Association The Town Administrator distributed a proposed stipulation of settlement with the CSEA. Further consideration will be given to the matter at the 9/20/00 Town Board meeting. ADJOURNMENT There being no further business to come before the Town Board, the meeting was adjourned.
