MINUTES OF THE SPECIAL MEETING AND 2015 BUDGET WORKSESSION OF THE TOWN
BOARD OF THE TOWN OF MAMARONECK HELD ON OCTOBER 20, 2014, BEGINNING AT
4:00PM IN CONFERENCE ROOM C, OF THE TOWN CENTER, 740 W. BOSTON POST
ROAD, MAMARONECK, NEW YORK
PRESENT: Supervisor Nancy Seligson
Councilman Ernest C. Odierna
Councilwoman Abby Katz
Councilwoman Jaine Elkind Eney
Councilman Thomas A. Murphy
Additionally Present: Town Administrator, Stephen V. Altieri
Town Comptroller, Anthony Siligato
Assistant Town Administrator, Connie Green O’Donnell
During the Budget Worksession the Town Board had two additional items to address as follows:
1.Presentation Liability Insurance Proposals
Additionally Present: Dan Murray of the Lawley Group
The Town Board reviewed a memo from Mr. Altieri dated October 18, 2014 re; Liability/Property Insurance
Renewal. In Mr. Altieri’s memo he explains that the Town’s insurance policy will expire on October 29,
2014, and as previously authorized the Town retained the services of Lawley Group of Buffalo, NY to assist
the Town with the preparation and evaluation of an RFP. The Town Board reviewed a chart of the
proposals received by the four brokers: Coughlin Insurance Services, Spain Agency, Inc., Arthur J. Gallagher
& Co., and Salerno Brokerage Corp.
The following notes were submitted by Connie Green O’Donnell:
Dan Murray of the Lawley Group presented four property and casualty insurance quotes received
by the Town in response to a Request for Proposal. A comparison chart was distributed that listed
by insurance broker, the insurance companies’ quotes which included policy limits and deductibles.
The selection was narrowed down to two brokers based on pricing, one of whom is the current
broker for the Town. Since there was minimal difference between the two quotes, a reference
check will be conducted of the other insurance broker. Dan Murray was also asked to respond to
specific questions that involved insurance coverage. After a lengthy discussion, the Town Board
decided to defer the decision until their next meeting on Friday, October 24, 2014.
On motion of Supervisor Seligson, seconded by Councilwoman Katz, the Town Board unanimously agreed
to enter into an Executive Session to discuss Litigation.

Discussion of Planning Board Litigation
On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the Board unanimously agreed
to resume the Meeting.
2.Authorization – Transfer of Funds – Legal Services
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was
RESOLVED, that the Mamaroneck Town Board does hereby approve the Budget Amendment
in the amount of $40,000.00 as detailed in the following schedule prepared by the Town
Comptroller:

3.Overview of the 2015 Tentative Budget
The Board reviewed and discussed the transmittal letter dated October 15, 2014 to the Town Board
accompanying the submission of the 2015 Tentative Budget and received a PowerPoint presentation of the
2015 Tentative Budget.
