BOSTON POST ROAD, MAMARONECK, NEW YORK PRESENT: Supervisor Nancy Seligson Councilman Ernest C. Odierna Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilman Thomas A. Murphy ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER - WORK SESSION On motion of Councilman Murphy, seconded by Councilwoman Katz, the Work Session was unanimously opened at 5:00PM. Veteran’s Tax Exemption Additionally Present: Susan Thomas, Town Assessor The Town Board reviewed a memo from Susan Thomas dated April 2, 2014 in which she explains that it has recently come to her attention that in 2009 Westchester County increased the basic maximum exemption amount for Cold War veterans from 12,000/40,000 (15% option) of the assessed value to the new increased maximums of $54,000/$180,000. The Town will need to set a public hearing in order to consider adopting this change. Bill Maker will work with Mr. Altieri and Ms. Thomas to draft legislation for the Town to consider. Update Worker’s Compensation Initiative The Town Board reviewed a memo from Connie Green O’Donnell explaining the Town’s selection by PERMA to participation in a pilot program facilitated by the consulting firm of Alpen Risk Safety Advisors, LLC. This will include an evaluation of the Town’s claims experience in an effort to implement safety measures that will improve the Town’s Workers’ Compensation exposure and costs. Ms. O’Donnell stated that she and Mr. Altieri met with representatives from Alpen Risk Safety Advisors, LLC to discuss the project and its objectives. Update Hommocks Summer Camp The Board was advised that a solution to the location for this summer’s Hommocks Summer Camp has been successfully resolved with the Mamaroneck School District allowing the Town to utilize the Hommocks Middle school. Energy Service Contract Review The Town Board discussed the final scope of work for the Energy Service Contract. 1 April 2, 2014 Councilwoman Elkind Eney emphasized that she wants to make sure there are funds to upgrade the two existing bathrooms and existing locker rooms that has been discussed by the Town Board, and that they will be part of this summer’s renovations. Councilwoman Elkind Eney explained to the Board the difference between the existing bathrooms and the fundraising efforts by the Varsity Hockey and from MYHA to build new locker rooms and new showers. This effort is separate and beyond the current discussion of what upgrades will be done to the existing bathrooms and locker rooms. Supervisor Seligson asked Mr. Altieri to review the various funding sources for the different projects at the Hommocks Ice Rink. Mr. Altieri stated that there is the borrowing of approximately $3.8 million to fund the Energy Service Contract renovations, an existing capital project funds remaining from the design phase, and additional balances needed would be drawn from the Ice Rink Trust Fund. Mr. Altieri added that this will be shown during this evening’s PowerPoint to the public. The Board will continue their conversation when Terry Guiry of Honeywell arrives. Proposed New LMC-TV Headquarters Additionally Present: Tony Siligato The Town Board reviewed a Design Feasibility Report for the proposed location of a consolidated facility for LMC-TV. The Town Board asked Mr. Siligato, in his capacity as Treasurer for the Cable TV Board of Control, how this project might be funded. Mr. Siligato began by explaining that there are two sources of funding for the LMC-TV budget. One from the PEG Grant of $130,000 a year, and is used for programing and equipment. The other source of funding is franchise fee revenue and goes directly to the Cable Board of Control and is used to fund most of LMC-TV. In 2010 funds from franchise fees were dispersed to the municipalities from excess franchise fees. The PEG Fund has a surplus of approximately $900,000 and would be the primary source of funding for this project. Supervisor Seligson stated that over a month ago she had heard that the Town would have a formal presentation of this proposal by LMC-TV, but as yet she has received no word. The Town Board voiced concerns about borrowing for a building that the Town does not own, the viability of LMC-TV in the future, and not receiving any financials regarding this project. The Town Board advised Councilman Odierna, as liaison to the Cable Board of Control, to let the Cable TV Board of Control know the Town’s concerns and reluctance. Energy Service Contract Review – Continued Mr. Siligato presented to the Town Board two schedules titled: 5 Year Estimated Debt Service (Principal & Interest) Payment Schedule and Proposed 2104 Capital Projects Funding - $9,225,000 Serial Bonds – 18 yr. @ 3.16% . The Town Board reviewed and discussed these schedules in detail. NEW BUSINESS Boards and Commissions Supervisor Seligson brought to the Board’s attention the possible need for an additional member to the Board of Assessment Review. Supervisor Seligson knows of an individual who may be interested and will bring that resume to the Board for review. Swimming at Hommocks Pool Supervisor Seligson reported that she received a petition from a group of residents seeking to reinstate the Friday evening hours to the Hommocks Pool. Supervisor Seligson would like the Board to discuss this further at the next meeting. Energy Service Contract Review – Continued 2 April 2, 2014 Terry Guiry of Honeywell joined the meeting. He informed the Town Board of his meeting earlier today with the Recreation Department to review final layout, adding it was a very good meeting. Meeting Dates stth Supervisor Seligson asked the Board to consider changing the May 21 Town Board Meeting to May 28. A decision regarding a change will be made at the next Town Board meeting. On motion of Supervisor Seligson, seconded by Councilman Murphy, the Board unanimously agreed to enter into an Executive Session to discuss the Employment History of a particular person with respect to Boards and Commissions and with respect to the Police Department. EXECUTIVE SESSION Employment History of a Particular Person (s): Boards and Commissions Police Department On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the Board unanimously agreed to resume the Regular Meeting. CALL TO ORDER - REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 8:25 PM, she then pointed out the location of the exits. Supervisor Seligson noted that the Town Board met for a worksession beginning at 5:00 o’clock this evening, adding this is an open meeting that all residents’ are welcomed to attend. SUPERVISOR’S SUMMARY REPORT Supervisor Comments April 2, 2014 The Town staff and Town Board have continued to work on the scope and pricing of the Energy Performance Contract that will be discussed at length tonight and is on the agenda for approval. The Town Board held a special meeting last week to review the numbers of the borrowing, debt service and energy savings. The refined and final numbers will be presented tonight. We were unable to review the numbers before last week as they were not yet available from Honeywell. I met with Governor Cuomo’s Regional Director of the Mid-Hudson Region, Aimee Vargas, last week. We discussed the Regional Economic Councils and Consolidated Funding Application. I will provide notes from the meeting to the Town Board for future reference. The Town staff has continued to work on the issue of resident only permit parking in the Washington Square area. The Traffic Committee will review proposed legislation at its next th meeting on April 9. We all marched in the Village of Mamaroneck’s St. Patrick’s Day parade last Sunday. It was a cold and brisk day, but we had a great turnout and it was fun. I attended the recent meeting of Fields for Kids to learn about the Lorenzen Field project in the Village of Larchmont. The plan is to build 3 baseball fields there. The group needs to raise $750,000 in order to complete the project. 3 April 2, 2014 Finally, Organic Pick up begins Thursday April 3 for leaves, grass, and small branches. It will be collected on your second day of garbage pickup. CITIZEN’S COMMENTS Supervisor Seligson asked if anyone in the audience would like to address the Board, and there was not. TAKEN OUT OF ORDER AFFAIRS OF THE TOWN 2.Authorization–Energy Service Contract-Honeywell Business Solutions Mr. Altieri explained that last week the Town Board received this presentation and with minor changes it is being presented to the public this evening. Mr. Altieri presented a PowerPoint presentation detailing the 2014 Capital Project Schedule, including the ESCO and non ESCO projects, but most specifically detailing the ESCO project. Mr. Altieri introduced Terry Guiry of Honeywell, who is present this evening for any questions. The Town Board is prepared to award the contract to Honeywell this evening. Supervisor Seligson stated that the Town Board has been researching and analyzing this contract at length and this evening is the end of a very extensive process. Supervisor Seligson also emphasized that although this is a new concept in funding improvements to the Town facilities, these improvements have been discussed over the years and have been needed and required for quite some time. Many thanks and accolades where shared by all for the hard work and determination in taking on this large and progressive project. On motion of Supervisor Seligson, seconded by Councilwoman Elkind Eney, it was RESOLVED, that the Mamaroneck Town Board does hereby approve the Energy Services Contract with Honeywell Building Solutions, to conduct energy efficiency improvements to various Town Facilities: Hommocks Ice Rink, Town Center, Weaver Street Fire House, and the Street Lighting Replacement, for a total Contract cost of $7,306,000, and BE IT FURTHER, RESOLVED, that the Town Administrator is hereby authorized to sign said contract on behalf of the Town. AUTISM SPEAKS WHEREAS: Autism is a developmental disorder affecting the social, communication and behavioral skills of those affected by it, and has been declared a national public health crisis; and WHEREAS: Individuals with autism often require a lifetime of specialized and community support services to ensure their health and safety while their families often need support to manage the psychological and financial burdens autism presents; and nd WHEREAS: The United Nations General Assembly adopted April 2 as World Autism Awareness Day, to raise awareness about autism and to promote early diagnosis and early behavioral intervention; and WHEREAS: The Town of Mamaroneck and Village of Larchmont will honor World Autism Awareness in the month of April by illuminating the outside of the library with blue floodlights as part of the “Light It Up Blue” Autism Campaign; and WHEREAS: We hope that this effort will help to raise awareness to educate parents, professionals, and the general public about autism and its effects; and NOW, THEREFORE, BE IT RESOLVED, that I, Nancy Seligson, Supervisor of the Town of Mamaroneck, and the Town Board members hereby proclaim the month of April 2014 as World Autism Awareness Month in the Town of Mamaroneck. Authorization – Bond Resolution Included in the Energy Services Contract are improvements at the Weaver Street Fire headquarters Building, and pursuant to Fire District Law any serial bonds issued for improvements to District facilities or equipment purchases is subject to a mandatory referendum. In that respect there are four resolutions before the Commission to prepare for that election. Councilwoman Elkind Eney stated that her brother recently became a partner with the firm Orrick, which has been the bond counsel for the Town for many years. Due to the fact that Orrick has been the Town’s bond counsel for many years, and that her brother is an environmental lawyer in Washington DC, Councilwoman Elkind Eney feels there is no conflict of interest, but under advisement of Mr. Maker she will recuse herself from voting on any bonding pending a discussion with the Town’s Board of Ethics. The following resolution was offered by Commissioner Murphy, who moved its adoption, seconded by Commissioner Katz, to-wit: BOND RESOLUTION DATED APRIL 2, 2014. A RESOLUTION AUTHORIZING CERTAIN ENERGY EFFICIENCY IMPROVEMENTS AT THE FIRE DISTRICT HEADQUARTERS BUILDING FOR THE MAMARONECK FIRE DISTRICT IN THE TOWN OF MAMARONECK, WESTCHESTER COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $260,000, AND AUTHORIZING THE ISSUANCE OF $260,000 SERIAL BONDS OF SAID FIRE DISTRICT TO PAY THE COST THEREOF. WHEREAS, all conditions precedent to the financing of the capital project hereinafter described, including compliance with the provisions of the State Environmental Quality Review Act, have been performed; NOW, THEREFORE, BE IT RESOLVED, by the Board of Fire Commissioners of Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York, as follows: Section 1. The purchase and installation of certain lighting, heating, air conditioning, ventilation and power system improvements for energy efficiency at the Fire District Headquarters building at 205 Weaver Street in Larchmont, New York, including original equipment, machinery, apparatus, appurtenances and incidental improvements and expenses in connection therewith, in and for 6 April 2, 2014 Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York, is hereby authorized at a maximum estimated cost of $260,000. Section 2. SEQRA DETERMINATION/NEGATIVE DECLARATION: It is hereby determined that the improvements of the building for energy efficiency are a Type II Action for purposes of the State Environmental Quality Review Act which, the regulations promulgated thereunder provide will not result in a significant environmental effect. Section 3. The plan for the financing of such maximum estimated cost is by the issuance of $260,000 serial bonds of said Fire District hereby authorized to be issued therefor pursuant to the provisions of the Local Finance Law. Section 4. It is hereby determined that the period of probable usefulness of the aforesaid class of objects or purposes is ten years pursuant to subdivision 13 of paragraph a of Section 11.00 of the Local Finance Law. Section 5. The faith and credit of said Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year. There shall annually be levied on all the taxable real property in said Fire District, a tax without limitation as to rate or amount sufficient to pay the principal of and interest on such bonds as the same become due and payable. Section 6. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the Fire District Treasurer, the chief fiscal officer. Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be prescribed by said Fire District Treasurer, consistent with the provisions of the Local Finance Law. Section 7. All other matters except as provided herein relating to the serial bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue serial bonds with substantially level or declining annual debt service, shall be determined by the Fire District Treasurer, the chief fiscal officer of such Fire District. Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be in such forth and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the Fire District Treasurer shall determine consistent with the provisions of the Local Finance Law. Section 8. The validity of such bonds and bond anticipation notes may be contested only if: a) Such obligations are authorized for an object or purpose for which said Fire District is not authorized to expend money, or b) The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or c) Such obligations are authorized in violation of the provisions of the Constitution. Section 9. This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150-2. Other than as specified in this resolution, no monies are, or are 7 April 2, 2014 reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein. Section 10. Upon this resolution taking effect, the same shall be published in full in the official newspaper of said Fire District for such purpose, together with a notice of the Fire District Secretary in substantially the form provided in Section 81.00 of the Local Finance Law. Section 11. This resolution is adopted subject to approval at a special election of said Fire District to be held on June 3, 2014. The question of the adoption of the foregoing resolution was duly put to a vote on roll all, which resulted as follows: The above resolution was put to a roll call vote: Murphy Aye Elkind Eney RECUSE Katz Aye Odierna Aye Seligson Aye The following resolution was offered by Commissioner Odierna, who moved its adoption, seconded by Commissioner Elkind Eney, to-wit: RESOLUTION DATED APRIL 2, 2014, CALLING A SPECIAL FIRE DISTRICT ELECTION WHEREAS, the Board of Fire Commissioners of the Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York has heretofore at this meeting adopted a bond resolution authorizing the purchase and installation of certain lighting, heating, air conditioning, ventilation and power system improvements for energy efficiency at the Fire District Headquarters building, including original equipment, machinery, apparatus, appurtenances and incidental improvements and expenses in connection therewith, in and for Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York, at a maximum estimated cost of $260,000, which is subject to the approval of the qualified voters of said Fire District, NOW, THEREFORE, BE IT RESOLVED, by the Board of Fire Commissioners of Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York, as follows: Section 1. A special election of the qualified voters of Mamaroneck Fire District in the Town of Mamaroneck, Westchester County, New York, is hereby authorized to be held on June 3, 2014, at the Firehouse, 205 Weaver Street in Larchmont, New York, in said Fire District, between the hours of 3:00 o’clock P.M. and 9:00 o’clock P.M., Prevailing Time, to vote by PAPER BALLOT upon the adoption or rejection of the bond resolution heretofore adopted at this meeting. Section 2. The notice of such special election shall be in substantially the following form, attached hereto as Exhibit A and hereby made a part hereof. Section 3. The Secretary of said Fire District is hereby authorized to give notice of such special election by publication once in the Journal News, a newspaper published in White Plains, New York, and having a general circulation in said Fire District, the first publication to be not less than 8 April 2, 2014 twenty-seven (27) nor more than thirty-four (34) days prior to the date of such election, as well as posting as may be required pursuant to applicable provisions of the Town Law. Section 4. This resolution shall take effect immediately. AFFAIRS OF THE TOWN - CONTINUED 1.Adoption – 2014 Capital Project Schedule Before the Town Board is a schedule prepared by the Town Comptroller establishing the 2014 Capital Project Schedule, including the project budget, source (s) of funding and purpose for the project. Capital Project Budget $9,278,640.00 Funding as follows: Total Serial Bonds $ 8,875,000.00 Grants/Local Sources $ 117,640.00 Budget Transfers $ 286,000.00 On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, it was RESOLVED, that the Mamaroneck Town Board does hereby adopt the Capital Project Schedule for 2014 as prepared by the Town Comptroller as follows: ATTACHMENT A The above resolution was put to a roll call vote: Murphy Aye Elkind Eney Aye Katz Aye Odierna Aye Seligson Aye 3.Authorization-Serial Bond Resolutions-Various Capital Projects The Town Board reviewed the full schedule of capital projects for which bonding is required. Two projects on the schedule had prior bonding approval and a number of them require setting a public hearing. The required public hearings will be authorized under Affairs of the Town #4. 9 April 2, 2014 The following resolution was offered by Councilman Murphy, who moved its adoption, seconded by Councilman Odierna, to-wit: BOND RESOLUTION DATED APRIL 2, 2014. A RESOLUTION AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE REPLACEMENT AND RECONSTRUCTION OF WALKING BRIDGES AND CATWALKS ON TOWN CONSERVATION TRAILS, IN AND FOR THE TOWN OF MAMARONECK, WESTCHESTER COUNTY, NEW YORK, AT A MAXIMUM ESTIMATED COST OF $97,000 AND AUTHORIZING THE ISSUANCE OF $97,000 SERIAL BONDS OF SAID TOWN TO PAY THE COST THEREOF. WHEREAS, the capital project hereinafter described, as proposed, has been determined to be a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, which regulations state that Type II Actions will not have a significant effect on the environment; and WHEREAS, it is now desired to authorize the financing of such capital project; NOW, THEREFORE, BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Town Board of the Town of Mamaroneck, Westchester County, New York, as follows: Section 1. The replacement and reconstruction of walking bridges and catwalks on Town conservation trails, in and for the Town of Mamaroneck, Westchester County, New York, including incidental improvements and expenses in connection therewith, is hereby authorized at a maximum estimated cost of $97,000. Section 2. The plan for the financing of the aforesaid maximum estimated cost is by the issuance of not exceeding $97,000 bonds of said Town, hereby authorized to be issued therefor pursuant to the provisions of the Local Finance Law. Section 3. It is hereby determined that the period of probable usefulness of the aforesaid class of objects or purposes is fifteen years, pursuant to subdivision 19(c) of paragraph a of Section 11.00 of the Local Finance Law. It is hereby further determined that the maximum maturity of the bonds herein authorized will exceed five years. Section 4. The faith and credit of said Town of Mamaroneck, Westchester County, New York, are hereby irrevocably pledged for the payment of the principal of and interest on such bonds as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such bonds becoming due and payable in such year. There shall annually be levied on all the taxable real property of said Town, a tax sufficient to pay the principal of and interest on such bonds as the same become due and payable. Section 5. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the bonds herein authorized, including renewals of such notes, is hereby delegated to the Supervisor, the chief fiscal officer. All other matters, except as provided herein relating to such bonds, including determining whether to issue such bonds having substantially level or declining annual debt service and all matters related thereto, prescribing whether manual or facsimile signatures shall appear on said bonds, prescribing the method for the recording of ownership of said bonds, appointing the fiscal agent or agents for said bonds, providing for the printing and delivery of said bonds (and if said bonds are to be executed in the name of the Town by the facsimile signature of the Supervisor, providing for the manual countersignature of a fiscal agent or of a designated official of the Town), the date, denominations, maturities and interest payment dates, place or places of payment, and also including the consolidation with other issues, shall be determined by the Supervisor. Such bonds shall contain substantially the recital of validity clause provided for in section 52.00 of the Local Finance Law and shall otherwise be in such form and contain such recitals in addition to those required by section 52.00 of the Local Finance Law, as the Supervisor shall determine. 10 April 2, 2014 Section 7. The above resolution was put to a roll call vote: Murphy Aye Elkind Eney Aye Katz Aye Odierna Aye Seligson Aye 8.Authorization–Tax Lien Settlement-Regatta Apartments On motion of Councilman Murphy, seconded by Councilwoman Elkind Eney, the following was approved, Resolution re: the properties known on the Town’s tax assessment map by Tax Map Designations 9-12-22, 9-12-18, 9-12-26, 9-12-29 and 9-12-71.1 WHEREAS, the unpaid real estate taxes due to the Town as of March 28, 2014 for the properties known on the Town’s tax assessment map by Tax Map Designations 9-12-22, 9-12-18, 9-12-26, 9-12-29 and 9-12-71.1, total $36,639.97, of which $10,729.11 is tax and $25,910.76 is interest and penalties, WHEREAS, these lots were separate lots before they and other lots were aggregated into the Regatta Condominium, WHEREAS, when these lots were aggregated they lost their individual identities and mailing addresses and certain tax bills were not received by the taxpayers, resulting in the imposition of unpaid interest and penalties, WHEREAS, the Regatta Condominium understands that the unpaid taxes must be paid and is willing to pay them but has requested that the Town waive the interest and penalties, WHEREAS, these facts present a unique situation where taxes were unpaid because the merger of these lots into what is now the Regatta Condominium led to the tax bills not being received, WHEREAS, based upon the foregoing and acting pursuant to Real Property Tax Law §1182, it is the best interests of the Town to authorize the enforcement officer to accept $10,729.11 in full satisfaction of the unpaid real estate taxes, interest and penalties due to the Town for the properties known on the Town’s tax assessment map as Tax Map Designations 9-12-22, 9-12-18, 9-12-26, 9-12-29 and 9-12-71.1. WRITTEN COMMUNICATIONS None REPORT OF COUNCIL Councilwoman Elkind Eney attended, along with other Board Members, the St. Patrick’s Day Parade in the Village of Mamaroneck. Councilwoman Elkind Eney attended meetings regarding the ESCO project at the Hommocks Ice Rink. The first meeting was a PowerPoint presentation by Mr. Altieri and Mr. Siligato to the Town Board. She then met with the Recreation Department staff to discuss renovations to the existing bathrooms and locker rooms. She also met with Mr. Altieri and the architect for the Ice Rink to discuss the additional bathrooms and showers being funded by MYHA. On a very different note she attended a lovely luncheon of the Women’s’ Club at Orienta Beach Club, noting the former Town Officials in attendance, former Town Supervisors’ Dolores Battalia and Caroline Silverstone. Councilwoman Katz noted that as liaison none of her Boards or Commissions met since the last time she reported. Councilwoman Katz did attend the Brick Fest at the Library and reported that the Spelling Bee is coming up this weekend. Councilman Odierna attended, in addition to the St. Patrick’s Day Parade and the Special Town Board Meeting, a workshop entitled, Positive Community Norms, sponsored by RADAR. Councilman Odierna attended one of the 3 day sessions and reported positively of information he received. 27 April 2, 2014 Councilman Murphy also had no liaison assignment meetings to report. Councilman Murphy very much enjoyed the St. Patrick’s Day Parade and seeing so many ‘Irish’ Town Board Members. He is very glad the winter appears over and he hopes everyone gets outside and enjoys it. Supervisor Seligson congratulated Chris Altieri on his upcoming wedding!
