Boston Post Road, Mamaroneck,New York. The meeting was called to order at 7:32 p.m. MEMBERS PRESENT: Dr. C. Alan Mason, Chairman Matthew Teitsch Maurizio Bertini Sara Hanna Ann Thomas OTHERS PRESENT: Jaine Elkind Eney,Liaison to the Town of Mamaroneck Town Board Peter Fanelli,Liaison to the Village of Larchmont Board of Trustees Elizabeth Aitchison,Environmental Planner,Town of Mamaroneck Shea Graham,Hudson Engineering Rick Yestadt,AIA,Yestadt Architecture 1. Roll Call, Thanks and Introductions CZMC thanks Sara Hanna for serving on CZMC and hopes she will return so serve again in the future. CZMC also thanks Jaine Elkind Eney for joining us as the Liaison to the Town Board. A new Liaison will be appointed beginning in January. Ann Thomas has been appointed to CZMC by the Village of Larchmont and was introduced tonight. At the end of the meeting the group explained the history and mission of CZMC and shared some tales about flooding. 2. Approval of Minutes The minutes of the September 27,2021 meeting were approved as submitted. The October minutes have not yet been completed and will be ready for consideration at the January meeting. 3. Referrals: a. 7 Daymon Terrace—Residential Site Plan Rick Yestadt and Shea Graham presented the proposal to enlarge the existing house and install a stormwater management system. Due to the presence a significant amount of shallow ledge rock, the existing footprint will be utilized, with first floor additions being located in the rear of the house and the garage. The current lot coverage is 21.4 percent and will increase to 26.1 percent. Stormwater from the site will be collected in a large Page 1 of 2 attenuation gallery, after entering a catch basin where any sediment will settle out. An overflow will connect to a new storm sewer line located along Damon Terrace, which will be dedicated to the Town once complete. The driveway is very steep and will include a trench drain at the bottom to collect runoff. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. It is recommended that the pretreatment catch basin near the attenuation gallery be enlarged to accommodate more volume and permeable pavers be installed at the top of the driveway to reduce the amount of stormwater runoff. 4.
