MEETING MINUTES
September 28, 2021

CALL TO ORDER:
The meeting held in the VFW Lodge, 1288 Boston Post Road was called to order at
7:00 P.M. by Chairman Druker.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Chairman Druker, seconded by Commissioner Plansky, the Meeting
Minutes of August 10, 2021 were unanimously approved as amended.
SUPERINTENDENT'S UPDATE:
Ms. Fisher reported the following:
1 . The fall facility requests for use of the Carpino-Steffens Fields by Ms. Bari
Suman and Mr. Simon McCarthy were approved as requested.
2. Registration for most fall programs began on August 18th. The Recreation
brochure is available online, and we will also continue to send out monthly
newsletters.
3. The attendant at the Memorial Park Tennis Courts will be on site limited hours
after October 1st. The courts will remain open until early November, weather
permitting.
4. Registration for Session 1 of Skating School was held on September 20tn
Current registration for Session 1 is at 136. Enrollment in 2019 for Session 1
was 156.
5. The Freestyle Skating Program began on September 19th with an enrollment of
18. Walk-ins are allowed, space permitting.
6. A copy of the October ice rink calendar is enclosed for your information. Daily
public skating sessions will begin on Saturday, October 2nd. Also enclosed are
copies of current publicity materials and advertisements for the Hommocks Park
Ice Rink.
7. All fall swim lessons will begin the first week of October, and are fully enrolled as
follows:
Swim Lessons: 74
Dolphins: 30
Aqua Jog: 27
Barracuda Triathlon: 20
8. The preseason Hockey Clinic began on September 14th with an enrollment of 30.
Last year we had an enrollment of 30. The Recreation House Hockey program
begins November 6th. We will be hosting a Learn to Play Hockey Clinic with the
New York Rangers from November 6th — January 29tn
9. Fall tennis programs began the week of September 13tn

SUPERINTENDENT'S UPDATE CONTINUED:
10.We held our last Movie in the Park this season with a showing of "Night at the
Museum" which took place on September 10th
11 .A copy of our 4th Annual Fall Food Truck Festival flyer is enclosed for your
information.
12.The pool is averaging 35 registered swimmers per week night and 69 swimmers
per weekend day. A schedule of the pool hours is enclosed for your information.
13.Copies of our upcoming Trivia Night, Kids Bingo Night, and the Halloween Drive-
Thru flyers are enclosed for your information.
14.The Hommocks PTA sponsored Movie Night on the Carpino-Steffens Field has
been re-scheduled for October 15th
15.The annual maintenance to the fields was completed on August 26th by Landtek,
and the fields reopened for play on September 9tn
16.Rob Lunde, Ice Rink Manager, will be retiring at the end of March, 2022. The
process of recruiting for this position is underway.
17.Due to the shortage of lifeguards, we are creatively thinking of ways to recruit
and train new lifeguards.
18.The locker room Ribbon Cutting Ceremony at the ice rink on September 19th was
a success. The Mamaroneck Youth Hockey Association threw a BBQ for all who
attended.
19.The Mamaroneck School District has not moved forward with the lockers and
benches for Locker Room #2. We have provided benches in the interim so that
teams have a place to sit and change.
20.We are planning on resuming the sale of pool permits starting in January, 2022.
21 .A Request for Proposal for Concession Services at the Hommocks Park Ice Rink
will go out for solicitation within the next few weeks. Our goal is to have the
concession up and running by January, 2022.
22.Rob Lunde broke his hand while installing new benches in the locker rooms. He
will have surgery on his hand, and will be out of work until further notice.
23.The cleaning service for the Hommocks Park Ice Rink began on September 15th
We are very pleased with their service.
24.New Rochelle tennis permit holders have been averaging about 2 players a week
at Memorial Park Tennis Courts.
2022 RECREATION DEPARTMENT PROPOSED BUDGET:
Ms. Fisher reviewed the Proposed 2022 Recreation Department Budget. This is just the
preliminary budget, it still needs to be presented to the Town Board for approval.
The 2022 Department Goals were reviewed:
Memorial Park
1 . Continue the variety of group events held at the park.
2. Complete the renovation of the playgrounds.
Adult Recreation
1 . Increase participation numbers in all adult programming by 10%.
2. Expand upon our program offerings.
Ice Rink
1 . Secure additional revenue sources during the summer months.
2. Replace nonworking air conditioning and heating units in the rink lobby. Add air
conditioning to the rink office.
3. Introduce a new concessionaire.
4. Install a new camera surveillance system.
General Recreation
1 . Purchase and install a metal garage to store the kayaks in during the off-season.

The 2022 Department Goals continued:
Pool:
1 . Resume annual pool permit sales.
2. Resume a full schedule of public swim hours.
3. Expand the outdoor pool complex aquatic features to accommodate larger numbers of
users, and the high volume of summer camp usage. These improvements would also
attract new families to purchase a permit.
Youth Programs:
1 . Continue to increase participation numbers in all youth programs.
2. Reinstate the Teen Travel Camp and Breakfast Club program.
BUDGET HIGHLIGHTS:
Carpino-Steffens Fields: There is no significant change regarding the Carpino-
Steffens Fields except for a planned 10% increase in water rates.
General Recreation: We will be looking to publish and mail out a brochure for the
fall/winter season. We have added money back into the budget for this cost.
Hommocks Pool: The pool expenses have been increased due to the hourly rental fee
charged by the school district. Additional money has been added to the part-time salary
line for the pool to stay competitive with lifeguard salaries.
Hommocks Park Ice Rink: The ice rink salary line has been increased to include the
transition and training time necessary with hiring a new full-time General Manager. A
new full-time Operations Manager position has also been added this year. The increase
to the water bill is due to the planned increased rate and consumption associated with
the new locker rooms (showers, additional sinks, and toilets). The publicity line has
decreased due to using more social media outlets and our website for publicity.
Youth: Increases in the youth lines are based on planned increased enrollment
numbers at camp adding back in the Teen Travel, and Breakfast Club programs for the
2022 season.
