MEETING MINUTES
November 9, 2021

CALL TO ORDER:
The meeting held at the VFW Lodge, 1288 Boston Post Road was called to order at
7:00 P.M. by Chairman Druker.
ACCEPTANCE OF MEETING MINUTES:
On a motion by Chairman Druker, seconded by Commissioner Paonessa, the Meeting
Minutes of September 28, 2021 were unanimously approved as submitted.
SUPERINTENDENT'S UPDATE:
Ms. Fisher reported the following:
1 . Session 1 of Skating School concluded on November 7th with an enrollment of
160. In 2019, the enrollment was at 192.
2. Registration for Session 2 of Skating School began on November 1st with an
enrollment of 275. In 2019, the enrollment was at 247.
3. The House League Hockey program began on Saturday, November 6th with a
current enrollment of 82. Last year's enrollment was at 85.
4. The Learn to Play program co-sponsored with the New York Rangers began on
Saturday, November 6th with an enrollment of 67. The New York Rangers will
reimburse the Town a fee of $175 per player to help offset the expenses for
providing this program.
5. The Ice Rink General Admission attendance numbers for October, 2021 and
2019 were enclosed for review. The Friday Night Skate session has been very
busy.
6. All Tennis programs have concluded for this year. Tennis programs will resume
in May.
7. The Adult Volleyball program will begin on December 1 stand has a current
enrollment of 25.
8. The ice rink hosted "Skate with a Character" on Sunday, November 7th.
9. Two Snapology workshops will be offered on Veteran's Day in the Community
Room.
10.The Pizza Fun Bingo Night program offered for kids had an enrollment of 49.
11 .A Paint Party with Nando is scheduled for December 10tn
12.The 4th Annual Fall Food Truck Festival was held on October 2nd. We had a very
large crowd, and it turned out to be a beautiful day.
13.The Town of Mamaroneck Fire Department will be hosting their Annual Toy Drive
at the ice rink on Sunday, December 12tn

14.The current Lifeguarding class has an enrollment of three. The winter session is
scheduled to start in January.
15.A copy of the November Newsletter was enclosed. This newsletter is emailed
monthly with current offerings and events.
16.The Carpino-Steffens Fields are scheduled to be aerated, top-dressed, seeded,
and fertilized the week of November 22nd. The fields will then be closed until the
beginning of April, 2022.
17.The Memorial Park tennis courts and park building will soon be winterized and
closed for the winter.
18.The Recreation Department budget was presented to the Town Board on
October 23rd. The Town Board will adopt the budget in December. There are no
changes suggested at this time.
19.A Request for Proposal for the Operation of Food and Refreshment Concession
at the Hommocks Park Ice Rink went out on October 19th. Two vendors attended
a site visit at the ice rink. The deadline for the RFP is November 17th. A copy of
the RFP was enclosed.
20.The General Manager's position at the Hommocks Park Ice Rink was posted on
October 20th. At this time, we have received nine applications that will be
reviewed. The deadline for submission is November 22nd. A copy of the job
description was enclosed.
21 .Credit card payments at the pool for walk in patrons started on Tuesday, October
12th. The online prepayment option will still be available.
22.Due to inclement weather, the 2nd Annual Halloween Drive-Thru on Saturday,
October 30th was relocated to the Weaver Street Firehouse.
23.The Town will need to fund an additional $100,000 for the completion of the ice
rink locker room renovation. A total of $50,000 is to cover project overages,
change orders, and pay all remaining invoices. An additional $50,000 is needed
to purchase approximately five storage containers that will be used to store the
summer floor. This additional money will bring the total project cost to
$1 ,900,000.
24.There is no update from the Mamaroneck School District regarding furnishing
lockers in one of the ice rink locker rooms for the high school team's use. Bari
Suman, Athletic Director was provided with a tour of the new locker rooms on
November 5th. We have provided temporary benches in the locker room for now.
25.Ms. Fisher hopes to provide an update on the Memorial Park Playground
renovations at the next Commission meeting.
26.Rob Lunde's hand is healing well. He is still on light duty until mid-November.
27.The Friday Night Skate session times will need to be adjusted by fifteen minutes
on December 3rd, 17th, January 14th, 21st, 28th, and February 11th due to
Mamaroneck High School hockey games. Public session times on these dates
will be 7.45 — 9:45P.M.
REVIEW AND APPROVAL OF PROPOSED 2022 POOL PERMIT CLASSIFICATIONS
AND FEES:
Due to COVID-19, all 2019 — 2020 pool permits were cancelled, and prorated refunds
were given to all permit holders. Since then, we have been operating the pool on a pay-
per-use fee basis. The public has expressed that they would like to return to a permit.
The Recreation Department would like to simplify the permits to a 12-month resident or
nonresident permit. Commissioner Plansky expressed that the permit fees have
significantly increased. Ms. Fisher explained to the Commission that the pay-per-usage

is not covering the pool expenses, a return to permits, and an increase in fees are
necessary to help offset these expenses.
A chart of past pool membership numbers and proposed pool permit fees were
enclosed for review. After further discussion, a motion was made by Chairman Druker,
seconded by Commissioner Plansky to simplify the pool permits to 12-month permits,
and 10 admission passes. The daily pay-per-visit will be phased out this spring. All in
favor.

INCREASE OF SENIOR CITIZEN AGE — POOL PERMITS:
A recommendation was made by Chairman Druker to increase the age classification for
the senior citizen permit from 62 to 65 years of age. After a brief discussion, the
Commission voted 3-2 to increase the age to 65.
CHAIRMAN'S UPDATE:
Chairman Druker and the Commission congratulated Jaine Elkind Eney on becoming
the new Town of Mamaroneck Supervisor. The Commission also extended their thanks
to Jaine for her many years of service on being the Town Boards representative to the
Recreation Commission.
The next Recreation Commission meeting will be held on December 14th at the
Hommocks Park Ice Rink Community Room at 7.00 P.M.

There being no further business to come before the Commission, on a motion by
Chairman Druker, seconded by Commissioner Sigel, the meeting adjourned at 7.50
P.M.
