HomeMy WebLinkAbout2021_04_06 Recreation Commission Minutes TOWN OF MAMARONECK RECREATION COMMISSION MEETING MINUTES April 6, 2021 PRESENT: James Druker, Chairman Graham Gutter William Paonessa Rita Plansky Terry Rainaldi Susan Sigel EXCUSED: Brian Welsh ALSO PRESENT: Jill Fisher, Superintendent of Recreation Jaine Elkind Eney, Town Board Liaison Vicky Laoutaris, Recreation Supervisor Jennifer Pollak, Recreation Supervisor Eileen Puleo, Commission Secretary CALL TO ORDER: The meeting held via Zoom was called to order at 6:30 P.M. by Chairman Druker. ACCEPTANCE OF MEETING MINUTES: On a motion by Chairman Druker, seconded by Commissioner Plansky, the Meeting Minutes of March 9, 2021 were unanimously approved as amended. SUPERINTENDENT'S UPDATE: Ms. Fisher reported the following: 1 . Camp registration for residents will begin on April 12th. Residents will only be able to register for one session at this time. On May 3rd, residents may register for a second session, space permitting. On May 24th, any remaining spaces will be made available to nonresidents. 2. Spring programs have begun and many are at full enrollment. 3. The Memorial Park Tennis Courts are open for play. On May 1st, court attendants will be on duty. Adult and Youth tennis lessons will start on May 3rd New nets have been installed. Some of the courts will require repairs to the surface. 4. We plan to host an outdoor movie this spring and will be showing "Moana". A date has yet to be confirmed. 5. The ice rink is planning on offering public skating on Saturdays beginning April 10th. This will be on a trial basis for the month of April. There will be a fee of $10 per person for 90 minutes of skating. After further discussion, the Commission unanimously was in favor of resuming public sessions on Saturdays in April. 6. The Freestyle Skating program that was offered on Saturdays this spring did not have enough participants enrolled to hold the session. The Tuesday session of Freestyle will run with enough participants to meet our established minimum. 7. We have been notified that Westchester County will be renting the Showmobile stage this summer. We have submitted an application to the County for our summer concert series dates. 8. On March 23rd, the maintenance on the Carpino-Steffens Fields was completed. The opening date for the fields was April 5tn 9. The construction on the ice rink locker rooms is almost complete. Current photos were enclosed for the Commission to review. Focus will now begin on construction of the support building in the back of the ice rink to store the summer flooring material. 10.Rob Lunde has announced he will be retiring in March, 2022. Rob has worked for the Town of Mamaroneck for 37 years. Town of Mamaroneck Recreation Commission Meeting Minutes April 6, 2021 - Page 2 SUPERINTENDENT'S UPDATE CONTINUED: 11 .Plans to renovate the Memorial Park playground area have resumed. A survey of Memorial Park has been completed and is enclosed for your review. The Request for Proposal and the summary of submissions are also included. These submissions were sent prior to the COVID-19 shutdown, so these quotes may be outdated. Town Engineer, Robert Wasp will be requesting updated proposals. 12.The sandbox has been closed off and it will be filled in with blacktop this spring. 13.The new Zamboni has been ordered. The lead time is approximately five months. 14. Former Recreation Commissioner Rosemary Dufficy has passed away. At the Commission's request, the Town Conservation Department has been contacted regarding information on dedicating a memorial tree or bench in Rosemary's honor. It is being recommended to consider waiting until the renovations have been completed at Memorial Park before we make a dedication in her honor. EMAIL FROM AINE SANTRY: Ms. Jennifer Pollak, Aquatic Director received an email from Ms. Aine Santry. Ms. Santry would like to express to the Recreation Commission how important the Mamaroneck Swim Club has been for her child and hopes the Commission agrees to offer the program this summer. FACILITY REQUESTS FOR USE OF CARPINO-STEFFENS FIELDS: Facility requests for use of the Carpino-Steffens Fields were submitted from Mr. Simon McCarthy, Larch mont/Mamaroneck Football Club, Mr. Peter Bennett, Larchmont/Mamaroneck Youth Lacrosse, and Ms. Bari Suman, Mamaroneck UFSD. On a motion by Commissioner Paonessa, seconded by Commissioner Rainaldi, the Commission unanimously approved these requests. EMAIL REQUEST FROM DAN DEMASI: Mr. Dan Demasi, organizer of the Adult Ice Breaker Hockey Tournament has requested four days of donated ice time for their fundraising tournament from September 9th — 12tn The Adult Ice Breaker Hockey Tournament is usually held in the spring but was cancelled due to COVID-19. Mr. Brendan Collins, MYHA has also requested ice time September 9th — 12th for their season kick-off. Town Board Member, Ms. Elkind-Eney has spoken with both organizations to see what time everyone would need. Ms. Fisher feels they will not be able to share this ice time and will reach out to Mr. Demasi if there are any other time options. We will need to revisit this usage request at the May meeting. 2021 SCHOLARSHIP GUIDELINES: The 2021 Scholarship guidelines were reviewed. The total amount of aid distributed will not exceed $8,000. On a motion by Commissioner Plansky, seconded by Commissioner Sigel, the request to accept the 2021 scholarship guidelines as presented was unanimously approved. MEMORIAL PARK USAGE FEE: Ms. Fisher has requested to increase the Memorial Park Field usage fee from $45.00/hour to $50.00/hour. Chairman Druker made a motion to approve this request, seconded by Commissioner Plansky. All in favor. Town of Mamaroneck Recreation Commission Meeting Minutes April 6, 2021 - Page 3 SUPERINTENDENT'S UPDATE CONTINUED: PROPOSED SUMMER POOL USAGE SCHEDULE AND FEES: Vicky Laoutaris, Recreation Supervisor has reached out to the Villages of Larchmont and Mamaroneck regarding their interest in utilizing the pool this summer. Due to the COVID-19 restrictions and protocols in place by the Health Department, both camps have decided that they will not be using the Hommocks Pool this summer. Ms. Laoutaris has stated that the Hommocks Day Camp is not planning on using the pool this summer. Co-Op Camp is the only day camp that has expressed interest in using the pool. Ms. Jennifer Pollak, Aquatic Director has proposed to limit the Mamaroneck Swim Team to (90) participants. Ms. Pollak feels she can accommodate the Swim Team from 9:OOam to 11 :00am and the Dive Team from 11 :00am to noon, Monday — Thursday. This would allow Co-Op Camp use of the entire pool complex on Fridays, 9:OOam to noon. The public would have access to the pool; Monday — Thursday, 11 :15am — 8:15pm, Fridays, 12:15pm — 8:15pm, and weekends 10:15am — 8:OOpm. The pool will once again operate with reserved time blocks throughout the day on a pay per visit basis. Last year's admission fees were $5.00 for all residents. Ms. Pollak is proposing a new fee structure for this summer: • Resident Adults (Ages13 & up) $8.00 • Resident Youth (Ages 1-12) and Senior (Ages 62 & up) $5.00 • Non-Resident Adults (Ages13 & up) $10.00 • Non-Resident Youth (Ages 1-12) and Senior (Ages 62 & up) $7.00 Residents can register one week prior and Nonresidents can register one day prior. On a motion by Chairman Druker seconded by Commissioner Paonessa, the request to accept the 2021 proposed summer pool usage and fees was unanimously approved. ADJOURNMENT: There being no further business to come before the Commission, on a motion by Chairman Druker, seconded by Commissioner Plansky, the meeting adjourned at 7:30 P.M.
