Boston Post Road, Mamaroneck,New York. The meeting was called to order at 7:40 p.m. MEMBERS PRESENT: Dr. C. Approval of Minutes The minutes of the July 26,2021 meeting were approved as submitted. 2. Referrals: a. 9 Pryer Lane—Renovations to House and replacement of Pool Ed Parker, Joel Luberice, Daniel Sheiivan and Michael Stein presented plans to renovate the property and replace the pool at 9 Pryer Lane. As proposed, there will be a substantial reduction in the amount of impervious surface by shortening the driveway and adding a lawn area. A new garage will be added and the house will be renovated. Stoiniwater runoff will be collected and treated by an 8-unit cultec system in addition to reducing the impervious surface by 4,000 square feet. Screening is being added to the yard to supplement the existing plantings. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. Page 1 of 2 b. 57 Glenn Road—Construction of a single family house Stephen Anderson presented the proposal to construct a new single family house at 57 Glenn Road. He explained that the plans were recently revised to protect three trees on the property and to reduce the number of arborvitae. As proposed, stoiniwater will be collected by two sets of Cultec units, one in the front and one in the back. Even though the stoiniwater system is being designed to handle a 50 year stoiiu, CZMC expressed concerns about this property flooding during larger rain events. This location is a low spot in a neighborhood with a history of flood issues. Several CZMC members expressed an interest in a site visit to the property to meet with the engineer on site. This will be scheduled during the upcoming week. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program, but recommended that the home be designed to be flood resilient. Specifically,the home's utilities should be located above the basement elevation and if a sump pump is to be used,it should discharge to a separate system. c. AT&T — Co-Location of Antennas on Cell Tower at Bonnie Briar Country Club, 808 Weaver Street This proposal is for AT&T to place cellular antennas on the cell tower that was erected this year by Homeland Towers and to install the necessary ground equipment and emergency generators in the area specified on the approved site plan. No changes to the approved site plan are being proposed. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. d. Bonnie Briar Country Club, 808 Weaver Street - Site Plan Approval/Wetlands and Watercourses for drainage improvements and related work on the 14' & 16'Fairways Benedict Salanitro and Joe Napolitano presented the proposal to install underdrain systems beneath the 14th and 16th fairways to improve drainage following a stoiiu. The proposal also includes enlarging the irrigation pond, adding an aquatic shelf to the pond, removal of overgrown vegetation along a section of the Sheldrake River and a new section of golf cart path. They will be hiring a wetlands biologist to assist with the project. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. e. Village of Larchmont Zoning Ordinance Amendment CZMC discussed the proposed amendments to the list of peiiuitted uses in the RB and RC zoning districts. CZMC had no comments to share with the Village Board on this amendment. 3. Old Business No old business to discuss. 4.
