Boston Post Road, Mamaroneck, New York. The meeting was called to order at 7:37 p.m. MEMBERS PRESENT: Dr. C. Alan Mason, Chaiinian Matthew Teitsch Tara Anderson Maurizio Bertini Bob Fletcher OTHERS PRESENT: Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck Peter Fanelli, Trustee, Village of Larchmont Sean Jancski, Landscape Architect, 2 Bay Avenue Nicholas Shirriah, Civil Engineer, 2 Bay Avenue Eva Szigeti, Evans Associates, 2 Bay Avenue Mark Mustacato, Architect, 18 Gate House Lane George Mottarella, Engineer, 18 Gate House Lane 1. Approval of Minutes The minutes of the June 29, 2021 meeting were approved as submitted. 2. Referrals: a. 2 Bay Avenue—New Pool and Terrace Sean Jancski and Nicholas Shirriah presented plans to install a pool and patio at 2 Bay Avenue. As proposed, the pool will be located as close to the house as possible to keep it out of the VE flood zone. The project will not increase the amount of impervious surface on the property and is being sited where the existing patio is currently located. Stoiniwater runoff will be collected and treated by a rain garden and a hydrodynamic separator before being discharged to Larchmont Harbor. Screening is being added to the yard to supplement the existing, mature plantings. In addition, the applicant's Landscape Architect assured CZMC that the only exterior lighting being proposed will be in the pool itself. Exterior lights can interfere with nighttime navigation for boaters. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. Page 1 of 2 b. 18 Gate House Lane— Construction of a single family house on a vacant lot Mark Mustacato and George Mottarella presented the proposal to construct a single family house on the vacant lot at 18 Gate House Lane. The existing lot is wooded and trees will be removed within the area of the new house, driveway, drainage systems and regraded areas. Some trees will be preserved at the rear and sides of the lot. Replacement spruce and pine trees are proposed along with some smaller ornamentals and shrubs. Drainage will be collected by two sets of Cultec units: 4 in the front and 12 in the rear. Very little grading will need to be done in the front and rear yards. A full basement is not proposed and only a crawl space will be constructed under the main house to minimize the need for rock removal. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 3. Old Business No old business to discuss. 4. New Business Bob Fletcher announced he was resigning from CZMC because he is moving out of the area. The other members thanked him for his service and wished him well in the future. CZMC members voted to cancel the August meeting due to the anticipated lack of a quorum. A discussion was held as to the feasibility of having a hybrid foiivat of participation by zoom or in- person at future meetings. Elizabeth Aitchison will look into this and report back. The meeting was adjourned at 8:25 p.m. The next CZMC meeting will be held on Monday, September 27,2021 at 7:30 p.m. in Conference Room C. Page 2 of 2
