A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. This meeting was originally scheduled for Monday, June 21st,but was cancelled and rescheduled for June 29' due to a lack of a quorum. The meeting was called to order at 7:34 p.m. MEMBERS PRESENT: Dr. C. Roll Call 2. Approval of Minutes The minutes of the May 24,2021 meeting were approved as submitted. Page 1 of 3 3. Referrals: a. 59 Shore Drive—Renovation of House Kathleen Gallagher and Tyler Marshall led the continued discussion of the proposal to renovate the house at 59 Shore Drive. This project was before CZMC in March and a finding of consistency could not be made because the applicants still had to complete the design of several elements of the project. At this time the applicants have worked out the details of the proposal and have returned to CZMC seeking a deteiiuination of consistency. A few changes were made to the plans since March including the installation of a catch basin with a sump that will remove sediment before the stoiniwater is discharged to Little Harbor Sound. The remaining stoiniwater on the site will be collected and passed through a hydrodynamic separator before being discharged to the Sound. Some changes were made to the landscaping plan to preserve public views of the water from the end of Douglas Lane. Benedict Salanitro attended the meeting on behalf of the Village of Larchmont to verify that the drainage plans have been reviewed by him and are acceptable. He explained to CZMC that the project will provide a public benefit by including an easement for the Village of Larchmont. The Village will install a curtain drain on Douglas Lane that will collect stoiniwater from the roadway and direct it through the hydrodynamic separator. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. b. Bonnie Briar Country Club—808 Weaver Street-Platform Tennis Courts CZMC member Matthew Teitsch recused himself from voting on this matter as he is a member of the Bonnie Briar Country Club (BBCC). Representatives for BBCC presented the proposal to construct 4 platfoiiu tennis courts near the existing Golf Cart storage building. The project will require the removal of 5 black locust trees, which will be replaced with a row of 6 spruce trees for screening and additional shrubs will also be planted. Two 1,000-gallon propane tanks will be installed to operate a heating system, designed to melt snow from the platfoiiu floors during the winter. CZMC requested that this be reviewed by the Town fire department. Play on the courts will be peiiuitted until 10pm, and lights will be required from dusk until 10:30 pm. Lighting will be automatically turned off by a timer at 10:30pm nightly. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. c. Pepe Porsche—2500 Boston Post Road— Site Plan Amendment/Special Use Permit The Town of Mamaroneck Planning Board requested a new letter from CZMC reaffuiuing their finding of consistency for the car dealership located at 2500 Boston Post Road. The property is still under the same ownership. The applicant is updating their site plan to show the existing parking layout, perimeter fence location and garbage enclosure. In addition they are seeking a new Special Use Peiiuit for the operation of the current Porsche Dealership. CZMC had issued a finding of consistency in 2005 when the property was a Mercedes Benz Dealer. At that time, CZMC requested that an oil/water separator be installed in the garage to treat waste water from the floor drains. This was completed at that time. CZMC finds this proposal to still be consistent. Page 2 of 3 4. Old Business No old business to discuss. 5. New Business No new business to discuss. The meeting was adjourned at 8:25 p.m. This will be the last remote meeting of CZMC and the next meeting will be held in person on Monday, July 26, 2021 at 7:30 p.m. in Conference Room C. Page 3 of 3
