A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. The meeting was called to order at 7:36 p.m. MEMBERS PRESENT: Dr. C. Alan Mason, Chaiinian Matthew Teitsch Sara Hanna Tara Anderson OTHERS PRESENT: Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck Peter Fanelli, Liaison to the Village of Larchmont Board of Trustees Jaine Elkind Eney, Liaison to the Town of Mamaroneck Town Board Steve Leicht,Vice Commodore, Larchmont Yacht Club 1. Roll Call 2. Approval of Minutes The minutes of the April 26, 2021 meeting were approved as submitted. 3. Referrals: a. Larchmont Yacht Club,Fuel System Steve Leicht, the Vice Commodore for the Yacht Club,presented the proposal to install a new marine fueling system at the Larchmont Yacht Club. Dispensed fuel will only be sold to club members,reciprocal club members or used by the club. The proposed fueling system will include a 5,000 gallon, double-walled tank that will store 2000 gallons of diesel fuel and 3000 gallons of gasoline. There will be an alaiiu system designed to prevent accidental over-filling of the tank and a containment trough will be installed under the storage tank if it is deteiiuined that the double walled system is not sufficient spill protection. To protect the system during stoiiu events, the tank will be installed above ground on a concrete pad, above the base flood elevation, where it will be bolted and strapped down. The tank will screened from view by a fence. From the tank, underground fuel lines will carry the fuel to another concrete pad where the lines will run above-ground to a dispensing system at Page 1 of 2 the bottom of the dock ramp. In advance of a stoiiu event, the dispensing system and ramp can be raised above the water and out of harm's way. In addition to these safety measures, a fire suppression system will be installed. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. 4. Old Business Peter Fanelli updated CZMC on the Manor Park Restoration project. 5. New Business Elizabeth Aitchison infoiiued CZMC about the presence of Emerald Ash Borer, an invasive beetle from Asia that has killed many trees along the Brook and is spreading rapidly through the community. The Village of Larchmont has received several proposals for the redevelopment of the parking area at the train station. These will be reviewed by the Board of Trustees. New parking meters have been installed in the Village of Larchmont and will go into effect on June 1st. Revenue from the meters will be spent on road, sidewalk and curb repairs.
