A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: Dr. C. Alan Mason, Chaiinian Matthew Teitsch Sara Hanna Bob Fletcher Tara Anderson OTHERS PRESENT: Elizabeth Aitchison, Environmental Planner, Town of Mamaroneck Robert Keller, Architect, 1 Spanish Cove, 25 Ocean Avenue, 14 Old Colony Drive Joseph Pajonas, Landscape Architect, 1 Spanish Cove Bruno Iacono,Pool Contractor, 1 Spanish Cove Kayvon Heravi, Applicant 14 Old Colony Drive 1. Roll Call 2. Approval of Minutes The minutes of the March 22, 2021 meeting were approved as submitted. 3. Referrals: a. 1 Spanish Cove Robert Keller, Joeseph Pajones and Bruno Iacono presented the proposal to install a swimming pool at 1 Spanish Cove. The Village of Larchmont Planning Board had previously referred the construction of a new house on the property to CZMC in 2020, which is under construction now. The Applicant has decided to add a pool to the project and so they are returning to CZMC. Erosion control and stoiniwater mitigation are being provided and the pool is being situated to minimize visual impacts. Because the proposed pool is located in an AE flood zone,it is being built on pilings with extra concrete to prevent it from uplifting during flood events. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. Page 1 of 2 b. 25 Ocean Avenue Robert Keller presented the plans for the renovation of the house at 25 Ocean Avenue. The majority of the work to be done will be inside the house. Exterior work will include the expansion of terraces, the installation of a Cultec drainage system, reduction of the driveway area and landscaping. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. However, when landscaping the property, efforts should be made to preserve the public views from Ocean Avenue and Walnut Avenue to the Harbor. c. 14 Old Colony Drive Robert Keller presented the proposal for renovations to the house and property at 14 Old Colony Drive. The exterior renovations will include a new facade, a deck extension, a new front walkway and a gravel terrace. Two Cultec units will be installed to capture and treat some of the sediment and stoiniwater from the site. The system will overflow to a popup emitter on the lawn. CZMC found the proposal to be consistent with the policies in the LWRP. d. 40 Ocean Avenue In January, CZMC heard the proposal to subdivide and construct two new houses at 40 Ocean Avenue. At that time, CZMC requested additional infoiivation to deteiiuine if the proposed houses would be consistent with Policy 25B, C and D which seek to preserve the visual and scenic qualities of the neighborhood. The Applicant was asked to return to CZMC with realistic renderings of the proposed houses so that a deteiiuination could be made. Adam Wekstein and Thomas Kerrigan presented the renderings which demonstrate that the homes would not impact the scenic views of the Harbor. Based on these renderings, CZMC found the project to be consistent with Policy 25 B, C and D. 4. Old Business No Old Business 5. New Business The Town of Mamaroneck has issued a 6-month long moratorium on the demolition of houses so that the Town Board could study the issue further.
