A public email account was monitored during the meeting for the submission of public comments and LMCTV provided a written transcript of the meeting. The meeting was called to order at 7:30 p.m. MEMBERS PRESENT: Dr. C. Roll Call 2. Approval of Minutes The minutes of the January 25, 2021 meeting were approved as submitted. 3. Referrals: a. 39 Ocean Avenue,Rear Deck and Pool. Paige Lewis and Ubadah Abdullah presented the proposal to construct a wood deck, balcony and a swimming pool at the rear of the house. A portion of the existing house and the location of the proposed pool and deck are located within the VE flood zone. As proposed, the pool will be located partially in-ground and partially above-ground, surrounded by the deck on three sides. The facade of the pool will have a 5-foot stone masonry face and the perimeter landscaping will remain. A raingarden will be installed in the rear yard to provide water quality treatment of the runoff from a portion of the roof with an Page 1 of 2 overflow to a drain inlet. The area under the deck will be gravel and the pool equipment is to be housed in this location. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program provided that project complies with the building requirements for the installation of the pool and pool equipment within a VE flood zone. b. 3 Cornell Street—Residential Site Plan Engineer, Eliot Senor presented the proposal to construct a new house with a pool and a stoiniwater management system. The property is split between the Town of Mamaroneck and the Town/Village of Scarsdale. Jurisdictionally, Scarsdale is handling the review and peiiuits for the front of the property including the house and the Town of Mamaroneck is handling the review and peiiuitting of the pool, a stoiniwater system and other improvements in the rear of the property. As proposed, a 5-foot retaining wall will be constructed across the rear and side of the property so that the elevation can be raised using approximately 3,000 cubic yards of fill material. The stoiniwater for the new pool will be directed to a series of eight Cultec units in the rear yard. (A separate system to be located within Scarsdale will handle the runoff from the house and driveway.) No trees are to be removed. New evergreen screening will be planted along the perimeter of the rear yard and the row of 12-foot tall arborvitae will remain. CZMC found the proposed action to be consistent with the policies in the Local Waterfront Revitalization Program. c. 22 Pryer Manor Road — Residential Site Plan and Wetlands and Watercourses permit for a rear addition to the house and the installation of a pool, patio, driveway extension and rain garden. Rick Yestadt, architect; Engineer, Ubadah Abdullah and Landscape Architect, Liz Handfiy presented the proposal to construct a rear addition to the house and install a new pool, patio and driveway extension. A large portion of the property contains tidal wetlands and is also in a flood zone. To mitigate the impacts to the tidal marsh, peiiueable pavers are being proposed in the new driveway area and the patio surface will be made of dry laid bluestone (set in sand). A large raingarden will provide some detention of stoiniwater as well as water quality treatment. CZMC found the proposal to be consistent with the policies in the LWRP. 4.
