6:15 PM Sustainable Infrastructure Khris Dodson Syracuse University - Collaboration

of how Syracuse and TOM could collaborate on projects. Regarding Stormwater and Sustainable
Infrastructure, it was noted that TOM is acting in concert with several other SoundShore communities. As
part of those actions, TOM is expected to approve an Inter Municipal Agreement (IMA) later in June which
will, among other thigs, authorize the hiring of engineers for a Sanitary Sewer Evaluation Study (SSES).
For TOM, local act
current laws and possibly provide financing alternatives for residents whose laterals need to be repaired.
Syracuse can assist in organizing materials and programs for Outreach & Education, Green Infrastructure
and Community Financing Tanya Bigelow and Susanna Randall of EFC may be particularly helpful
Syracuse may further assist TOM efforts through: Analysis which Prioritizes Infrastructure
repairs; Educational materials on Infrastructure Issues, particularly in light of the changer to a TOM Sewer
Use fee; consider Green Infrastructure Pilot programs which might combine Bike-friendly and Green Infra
initiatives, including alternatives to Permeable Paving, with its higher capital and maintenance costs
Khris Dodson will summarize the opportunities as Syracuse sees them and get back to us
with next steps.

Collaborative members agreed to participate at the TOM Summer Concert Series at
Memorial Park. Members will staff a Collaborative Table with literature on 2015 Priority Initiatives
7:00 PM Community Charrette - Saturday Oct 3, 2015 Beth R & Michele L
Saturday October 3 was chosen as the date for the Community Charrette, to be held at the
VFW. Planning will commence during the summer
7:15 PM Collaborative 2015 Budget requests & allocations for June TOM Board Mtg All
Proposed TOM Budget items were reviewed. Additional Budget items were proposed. It
was agreed, in principle, the the Collab budget should emphasize programs for Outreach
and Education, and the tools required to effect those. It was further agreed that the Collab
budget should not typically be used for Capital Improvements, as those should be

calendar year. Discussion will be continued at the next Collaborative meeting.
7:30 PM Air & Noise Pollution Quiet Leaf Blowers update and next steps George R
George Roniger presented Draft Ordinances for Collaborative Review and action, along
with back-up material from Portland, OR. After discussion, it was agreed that George would adjust the
ordinance language and send along to the TOM Supervisor for action
Note: Following the Meeting, it was determined that, going forward, the Collaborative will
need to propose, discuss, vote on and pass a specific resolution for all actions to go to the TOM Board.
Therefore, the Collaborative will need to to review the adjusted proposed ordinance at its next meeting
and move forward from that point.
