If agenda topics did not result in specific decisions or agreed actions, no italicized minutes are included) Minutes of Feb 10, 2015 Meeting reviewed & approved 2015 Priority Initiatives Goals & Actions Updates comments back to each priority leader, and each priority leader will be responsible for adjusting the plan for discussion and confirmation at our next meeting, Tuesday March 24, 6PM at the VFW. Specific comments below: Air & Noise Pollution George R Discussion of potential to invite quiet leaf blowers to the March 22 Green Steps Expo. George R will pursue and coordinate if possible. Discussion of whether aircraft noise can be added to this priority, specifically related to recently revised approach patterns to LGA. Improve Community Preparedness Tony G Renewable Energy & Local Energy Frank O, Marc K, Mitch G Briefing on status of Solarize Program. Approximately 110 candidate identified, 10% of these non- responsive, approximately 30% of the remainder non-feasible leaving 70 potentials. Sunrise Solar working through these, 7 contracts signed to date after 4.5 weeks of the 18-week program. Commercial Kick-off event in early April, date and location TBD 1 ToM Sustainability Collaborative 2015.0310 Meeting Agenda Briefing on Community Choice Aggregation (CCA). Decision to invite Mike Gordon, lead advocate for CCA, to our next meeting, Tuesday March 24, to hear detailed explanation and better understand the respective roles of ToM, residents, real price impacts, potential risks and restrictions Near-Zero Waste Community Mitch G, Steve A Composting to be specifically added to the plan, as this is a focus for Andrea Boyar. Mitch & Steve A to discuss whether the Pay-As-You-Throw (PAYT) preparations will start in calendar 2015, as this will impact budget requests Education & Awareness Michele L, Beth R Michele and Beth compiling potential Education schedule and budget based on the content of each plan. Further report on March 24 Zoning, Codes & Climate-Smart Nancy S, Andrea G Climate Action Plan a priority for TOM for 2015. To be discussed at our next meeting, March 24 Calendar & Events Green Steps March 22 Discussion of who from the Collaborative will be present, what literature will be available for our Priorities. Michele and Frank are coordinating Presentation of Banner concepts. 6 feet long, 3 feet tall, weather-resistant materials, two-sided, grommets installed for attachment and stability, approximate cost $350. General approval. Michele to revise design to incorporate some views of Mamaroneck and coordinate with Steve A TOM and VOL will collaborate on a Bicycle Friendly Community table. Biking May Bike to School; Sept Walk-to-School Preparedness Red Cross Event TBD Others? Structure & Governance ToM Actions? Steve A agreed to forward TOM Board resolution appointing Collaborative members esday evenings will be general meeting day, specific dates to be confirmed at next meeting on March 24. Task Force meetings, as these do not authorize monetary expenditures and do not confirm policies, can occur according to the convenience of each Task Force Steve A distributed a Preliminary Budget, based on previous efforts. Steve A will revise for our next meeting based on the comments below House Gas (GHG) data for the entire TOM, including residents, businesses, transport. 2 ToM Sustainability Collaborative 2015.0310 Meeting Agenda outreach at multiple TOM events. A discussion also occurred regarding how a large rain barrel program for homeowners could be funded as part of an overall storm water management and sanitary sewer infiltration management program Communications & Outreach Electronic websites & blasts Media news media & blogs Inter-Governmental Coordination on Sustainability Efforts Discussion of how to avoid duplication of effort with governmental officials and environment committees on sustainability and resilience issues. Agreed that VOM and VOL Environment Committee members can be invited to attend TOM Collaborative Task Force and possibly General Meetings to efficiently spread information and lay the groundwork for coordinated action by TOM, VOM and VOL. It was noted that Marc Karell has been doing this for several years, since the start of the Collaborative. Others? New Members Candidates Needed sources? Other Full Sustainability Plan Next Steps?
