MINUTES OF THE HOUSING AUTHORITY COMMITTEE MEETING HELD SEPTEMBER 13, 2021 BEGINNING
AT 7:30 PM, IN CONFERENCE ROOM C, AT THE TOWN CENTER, 740 W.BOSTON POST ROAD,
MAMARONECK, NEW YORK

CALL TO ORDER
Election of Officers of the Housing Authority –
Dolores Battalia proposed Frank Pierson to be the Housing Authority’s Vice President, Joseph
Mileto seconded, all aye.
Dolores Battalia proposed Joseph Mileto to be the Housing Authority’s Treasurer, Frank Pierson
seconded, all aye.
Business Agenda –
Report of the Hommocks Park Apartment Management Company
Nuno Pires discussed the Cash Position:
Cash in Check: $63,825.30
Cash in Reserve Accounts: $374,926.18
Total: $438,751.48
Arrears: 1 Tenant is 2 months behind on rent, but has set up a payment plan. 2 tenants are 1 month
behind on rent.
There are no vacancies at this time.
Appliance Replacements: Nuno reached out to GE Appliance and Appliances Connection to order
appliances in bulk. As of right now, the appliances are on back order.
Gas Line Replacement – Two buildings are in progress, and 2 remain.
On motion of Chair Dolores Battalia, seconded by Frank Pierson, the Committee unanimously agreed to
enter into Executive Session.

EXECUTIVE SESSION
Employment history of a particular person and corporation.
On motion of Chair Dolores Battalia, seconded by Frank Pierson, the Committee unanimously agreed to
go out of Executive Session.
Committee discussed the use of Town of Mamaroneck email accounts.
Chair Dolores Battalia, Nuno Pires, and Frank Pierson discussed moving the cash reserve to Webster -
Sterling Bank from Wells Fargo Bank. The Treasurer and Nuno were authorized to proceed with the
transfer.
Frank Pierson spoke about the damage caused by Hurricane Ida.
Discussion of Windows – Until the window project can begin, Nuno will have windows equipped with a
vinyl strip to protect again weather.
A small amount of water did enter some apartments from outside causing wet installation, which was
removed. However, no water entered the crawl spaces.
Discussion about insurance claims – Ed Mackoul, Claims Adjuster made initial assessment that HAI,
insurance carrier won’t cover the damage because of the old/defected windows. Joseph Mileto and
Frank Pierson encouraged Nuno Pires to follow up with HAI regarding submittal of an insurance claim.
Nuno Pires was directed to arrange for our insurance agent to be present at the October meeting of the
Board to discuss our damage claims.
Nuno Pires and the Committee members discussed the Budget Comparison Report – Rental Collections
are normal. Water consumption is down from last year, which was previously high. This may have been
caused due to the COVID lockdown. Frank Pierson suggested shower head savers be installed to reduce
costs, and Meg Deshpande suggested the use of Star Energy Appliances.
Chair Dolores Battalia discussed gaining access to apartments. Nuno Pires advised the Committee that
he gives residents notices by mail, but many ignore them. Chair Dolores Battalia suggested a uniformed
approach when needing to access tenants apartments.
2021 Budget Status – The Committee and Nuno Pires discussed the various line items in the 2021
Budget.
The Committee discussed the procuring and installation of cameras around the apartments. Frank
Pierson suggested having different technology companies conduct an onsite to evaluate the installation
of cameras and submit bids. This will be further discussed at another meeting.

There was also discussion regarding the replacement of insulation that occurred in 2020. Meg
Deshpande suggested having a company come to inspect the apartments to ensure the windows and
insulation were installed properly.
On motion of Chair Dolores Battalia, seconded by Frank Pierson, the Committee unanimously agreed to
enter into Executive Session.

Potential Litigation
On motion of Frank Pierson, seconded by Dolores Battalia, the Commission unanimously agreed to go
out of Executive Session.
Ratification of Insurance Policies – Frank Pierson motioned to renew the insurance policy. Joseph Mileto
seconded.

adopt the Investment Policy. Frank Pierson seconded.

Adoption – Housing Authority Procurement Policy – was deferred until the October 4, 2021 meeting
On motion of Dolores Battalia, seconded by Joseph Mileto, the meeting was unanimously adjourned at
9:13 pm.
