TOWN OF MAMARONECK,
held, December 27th, 1922.
The meeting was called to order by Supervisor Burton
at 9.00 P.M.
PRESENT: Supervisor Burton,
Justices Boyd, Collins and Shafer,
Town Clerk Sherman,
Counsellor Gamble.
The minutes of the meeting of December 20th, were
read and upon motion approved.
The Town Clerk presented the following petition which
was received and ordered filed.
To.
Frederick M. Sherman, Esq.
Town Clerk of the Town of Mamaroneck,
Mamaroneck, Westchester County, N.Y.
We, the undersigned, duly qualified electors and
taxpayers of Fire, Lighting and water Supply District No. 1
of the Town of Mamaroneck, whose names appear upon the last
preceding assessment roll of said Town, do hereby respectfully
petition. ( pursuant to the provisions of Section 49 of the
Town Law ) that there be submitted to the duly qualified
electors of Fire, Lighting and water Supply District No. 1 of
the Town of Mamaroneck, at a special meeting of said Electors
to be called in the manner provided by law, the following
proposition:
"Shall the Town of Mamaroneck, Westchester
County, New York, be authorized and dir-
ected to purchase and equip an automotive
Hook and Ladder Fire Truck and Apparatus
for the extinguishment of Fires, for use
within Fire, Lighting and water Supply
District No.l of said Town, at a cost not
exceeding Ten Thousand ($ 10,000.00) Dollars,
pursuant to the Statutes of the State of
New York, including among other sections
313 and 313A of Article 14 of the Town Law,
and shall there be levied, raised and coll-
ected, therefor, the sum of not exceeding
Ten Thousand ($10,000.00) Dollars by assess-
ment and tax upon the taxable property
lying within the boundaries of Fire, Lighting
and Water Supply District No. 1 of said Town,
pursuant to the Statutes in such case made
and provided.
And such applicants hereby request that a vote be
taken upon such proposition at such special meeting.

The petition was signed by the following taxpayers
whose signatures were duly acknowledged:

Fuller Hoffman, J.B.Clifford, W.G.Bisset, F.C.Birch, H.J.
Brewer, Albert P.Sorn, E.Van Hook, E.Dudley Schanz, R.B.
Burnham, B.Levino, E.B.Hatrick, Robert H.Stevens, Alfred H.
Stevens, C.C.King, H.W.Geers, Percy S.Clark, J.H.Dickinson,
W.G.Massey, George H. Moore, Roman J. Irwin, Nellie A. Irwin
and Walter W. McCormick.
Mr. Justice Shafer moved and Mr. Justice Collins
seconded the adoption of the following resolution:
RESOLVED, by the Town Board of the Town
of Mamaroneck:
Pursuant to a Petition, and pursuant to
the provisions of Section 48 of the Town
Law of the State of New York, which pet-
ition was duly filed in the office of
the Town Clerk of the Town of Mamaroneck,
New York, on the 27th day of December,
1922, there shall be submitted to the
duly qualified electors of Fire, Lighting
and Water Supply District No. 1 of the
Town of Mamaroneck, at a special meeting
of said electors to be held January 27th,
1923, the following proposition:
"Shall the Town of Mamaroneck, Westchester
County, New York, be authorized and dir-
ected to purchase and equip an automotive
Hook and Ladder Fire Truck and Apparatus
for the extinguishment of fires for use
within Fire, Lighting and Water Supply
District No. 1 of said Town, at a cost not
exceeding Ten Thousand ($10,000.00)
Dollars, pursuant to the Statutes of the
State of New York, including among others,
Sections 313 and 313A of Article 14 of
the Town Law, and shall there be levied,
raised and collected therefor the sum of
not exceeding Ten Thousand (10,000.00)
Dollars by assessment and tax upon the
taxable property lying within the bounar-
ies of Fire, Lighting and Water Supply
District No. 1 of said Town of Mamaroneck,
pursuant to the Statute in such case made
and provided?"
And be it further
RESOLVED, that notice of the time and place
of such special meeting, together with a
copy of the proposition to be submitted
thereat, shall be published for three con-
secutive weeks immediately preceding the
week in which such special meeting shall
be held, in the Larchmonter Times, the
Richbell Press and the Mamaroneck Paragraph, ,
newspapers published in the Town of Mamaro-
neck, and shall be posted in the following
five public places in said District for the
same period of time:
Weaver Street Fire House- Edgewood Road.
Auxiliary Fire House- Weaver Street.
Bulletin Board- Intersection of Myrtle
& Chatsworth Avenue.
Bulletin Board- Intersection of Myrtle
and Weaver Streets.
Fire Station No. 3- Forest Avenue and
Rockingstone Avenue.
Said election shall be held at the Weaver
Street Fire House, Edgewood Road, in the
Town of Mamaroneck, and the votes shall
be canvassed by the Inspectors of Elec-
ion duly appointed: Harry Schwartz, Ralph
Cheney, W. I. Palmer and Charles H. Lighte,
who are hereby appointed special elect-
ion officers for the purpose of canvass-
ing votes to be cast at said special
meeting. The vote on such proposition
shall be by ballot.
And be it further
RESOLVED, that the notice of said Special
Meeting shall be in substantially the
following form:
TOWN OF MAMARONECK
FIRE, LIGHTING AND WATER SUPPLY DISTRICT No. 1
NOTICE OF SPECIAL MEETING
to be held, January 27th, 1923.
Notice is hereby given that a Special Meeting
of the duly qualified electors of Fire, Light-
ing and Water Supply District No. 1 of the
Town of Mamaroneck will be held at the Weaver
Street Fire House, Edgewood Road, in the Town
of Mamaroneck, on Saturday January 27th,1923,
at which the following proposition will be
submitted:
"Shall the Town of Mamaroneck, Westchester
County, New York, be authorized and directed
to purchase and equip an automotive Hook and
Ladder Fire Truck and Apparatus for the ex-
tinguishment of fires for use within Fire,
Lighting and Water Supply District No. 1 of
said Town, at a cost not exceeding Ten Thous-
and ($109000.00 ) Dollars, pursuant to the
Statutes of the State of New York, including
among others, Sections 313 and 313A of Art-
icle 14 of the Town Law, and shall there be
levied, raised and collected therefor the
sum of not exceeding Ten Thousand ($10,000.00)
Dollars by assessment and tax upon the tax-
able property lying within the boundaries
of Fire, Lighting and Water Supply District
No.l of said Town of Mamaroneck, pursuant to
the Statute in such case made and provided?"
The polls will be open between the hours of
6.00 A.M. and 6.00 P.M. To entitle a person
to vote upon such proposition, he or she
must have the qualifications prescribed by
Section 53 of the Town Law for an elector at
a Town Meeting, namely, that the voter, (he
or she) is the owner of property in the Town
assessed to him or her upon the last preceding
assessment roll thereof.

The roll being called upon the adoption of the
foregoing resolution, the following members of the Town
Board voted aye:
George W. Burton, P. H. Collins, William A. Boyd,
Frederick P. Shafer, Frederick M. Sherman.
No; None.
Upon the request of Mr. George H. Moore, it was
VOTED, that all petitions heretofore
presented relating to the Hook and Ladder
Apparatus, be withdrawn.
An application from T.P.Tully was received and read
asking permission for a franchise to operate a bus line through
the unincorporated section of the Town of Mamaroneck.
The application was ordered placed on file and the
matter was referred to the Police Commission for their con-
sideration and recommendations.
The following resolution was presented by Justice
Collins and seconded by Justice Shafer, which was unanimously
adopted:
WHEREAS, this Board in 1919 appointed,
pursuant to law, a Sewer Commission con-
sisting of Robert H.Stevens, William I.
Palmer, H.R.Mitchell and Ralph A. Gamble
as Counsel, upon whom devolved the task
of planning and constructing a Sewer
System for Sewer District No. 1 of the
Town of Mamaroneck; and
WHEREAS, this Commission has during said
period planned with forsight and judge-
ment a Sewer System which already is in-
uring largely to the future prosperity
and upbuilding of said District; and
WHEREAS, a part of the Sewer System is
now completed and the balance is being
constructed; and
WHEREAS, said Commission in the perform-
ance of its duties and of the multitudin-
ous details connected with said project
has spent unlimited time and effort under
the guidance of its able Chairman,
therefore, be it
RESOLVED, that this Board record its app-
reciation not only of the effotts of the
Board of Sewer Commissioners, but of the
actual accomplishment for which it is
responsible; and be it further
RESOLVED, that this Board express to the
Board of Sewer Commission its sincere
thanks and gratitude for the excellent
performance of their duties which has re-
sulted in a permanent benefit to the
Community.
The following resolution was presented by Justice
Boyd and seconded by Justice Collins, which was unanimously
adopted:
WHEREAS, this Board has appointed Henry
M. Whitaker, Felix C. Birch and George W.
Burton during the past year a Police
Commission, pursuant to the Town Law,
which Commission has been most efficient
and industrious in its efforts to co-op
erate with this Board in administering
the police affairs of the Town looking
toward proper protection and security,
therefore, be it
RESOLVED, that this Board express its
appreciation and thanks to the Police
Commission for its services on behalf of
the Town.
The following resolution was presented by Justice
Shafer and seconded by Justice Boyd, which was unanimously
adopted:
WHEREAS, the Town Board has adopted a
Building Code and appointed a Building
Commission thereunder during the past year,
and
WHEREAS, said Commission consisting of
J.G.Henry Harlach, Harry J. Brewer and
George W.Burton has organized and super-
vised the building activities of the Town
pursuant to said building code with fore-
sight and efficiency, therefore be it
RESOLVED, that this Board express to the
Building Commission its appreciation and
thanks for its co-operation and efficient
administration of its duties.
The following resolution was presented by Justice
Boyd and seconded by Justice Collins:
WHEREAS, the Board of appeals consisting of
Howell C. Perrin, Richard W. Hill, Lester B.
Harrisson, E.B.Meginniss and Warland E.
Concklin, appointed by this Board pursuant
to the provisions of the Zoning Lary, has
handled the functions of its office with
due regard to the equitable interests of the
property owners of the Town of Mamaroneck
and with a vision and foresight looking to-
ward the ultimate growth and development of
the unincorporated part of the Town, there-
fore, be it
RESOLVED, that this Board express its grat-
itude and thanks to the Board of Appeals
for its sagacity and judgement in its en-
deavor to protect the best interest of the
Town.
The following resolution was presented by Justice
Shafer and seconded by Justice Boyds which was unanimously
adopted:
WHEREAS, this Board is now closing
another year of its administration of
Town affairs under the able guidance
and leadership of its Supervisor George
W. Burton, therefore be it
RESOLVED, that this Board record and
express to Supervisor Burton its apprec-
iation of his leadership of this Board
in th successful performance of the many
town affairs undertaken and carried
through during the year and herein ex-
press to him its thanks and gratitude for
the acoomplislacents of the administration
for which he has been so largely respons-
ible.
Upon motion, the meeting adjourned at 10.00 P.M.
