HomeMy WebLinkAbout1922_03_01 Town Board Minutes Meeting of the Town Board TOWN OF MAMARONECK, held, March 1st, 1922 The meeting was called to order by Supervisor Burton at 11.15 P.M. PRESENT: Supervisor Burton, Justices Boyd, Collins and Dudley, Town Clerk Sherman Counsellor Gamble. The minutes cf the meetings of January 18th, February 1st and 15th, 1922 were read and upon motion approved. The report of the Supervisor for the month of January was received, read, ordered placed on file and is as follows; February 1st, 1922. Gentlemen: Permit me to submit herewith my financial statement for the month ending January 31st, 1922 to wit; Balance on hand January 1st, 1922 $195,154.92 Deposited by Receiver of Taxes, $13,351.30 Rec'd from Town Clerk, fees, 12.51 Rec'd from Building Commission 79.00 Rec'd from Justice F. W. Burton, Supervisor. A communication was received from Assessor John Maddock tendering his resignation as Assessor same to take effect April 1st, 1922, Mr. Maddock having been appointed Postmaster for the Village of Larchmont. The communication was ordered received, planed on file ani it was voted that this Board accepts the resignation of Mr. Maddock with a sense of deep regret. The matter of filling the unexpired term of Assessor was then discussed and upon motion by Justice Dudley, seconded by Justice Collins, it was RESOLVED, that William Mulcahy a citizen and resident of the Town of Mamaroneck be and he hereby is appointed Assessor of the Town of samaroneck, to fill the unexpired term of John Maddock, at a salary of $1500 per year in equal monthly payments, same to take effect, April 1st, 1922. The question being taken ulon the foregoing resolution same was upon ROLL CALL, unanimously adopted. Counsel reported that pursuant to a resolution of the Town Board, he had prepared an act relating to the issue and payment of bonds of the Town of Mamaroneck, of sewer systems in Sewer District No. 1 in said Town. He stated that he presented the act to the Board, which was thereupon discussed. Upon motion of Justice Boyd, seconded by Justice Collins it was unanimously. RESOLVED, that the Town Board approves of the act relating to the issue and payment of bonds of the Town of Mamaroneck, of sewer systems in Sewer District No. 1 in said Town, as presented by Counsel; and be it further RESOLVED, that the Supervisor be and he hereby is authorized, empowered and dir- ected to request the proper representatives in the Senate and Assembly of The State of New York, to introduce said act and request its immediate passage at the present session of the Legislature of the State of New York. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The matter of establishing a Police District was taken up and after consideration ths following resolution was presented. RESOLVED, that pursuant to the provisions of Section 319 of the Town Law, the terri- tory comprising the unincorporated portion of the Town of Mamaroneck, be and hereby is established a Police District; and be it further RESOLVED, that said Police District, estab- lished as aforesaid, be and hereby is des- ignated as Police District No. 1 of the Town of Mamaroneck, and be it further RESOLVED, that Henry M. Whitaker, Felix C. Birch and George W. Burton, be and they hereby are appointed Police Comm- issioners of Police District No. 1 of the Town of Mamaroneck, their appoint- ment to take effect upon their qualify- ing as provided by Section 319-A of the Town law; and be it further RESOLVED, that the amount of the under- taking to be filed by each of said Comm- issioners be and the same hereby is fixed at the sun of $1,000.00 and be it further RESOLVED, that the terms during which said Commissioners shall hold office shall be at the pleasure of this Board and that they shall serve without com- pensation. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The following resolution was offered by Justice Dudley and seconded by Justice Boyd; RESOLVED, that the Supervisor be and he hereby in authorized and empowered to employ an inspector who shall be a cit- izen and resident of the Town of Mamaro- neck, at a salary not to exceed the sum of $100.00 per month; be it further RESOLVED, that such insrector be assigned to perform such duties in connection with the sewer read and sidewalk construction as the Supervisor may determine from time to time to the end that the interests of the Town may be safeguarded. And be it further RESOLVED, that the Supervisor be and hereby is authorized and empowered to pay said salary in semi-monthly installments, when- ever said inspector is actually employed, upon the presentation of a proper voucher therefor. The question being taken upon the foregoing resolution, same was upon ROLL CALL, unanimously adopted. The Committee appointed to confer with the Village Committee in relation to a municipal building report having met on January 19th and report progress. The Supervisor presented the budget for the year 1922 which was read and duly considered which upon motion, duly seconded and carried it was RESOLVED, that the budget for the year 1922 as presented by the Supervisor be and the same is hereby approved, and it was further RESOLVED, that said budget be spread upon the minutes and is as follows: BUDGET OF THE TOWN OF MAMARONECK FOR THE YEAR 1922. FIRST: RESOLVED, that there be levied and assessed upon the taxable property of the Town of Mamaroneck, and collected the following amounts for the purposes here- inafter set forth, to wit: A. To pay the salary of the Supervisor under the Westchester County Tax act, $2,500.00 B. To pay the salary of the Supervisor under the Highway Law, 1,000.00 C . To pay the salary of the Clerk to the Sup- ervisor 1,500.00 D. To pay the salary of the Town Clerk, 2,500.00 E. To pay the salary of the three Assessors, 4,500.00 F. To pay the salary of the Overseer of Poor, 1,200.00 G. To pay the salary of the Receiver of Taxes, 4,500.00 H. To pay the salary of Janitress, 600.00 I. To pay the rent of Town Offices, 1,200.00 J. To pay for temporary support of Poor, 4,500.00 K. To pay Assessment map bond $8, 1,000.00 L. To pay interest on $3,000 Assessment map bonds at 5% 150.00 M. To pay allowances to Larchmont Public Health Association and Child Welfare Station, 1,200.00 N. To pay Voting Machine Bond #2, 1,000.00 O. To pay interest on Voting Machine Bonds, 6%, 360.00 P. To pay for Memorial day appropriation, 100.00 Q. To pay the salary of the Supt. of Highways, allowances and expenses, 2,500.00 R. To pay for purchase and repair of machinary, Tools, Implements, etc., 750.00 S. To pay for removal of snow, cutting bushes, etcl, 250.00 T. To pay certificate issued against unpaid State, County and Town taxes, less amount on hand, 5,000.00 Total Town at Large, $ 37,310.00 OUTSIDE OF VILLAGES OF LARCHMONT AND MAMARONECK. SECOND: RESOLVED, that there be levied and assessed upon the taxable property of the Town of Mamaroneck lying outside the corporate limits of the Villages of Larchmont and Mamaroneck, and collected, the following amounts for the purposes hereinafter set forth, to wit: A. To pay Murray Avenue improvement bond #5 issue of 1910, $1,000.00 B. To pay interest on Murray Avenue improve- ment bonds @ 5% inssue of 1910, 175.00 C. To pay Murray Avenue completion bond #7, issue of 1911 1,000.00 D. To pay interest on Murray Avenue completion bonds @ 4 1/2% issue of 1911, 382.50 E. To pay Boston Post Road improvement bond #8, issue of 1912, 2,000.00 F. To pay interest on Boston Post Road improve- ment 810.00 G. To pay interest on Chatsworth Avenue improve- ment bonds issue of 1913, @ 5% 500.00 H. To pay Sidewalk bond #5, issue of 1912, 1,000.00 I. To pay interest on on Sidewalk bonds issue of 1912 @ 5% 250.00 J. To pay Sidewalk bond #4 issue of 1914, 1,000.00 K. To pay interest on Sidewalk bond issue of 1914 @ 5%, 50.00 L. To pay for the preservation of Peace, 10,00.00 M. To pay the salary of the Health Officer, 500.00 N. To pay for the repairs and improvements of Highways, 14,000.00 O. To pay for the rental of street lights for the year 1922, 4,500.00 Total, outside of Villages, $36,917.50 FIRE DISTRICT NO. 1 THIRD: RESOLVED, that there be levied and assessed upon the taxable property of the Town of Mamaroneck lying within Fire District No. 1 and collected, the following amounts for the purposes hereinafter set forth, to wit:- A. To pay Fire District Bond #4 issue of 1918, $2,000.00 B. To pay interest on Apparatus bonds @ 5%, 100.00 C. To pay for the rental of Fire hydrants, 1,800.00 D. To pay for compensation Special Officers, 3,000.00 E. E. To pay for the collection and disposal of ashes, garbage, swill, etc. 3,000.00 F. To pay for supplies, equipment, mainten- ance, etc. fire apparatus and fire house 1,5000.00 G. To pay for supplies, equipment, mainten- ance, etc. Chatsworth quarters, 50.00 Total, Fire District No. 1 $11,450.00 FIRE DISTRICT NO. 2 FOURTH: RESOLVED, that there by levied and assessed upon the taxable property of the Town of Mamaroneck, lying within Fire District No. 2, and collected, the follow- ing amounts for the purposes hereinafter set fourth, to wit: A. To pay for the rental of Fire hydrants, $90.00 B. To pay for the rental of Fire house, repairs, maintenance, etc. Fire Co. No. 2, 350.00 C. To pay for the collection and disposal of ashes, garbage, swill, etc. 800.00 D. To pay for sidewalk improvement, Premium River Road, 1,191.98 Total, Fire District No. 2, $2,431.98 Upon motion, the meeting adjourned at 11.40 P.M. Frederick M. Sherman Town Clerk.
