HomeMy WebLinkAbout1993_07_15 Board of Architectural Review Minutes (2) O MINUTES OF THE WORK SESSION OF THE ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK JULY 15, 1993, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: E. Robert Wassman, Chairman James Fleming Ralph Heisel Robert T.mmmerman Pamela Washington Absent: Joan Williams Also present: Michelle Bonsteel, Building Inspector Bonnie Burdick, Recording Secretary CALL TO ORDER The session was called to order by Chairman Wassman at 6:35 PM. The minutes of the previous work session were discussed. In connection with Section 14-29 C 4, it was decided that the Town Board should consider signs for special events. It was felt that this section needed clarification particularly concerning banners. Upon review, the Board realized that, according to Section 14-35 C, neon signs are forbidden. The Board decided to change the new photo requirement for Section 14-30 to 4" x 6" photos. To §14-30 D(5), add "The use of sharply contrasting colors may be prohibited if inconsistent with the character of the sign and its surrounding." Three of the four members present at this point in the meeting were in favor of eliminating poles signs within 2 years. The Board was unanimously in favor of adding a new section to §14-32 A: §14-32 A 3. Security signs shall be displayed as required in §14-32 A 1 and shall be limited to 25 inches square The measurements for §14-33 B were changed as follows: Maximum height - 24 inches Lettering or pictorial matter when part of a sign - 18 inches Letters attached to a building - 24 inches CA sentence shall be added. .."These dimensions may be subject to an increase or a reduction based upon the proportions of the building subject to review by the BAR." July 15, 1993 Work Session Page 2 Section 14-33 C was revised as follows: "A two-sided ground sign may be constructed with an overall outline of not more than twenty-four (24) square feet per sign face which may refer to any single business enterprise whose building, or part thereof, is seventy-five (75) feet or longer, measured parallel to the street. The ground sign shall be oriented to generally face the street to which it is adjacent, and all parts thereof shall be back of the street lines. No part of any ground sign shall be more than four (4) feet above the ground upon which the sign is located. Said sign shall not use guy wires for support. A variance for larger traits or characteristics may be requested from the BAR." Section 14-33 D dealing with pylon signs shall be eliminated. By a vote of 3 - 1, it was decided to not require business hours to be posted. After a long discussion, it was decided to add : "Decals on glass for safety purposes may be approved by the BAR." Mr. Meisel stated that it is difficult to make Mamaroneck's Post Road like Rye's as it is on a bigger scale with a wider street and faster traffic. He felt that the BAR needs flexibility in judging signs.
