HomeMy WebLinkAbout1991_09_25 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK SEPTEMBER 25, 1991, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: E. Robert Wassman, Chairman Ralph Heisel Robert Immerman Pamela Washington Joan Williams Also present: William E. Jakubowski, Building Inspector Bonnie M. Burdick, Recording Secretary CALL TO ORDER The meeting was called to order by Chairman Wassman at 7:55 PM. APPROVAL OF MINUTES On motion of Mr. Immerman, seconded by Mrs. Williams, the minutes of the meeting of July 18, 1991 were unanimously approved as corrected. On motion of Mrs. Williams, seconded by Mr. Immerman, the minutes of August 15, 1991 were unanimously approved. THAI TAKE OUT - Sign Approval 2423 Boston Post Road Block 505 Lot 463 Paul Donohue, attorney, presented this application first as he had another commitment. His client, for financial reasons, proposed using the former store's "sign box". Mr. Donohue proposed a sign with a background color of bright blue with white letters one foot high - all of it back lit. Mr. Donohue stated that he understood that the particular colors have a meaning to Thais. If the sign were dropped lower, the Board felt that the sign would look better, and the members preferred the letters in the lower third of the sign - even with the white stripe on the building. The members also much preferred that only the letters be backlit. To avoid the economic hardship and delay of a new sign better suited to the building, Mr. Wassman suggested working with the existing sign box as presently located for the time being and considering a new sign at a future date as define? by the Building Inspector. On motion of Mr. Heisel, seconded by Mrs. Williams, it was unanimously agreed that a sign for 2423 Boston Post Road was approved subject to the September 25, 1991 -2- following conditions. 1. The letters shall be moved lower in the existing sign box - centering the letters on the white line on the building. 2. The blue background shall be opaque and unlit. 3. The white letters, 1-foot high, shall be backlit. 4. At the renewal of the Special Permit for the restaurant by the Planning Board in two years, the sign shall be subject to review and replacement, if necessary. LEXUS DEALERSHIP (continued) - Site work 1435 Boston Post Road Block 411 Lot 249 Mike Monroe, architect, appeared. He presented the Board with collrputer-generated printouts representing foot candles on the site generated by the proposed lights. The printouts represented the situation for normal night hours and for after hours. The lights would be 20 feet high on a 2 foot base, made of anodized aluminum, probably black, and with rotating reflector lights. Said reflectors could be turned should a light annoy a neighbor. On motion of Mrs. Washington, seconded by Mrs. Williams, the Board unanimously accepted this plan as one which meets Local Law #7. Mr. Monroe stated that the company wants to install a satellite dish on the rear, flat roof. It would be 8' to 9'tall on an 8' by 8' base and 6' in diameter. Mr. Jakubowski stated that the Town cannot regulate dishes. On motion of Mrs. Washington, seconded by Mr. Immerman, this Board unanimously recommended that the satellite dish installed by Lexus should be the most inoffensive color possible to match the dealership's roof. TEN GRAND. ,INC. - Exterior improvements Block 410 Lots 463, 310,321, 332 and 338 Donald S. Mazin, attorney, and Fred Coleman, attorney, appeared on behalf of the application. Mr. Wassman reminded the Board that it is not the Lead Agency for this application; it is to rule on signage, landscaping and exterior color and appearance only, with it recommendations forwarded to the Planning and Zoning Boards. September 25, 1991 -3- Mr. Coleman demonstrated renditions of the new fascia. The "Finast" logo will be in red and on the same plane as the signs for the other stores which will also be colored red. There will be a sign in blue in the middle of the Post Road facade identifying the shopping center by name. Mr. Immerman and Mr. Wassman thanked Mr. Coleman for being so responsive to the Board's requests. Mr. Coleman stated that it would not be financially possible to place more trees at the low point of the slopes in the Weaver Street parking lot as requested by Mrs. Williams. On motion of Mr. Immerman, seconded by Mrs. Washington, this Board unanimously recommended approval of the exterior appearance to the Planning Board and waiver of sign size, lot coverage and number of parking spaces to the Zoning Board. The variances are being recommended due to the deep set-back of the building and the approved appearance by the additional trees. LARCHMONT AUTO PARTS DISTRIBUTORS - Sign application 1395 Boston Post Road Block 411 Lot 224 Eugene LaMantia, owner, and Michael Frederick, of Unique Signs, appeared. They proposed painting the whole building white. Red and blue stripes would be painted on the front and, as agreed at this meeting, the new side sign would match up exactly with the "Car Quest" logo on the front of the building. Mr. LaMantia also proposed installing a planting bed surrounded by Belgian block as is being installed farther up the Post Road at the Weaver Street intersection. Mr. Jakubowski will measure the resulting turning radii. On motion of Mr. Wassman, seconded by Mr. Heisel, the sign plans for the auto parts dealership were unanimously approved subject to the following conditions. 1. The current non-conforming signs shall be removed. 2. The entire building will be painted white. 3. The red and blue stripes on the left and right front will be lowered to an elevation just above the brick. The "Car Quest" logo of the side sign to be centered on the front stripes. 4. A Belgian block planter with 2 trees and low evergreens will be installed according to the plans filed. LAMBORQI NI N.Y. - CONN. CORP. - Sign application 1380 Boston Post Road Block 409 Lot 194 Claudio D'Chiutiis appeared. He stated that the dealership will use two of the existing signs removing the one on a pylon. It will not place signs on the building. The windows will remain as is. The building will be painted a yellowas indicated in the sample provided and the mullions September 25, 1991 -4- of the windows a dark brown. Mr. Heisel suggested a different parking pattern - having cars park at a 45° angle on the side of the building nearest Tarchmont and perpendicularly on the other side and the cars for sale displayed in front. The traffic would travel to the back and around the side from the entrance. This would leave space next to the sidewalk for a long planting bed of a minimum width of 3' and space in front for the display of cars for sale. . On motion of Mrs. Williams, seconded by Mr. Wassman, the Board unanimously approved the revised plans of the Lamborghini dealership with the conditions as stated. Mr. Jakubowski stated that he would issue a temporary Certificate of Occupancy at the appropriate time so that the dealership could open.
