HomeMy WebLinkAbout1993_09_23 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK SEPTEMBER 23, 1993, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: E. Robert Wassman, Chairman James Fleming Robert Immerman Pamela Washington Joan Williams Absent: Ralph Meisel Also present: Michelle Bonsteel, Assistant Building Inspector CALL TO ORDER The meeting was called to order by Chairman Wassman at 8:05 PM. APPROVAL OF MINUTES On motion of Mr. Wassman, seconded by Mrs. Washington, the minutes of August 19, 1993 were unanimously approved. GENERAL ANNOUNCEMENT Since there were several applications dealing with pole signs, the Board felt it to be appropriate to advise all applicants that a resolution is currently being prepared dealing with changes to the Sign Ordinance - Local Law 6 - 1988 - which may include the elimination of pole signs and grandfathering of existing pole signs for a period of 2 years or other limitations to their continuance. So, therefore, the economics of investing in a pole sign should be a consideration. There were no questions or comments. FOR THE BOARD'S INFORMATION Some of the applications state that they comply with the Sign Ordinance when they do not. DUMPSTER SCREENING - LOCAL LAW NO. 9 - 1993 Dempster screening is to be encouraged. The BAR need not review each and every application providing it complies with the ordinance. Stockade fencing is the only approved enclosure. Chain link, block, brick, etc. are to be reviewed by the BAR. TOWN OF MAMARONECK - 685 Weaver Street - Block 103 Lot 5 - Pavilion Stephen V. Altieri, Administrator, appeared. He stated that the contractor will repitch the slab and will install vertical supports. The Town will attach side canvas awnings for weather protection during camp season. Board of Architectural Review September 23, 1993 -2- On motion of Mrs. Williams, seconded by Mrs. Washington, the Board voted unanimously to accept the amended drawings for the pavilion. HYUNDAI DEALERSHIP - (Alfredo's Used Cars) - 2534 Boston Post Road - Block 504 Lots 1 & 134 - Signs Walter DeVivo, architect, appeared. He stated that he had appeared before the Planning Board and the Zoning Board of Appeals but Coastal Zone Management Commission review and response was needed before approval by the Planning Board would be issued. He presented a rendering of the new dealership with large windows possibly tinted blue and finished with a split block concrete face which he agreed to extend to grade. One sign on the facade will be made up of individual metal, separately lit Hyundai blue letters each 3 feet high. Another sign, reduced to be in proportion with the facade, will be placed on the side of the building over the service entrance. Mr. DeVivo also indicated a monument sign of 30 square feet in size in place of a pole sign. The monument sign will have an opaque face and Hyundai blue letters. The applicant will install planters at the front of the building and will plant them with the flowering shrub used at Kenny's. The side yard fence will be held back, and the left hand planter joined and melded into the adjacent planter. The street trees will be Zelcovas. Mr. DeVivo submitted a lighting plan; security lights will be provided at night, but lot lighting will be secured at 9 PM or at the close of business whichever is the latest. On motion of Mrs. Washington, seconded by Mr. Immerman, the plans for the Hyundai dealership were accepted as prepared. PIZZA AND BREW RESTAURANT OF LARCHMONI - 1262 Boston Post Road - Block 407 Lot 192 - Signs Steve Robbins appeared. His company is combining three stores into one restaurant. He agreed to leave the piers at either end in brick to define the storefront which will be glass and mahogany. He also agreed to make the window fenestration uniform. Mr. Robbins agreed to make his restaurant's sign match the other tenants in the center with a bronze anodized sign with white illuminated letters and to waive the request for a pole sign. On motion of Mr. Inmerman, seconded by Mrs. Williams, the Board approved the amended facade and the amended sign request for Pizza and Brew. Board of Architectural Review September 23, 1993 -3- DOCS OFFICE - 1380 Boston Post Road - Block 409 Lot 194 - Site Plan, landscaping, signs Tam Damian() appeared with the principal. He distributed new site plans. The building, formerly Lamborghini, will remain the same and one pole sign will be removed. The applicant was requested to remove both pole signs and to consider erecting a better located monument sign instead. The applicant will consider this request, and agreed to eliminate the small words in the cross fraan the middle of the sign. The facade sign will be illuminated from above by the existing, building soffit down-lights. The applicant agreed to plant 2 new Zelkovas on the right lot line. On motion of Mr. Fleming, seconded by Mrs. Washington, the Applicant's plans were approved, including the addition of 2 Zelkova trees, with the exception of the pole signs, and pending the Applicant's decision concerning a monument sign. NAUTILUS DINER - 1240 Boston Post Road - Block 408 Lot 110 - Sign Mr. Wassman stated that, by definition pursuant to Section 14-35F, this application was in violation of the sign ordinance. The applicant presented his case. Mr. Wassman moved with Mr. Inimerman seconding and approval of the Board, to deny the application. RAINBOW COLOR LABS - 1262 Boston Post Road - Block 407 Lot 192 - Sign William Fisher, Sr. and William Fisher, Jr. appeared. They were told that their application would have to go before the Zoning Board as it was the third pole sign request where only two are allowed. However, the Board members advised the Applicant that they would not recommend the variance. It was suggested that the Applicant discuss the inadequacy of the directory sign with the shopping center's owner. LARCHMONr HILLS APARTMENTS - 17 North Chatsworth Avenue - Block 133 Lot 662 - Handicapped ramp A representative of Robert Orlofsky, the managing agent, appeared. He oriented the Board members to the drawings and explained them. On motion of Mrs. Washington, seconded by Mrs. Williams, the Board approved the handicapped ramp at the Larchmont Hills Apartments. MEl'ROPOLIS WESTCHEST R LANES - 2444 Boston Post Road - Block 503 Lot 137 - North elevation Mr. Fredman withdrew this application for this month.
