HomeMy WebLinkAbout1994_09_22 Board of Architectural Review Minutes MINUTES OF THE REGULAR MEETING OF THE ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK SEPTEMBER 22, 1994, IN THE SENIOR CENTER, TOWN CENTER 740 WEST BOSTON POST ROAD MAMARONECK, NEW YORK Present: Edward Z. Jacobson, Acting Chairman James Fleming Robert Tnmterman Pamela Washington Joan Williams Absent: E. Robert Wassman, Chairman Also present: Barry Weprin, Town Councilman Stephen V. Altieri, Town Administrator William E. Jakubowski, Building Inspector CALL TO ORDER The meeting was called to order by Acting Chairman Jacobson at 8:02 PM. He announced that Mr. Wassman was absent and that he was acting as chairman. APPROVAL OF MINUTES On motion of Mrs. Williams, seconded by Mr. Inimerman, the minutes of the meeting of August 21, 1994 were approved as corrected. TOWN OF MAMARONECK FIRE DISTRICT NO. 1 - Fire House - 205 Weaver Street - Block 123 Lot 239 - Amended design John Fry of Sullivan Architects appeared. He stated that because of budget constraints changes in the plans had been made. The parking lot entrance has been relocated, and the bay on the Edgewood Avenue side has been reduced. There have been minor changes made in the fenestration. Elizabeth Colleary, 65 Hillcrest Avenue, complained that the neighbors were not consulted about the fenestration changes and stated that she did not like the removal of the arches above the large, side windows. She also objected to the removal of the round window at the rear over the drive-through bay. Mr. 'merman stated that several of the members of the Board who are architects felt that the design had been improved by the new, simplified, side windows and that the replacement of the round window at the rear would be fine. Mr. Jacobson reminded Mrs. Colleary that everyone in the Town cared about the aesthetics of the Fire House - not just its neighbors, and Mr. Fleming stated that with proper landscaping the view of the wall would be softened. Board of Architectural Review September 22, 1994 -2- Mr. Altieri stated that he and the architects had met with the residents and Beautification Committee and that the Committee wanted to make changes to the landscaping plan. Mrs. Washington suggested the addition of handicapped ramps and curb cuts at the intersections along Weaver Street. The graphics on the building were discussed and consideration of monument signs were recommended by the Board. Further discussion was tabled until a signage application is made. On motion of Mrs. Washington, seconded by Mr. 'merman, the Board unanimously voted to approve the amended plans for the Fire House with the addition of a round window over the drive-through bay on the south elevation. The Board agreed to consider the signs and landscaping at another time and requested that curb cuts and ramps shall be included in the new plans. DOROTHY PIZZUTELLO - Apt. 3G - One Washington Square - Block 133 Lot 449 - Etterior alterations. Jed Margiotes, architect, appeared on behalf of Mrs. Pizzutello who was away. He stated that the terrace is presently enclosed, and the fenestration is being changed. The Board, which has okayed many similar balcony enclosures at this apartment building, noted that in this line of balconies no design is the same. On motion of Mr. Fleming, seconded by Mrs. Washington, the Board unanimously approved the alteration plan with five divisions in fenestration. One window, in the center, shall be stationary. DOCS - 1380 Boston Post Road - Block 409 Lot 192 - Landscaping Plan. Ada Ferguson, appeared. She had the original plan which this Board had denied and indicated that the previous site suggestions of the Board for landscaping were very costly. Mrs. Williams reminded the applicant and the Board that the office is in a very visible spot, and Mr. Jacobson stated that this Board had been very dissatisfied with the plans presented. Mr. 'merman suggested using a landscape professional to develop a new cost effective planting plan, and Mrs. Washington recommended planting smaller materials farther apart to lower the cost as well. Mrs. Ferguson emphasized that the company wants to beautify the property, as does the Board. Board of Architectural Review September 22, 1994 -3- On motion of Mrs. Williams, seconded by Mr. Fleeing, the Board rejected the DOCS application on the grounds that it was not responsive to the recommendations of the BAR. Mr. Jakubowski stated that he could issue a Notice of Violation to DOCS in order to promote some positive response, if necessary. He suggested that Mrs. Ferguson consult with him and Mrs. Williams about the landscaping.
