ARCHITECTURAL BOARD OF REVIEW OF THE TOWN OF MAMARONECK

CALL TO ORDER
The meeting was called to order by Chairman Wassman at 8:05 PM. He asked
Mr. Jacobson, who had acted as Chairman at the last meeting, to review
the minutes and chair the rehearing.
APPROVAL OF MINUTES
On motion of Mr. Immerman, seconded by Mrs. Washington, the minutes of
September 22, 1994 were approved unanimously.
DOROTHY PIZZUTELLO - Apt. 3G - One Washington Square - Block 133 Lot 449
- Exterior alterations - Amended.
Mrs. Pizzutello appeared with her architect, James Margeotes. They
explained that she had not known that she needed permits and that the
contractor had ordered the windows in advance of the previous BAR
meeting. Mr. Margeotes characterized this building's facade as rag-tag,
and Mrs. Pizzutello stated that her porch was well covered by trees. She
also pointed out that a neighbor on her floor had a window arrangement
similar to what Mrs. Pizzutello had proposed.
After review, on motion of Mrs. Washington, seconded by Mr. Fleming, the
following resolution was proposed and adopted unanimously.
WHEREAS, Dorothy Pizzutello has submitted an application to the
Building Inspector, together with plans, to enclose a porch in an
apartment house on the premises located at 1 Washington Square and
known on the Tax Assessment Map of the Town of Mamaroneck as Block
133 Lot 449; and
WHEREAS, the Building Inspector has declined to issue such permit on
the grounds that review by the Board of Architectural Review is
required; and
WHEREAS, Mrs. Pizzutello submitted an application for approval to
this Board;

NOW, THEREFORE, BE IT
RESOLVED, that an application by Dorothy Pizzutello to build an
enclosed porch with four (4) windows on the premises located at 1
Washington Square, said premises being known and designated on the
Tax Assessment Map of the Town of Mamaroneck as Block 215 Lot 236 be
and the same is granted.
TOWN OF MAMARONECK - Hommocks Park Apartments - 2-116 Hommocks Road -
Block 411 Lot 169 - Landscaping Plan and Signage.
Stephen V. Altieri, Town Administrator, appeared with Chris O'Hara of
Donald Meeker Associates. The complex's major sign and its
entrance/address sign were under review; the directional signs were not.
All the signs will be made of redwood and painted a dark green enamel
with burgundy top edges. The title sign would be 60" x 45" in size 6'
off the average grade. Its placement has been approved by both the BAR
and the Planning Board in Site Plan review. The entrance/address sign
would be placed at the second entrance from the Post Road The members
preferred that the address sign be placed between the two horizontal
rails and centered within the arbor, not hanging from it. Approval by
the BAR of the arbor (entrance/access) sign would be for concept only.
Compliance with New York State Department of Transportation regulations
needs to be confirmed.
Mr. Altieri also presented -the revised planting plan. He stated that
changes in ground cover and in the species of trees had been made for
reasons of cost. The members were very distressed with the elimination
of the 3 pin oaks on Hommocks Road, and Mr. Altieri agreed to restore
them.
After review, on motion of Mr. Immerman, seconded by Mr. Jacobson, the
following resolution was proposed and adopted unanimously.
WHEREAS, the Town of Mamaroneck has submitted an application to the
Building Inspector, together with plans, for signage at and
amendments to landscaping at the Hommocks Park Apartments on the
premises located at 2 to 116 Hommocks Road and known on the Tax
Assessment Map of the Town of Mamaroneck as Block 411 Lot 169; and
WHEREAS, the Building Inspector has declined to issue such permits
on the grounds that review by the Board of Architectural Review is
required; and
WHEREAS, the Town submitted an application for approval to the
Board;
NOW, THEREFORE BE IT
RESOLVED, that an application by the Town of Mamaroneck to erect
address signs and to amend its landscaping plans on the premises

located at 2 to 116 Hommocks Road, said premises being known and
designated on the Tax Assessment Map of the Town of Mamaroneck as
Block 411 Lot 169 be and the same is granted, subject to the
following condition.
1. The address number sign will be placed between the two
horizontal rails and centered on the arbor with details
submitted under separate cover for further review.
2. Three pin oak trees shall be planted, in addition to the
red maples, on Hommocks Road.
CHEMICAL BANK - 1350 Boston Post Road - Block 410 Lot 130 - Wall change.
James Stewart appeared on behalf of the bank. He stated that the bank
wished to paint the wall propping up the stone retaining wall a different
color from its battleship gray
After review, on motion of Mr. Fleming, seconded by Mrs. Washington, the
following resolution was proposed and adopted unanimously.
WHEREAS, Chemical Bank has submitted a request to the Building
Inspector, together with plans, for changing the color of the
retaining wall on the premises located at 1350 Boston Post Road and
known on the Tax Assessment Map of the Town of Mamaroneck as Block
410 Lot 130; and
WHEREAS, the Building Inspector has declined to issue such
permission on the grounds that review by the Board of Architectural
Review is required; and
WHEREAS, Chemical Bank submitted an application for approval to the
Board;
NOW, THEREFORE BE IT
RESOLVED, that an application by Chemical Bank to repaint a wall
with Benjamin Moore Color X11083 on the premises located at 1350
Boston Post Road, said premises being known and designated on the
Tax Assessment Map of the Town of Mamaroneck as Block 410 Lot 130 be
and the same is granted, subject to the following conditions.
1. The Kousa dogwood tree stipulated in the approved
landscaping plan shall be planted at Winthrop Avenue and Boston
Post Road corner this fall.
2. The two dead trees at the site and the dead plants at the
base of the new wall shall be replaced this fall.
ADJOURNMENT
On motion of Mr. Fleming, seconded by Mrs. Washington, the meeting was
adjourned at 9:15 PM.
