Assistant Building Inspector CALL TO ORDER The meeting was called to order by Chairman Jacobson at 8:05 p.m. Mr. Jacobson informed the applicant that only three board members are present, and approval will require the unanimous consent of the Board. Mr. Jacobson informed the applicant that he can postpone the presentation until next month, if he wishes to do so. APPROVAL OF MINUTES O Mr. Jacobson said he had spoken to Mr. Wassman who said a number of the comments on the first page were misattributed, specifically in the second and third paragraph. The comments are attributed to Mr. Immerman, but were made by Mr. Wassman. A few minor changes were also made by Ms. Washington. Upon a motion made by Ms. Williams, seconded by Ms. Washington, the amended Minutes of the September 19, 1996 meeting were unanimously approved. Chairman Jacobson read the application as follows: KENTUCKY FRIED CHICKEN - 1370 Boston Post Road - Block 410 Lot 1 - signs/alterations Joseph Crocco, the architect for KFC/Taco Bell appeared. Mr. Crocco said that Donald Pizzutello appeared last month, Mr. Crocco has reviewed all the notes and submitted revised plans that address all of the comments raised at the last meeting. Mr. Crocco said the cupola has been removed from the front of the building, which presented a problem for identification of KFC. The KFC/Taco Bell lettering was added to the side of the building, the size of the canopy has been significantly reduced and the bell for the symbol of Taco/Bell will remain. Mr. Crocco said as requested the addition of the walk-in cooler will be stuccoed in beige to match the brick work. Mr. Jacobson commended Mr. Crocco and his client for their sense of civic responsibility in minimizing the graphics. Ms. Washington asked for an explanation of the lights on either side of the door, and the lighting on the top. Mr. Crocco said KFC is willing to eliminate the building fixtures and install a pole light in the parking lot, a metal halite. Ms. Washington said that will not adequately light all the parking spaces. Board of Architectural Review October 17, 1996 Page 2 Mr. Jacobson said currently there are fixtures that face out, and the Board's interest is in fixtures that throw light down. A discussion followed. Ms. Washington asked Mr. Crocco if he will be able to submit a plan that indicates where the pole will be placed and what fixture will be used. Mr. Crocco said he will submit a cut to the Building Department. Ms. Washington asked about the stockade fencing around the trash. Mr. Crocco said there will be stockade fencing around the trash. Mr.Jacobson asked Mr. Crocco to send a plan to the Building Department indicating the additional fencing and the lighting fixture. Ms. Williams asked Mr. Crocco if he will replace plantings that do not live. Mr. Crocco said it is on the plan, that plantings will be replaced. Ms. Williams commended Mr. Crocco regarding the landscaping. Ms. Washington asked Mr. Crocco to explain the arched illuminated awning as to what part is going to be eliminated and the colors. Mr. Crocco said the entire awning has an internal fixture, and has a glow. Ms. Washington asked if there were going to be any additional down lights at the entrance. Mr. Crocco said the lights will be what is currently in the soffit. On a motion made by Ms. Williams, seconded by Ms. Washington, the following resolution was unanimously ADOPTED: WHEREAS, Kentucky Fried Chicken has submitted an application to the Building Inspector, together with plans to convert existing KFC into a combination KFC/Taco Bell; and WHEREAS, the Building Inspector has declined to issue such permit on the grounds that the review by the Board of Architectural Review is required; and WHEREAS, Kentucky Fried Chicken submitted an application for approval to the Board; and WHEREAS, this Board has examined the plans, inspected the site, reviewed the application and has heard all persons interested in this application; and NOW, THEREFORE, BE IT RESOLVED, that the subject application be and the same is GRANTED, subject to the following conditions: 1. stockade fencing will be used to enclose trash area; 2. remove lighting fixtures on the building; Board of Architectural Review October 17, 1996 Page 3 3. install a new pole light fixture or activate existing pole light; 4. dead plantings will be replaced; 6. install an illuminated awning combination, KFC Taco/Bell; NEW MATTER/OLD BUSINESS Ms. Washington asked whether the Board has received any information regarding the adjacent fence and fence issue in the adjacent properties between Saturn and the gas station. Mr. Gerety said at this time, nothing has been received on that matter. Mr. Gerety said the Town Board, last evening, hired a part-time Code Enforcement Officer, Richard Tortorella, who will be working with the Building Department twenty hours a week, and one of his duties will be to follow-up on all of the regulations and violations. Mr. Gerety said the Building Department will better be able to enforce and channel the wishes of all of the Boards to get a speedier reply.
